The site is approximately 0.77 acres in size and is developed with a 7,290 square foot multi-tenant commercial building and the associated surface parking. The project site is within the Commercial Arterial (CA) zone and Urban Design District 'D'. Interior improvements proposed include demolition of some interior walls, construction of new interior walls, and cosmetic enhancements such as wall and floor finishes. Reconfiguration of the existing restrooms for ADA compliance and improved accessibility is also proposed. No external modifications are proposed. Per City of Renton (COR) Maps, no critical areas or buffers are present on-site. No trees or vegetation is proposed for removal and no new impervious surface is proposed. STAFF RECOMMENDATION: Staff Recommends that the Environmental Review Committee issue a Determination of Non-Significance (DNS). A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS with a 14-day appeal period. B. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Earth Impacts: The proposed project site is a fully developed property located in the City of Renton. The site features established parking and a driveway. The site is characterized as flat topography with a maximum slope of one percent (1%). No grading, excavation, or removal of soil is planned and there are no known instances of unstable soil in the immediate area. Given the site’s existing development and the absence of proposed exterior work, the potential environmental impacts are minimal. No significant erosion is anticipated due to clearing, construction, or future use of the property. Mitigation Measures: No specific mitigation is recommended. Nexus: N/A 2. Environmental Health a. Noise Impacts: Short-term construction activity-related noise impacts would primarily result from the interior improvements proposed as part of the project. Construction activity hours are restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through Friday. Haul hours shall be restricted to the hours between eight-thirty (8:30) a.m. and three-thirty (3:30) p.m., Monday through Friday unless otherwise approved in advance by the Development Services Division. All noise levels would be required to comply with City of Renton code (Chapter 7 Noise Level Regulations) and Washington Administrative Code (WAC 173-60, Maximum Environmental Noise Levels). The anticipated temporary noise impacts would be those commonly associated with mixed-use construction. No further site-specific mitigation is proposed. Mitigation Measures: No further mitigation is recommended. Nexus: Not applicable. 3. Transportation Impacts: The proposed project is anticipated to generate an increase of approximately 435 net new average weekday daily trips. During the weekday AM peak hour, the project would generate a reduction of approximately 52 net new trips (29 inbound and 23 outbound). During the weekday PM peak hour, the project would generate an increase of approximately 32 net new trips (23 inbound and 9 outbound). The proposed project passes the City of Renton Traffic Concurrency Test per RMC 4 -6- 070.D. The citywide traffic concurrency trip capacity for concurrency with the city adopted model for 2024 is 1,912 trips. The trip balance provides sufficient capacity to accommodate an increase of approximately 32 trips from this project. A resulting 1,944 trips are remaining. Decrease in traffic created by the development does not require mitigation resulting in no traffic impact fee or other mitigation so long as the building permit is issued prior to December 8, 2025. Per the site plan (Exhibit 3), the project will have 15 parking spaces for staff and customers with up to two (2) stalls for parent pick up/drop off. The TIA utilizes background growth rates along multiple pipeline projects in the area. The City’s investment in completion of the forecast traffic improvements is greater than 100% of the scheduled expenditure through 2024. Mitigation Measures: No further mitigation is required. Nexus: Not applicable E. Comments of Reviewing Departments The proposal has been circulated to City Department and Division Reviewers. Where applicable, their comments have been incorporated into the text of this report and/or “Advisory Notes to Applicant” (Exhibit 9). ✓ Copies of all Review Comments are contained in the Official File and may be attached to this report. The Environmental Determination decision will become final if the decision is not appealed within the 14 -day appeal period (RCW 43.21.C.075(3); WAC 197-11-680). Environmental Determination Appeal Process: Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on September 23, 2024. Appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted electronically. The appeal submitted in person may be paid on the first floor in our Finance Department. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
