ADVISORY NOTES TO APPLICANT
The following notes are supplemental information provided in conjunction with the administrative land use
action. Because these notes are provided as information only, they are not subject to the appeal process for
the land use action.
Planning:

1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division.
2. Commercial, multi-family, new single family and other nonresidential construction activities shall be
restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through
Friday. Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m. and eight
o’clock (8:00) p.m. No work shall be permitted on Sundays.
3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an
appropriate ground cover over any portion of the site that is graded or cleared of vegetation and where
no further construction work will occur within ninety (90) days. Alternative measures such as mulch,
sodding, or plastic covering as specified in the current King County Surface Water Management Design
Manual as adopted by the City of Renton may be proposed between the dates of November 1st and
March 31st of each year. The Development Services Division’s approval of this work is required prior to
final inspection and approval of the permit.
4. The applicant may not fill, excavate, stack or store any equipment, dispose of any materials, supplies or
fluids, operate any equipment, install impervious surfaces, or compact the earth in any way within the
area defined by the drip line of any tree to be retained.
5. The applicant shall erect and maintain six foot (6') high chain link temporary construction fencing around
the drip lines of all retained trees, or along the perimeter of a stand of retained trees. Placards shall be
placed on fencing every fifty feet (50') indicating the words, “NO TRESPASSING – Protected Trees” or on
each side of the fencing if less than fifty feet (50'). Site access to individually protected trees or groups
of trees shall be fenced and signed. Individual trees shall be fenced on four (4) sides. In addition, the
applicant shall provide supervision whenever equipment or trucks are moving near trees.

I have reviewed the application for the ION Renton Demolition project located at parcel No: 7564600055,
and have the following comments:
EXISTING CONDITIONS:
WATER: The project is within the City of Renton’s water service area in the Valley 196 Pressure Zone.
Below is a summary of the existing water system in the project vicinity:
o There is an existing 12-inch water main (196 pressure zone) located in N 6th St that can deliver
a maximum flow capacity of 2,800 GPM (see water project No. W-1920 for record drawings).
o There is an existing 16-inch water main (196 pressure zone) located in Park Ave N that can deliver
a maximum flow capacity of 7,000 GPM (see water project No. W-1920 for record drawings).
o There is an existing 8-inch water main (196 pressure zone) within an easement on the south side
of the project site that can deliver a maximum flow capacity of 1,250 GPM (see water plan No.
W-057201).
o There is an existing 12-inch water main located in Garden Ave N that can deliver a maximum flow
capacity of 4,800 GPM (see water project No. W-1111 for record drawings). This water main is in
the Kennydale 308 pressure zone.
o There are multiple existing fire hydrants within 300 feet of the property.
o The project site contains an existing 2-inch irrigation water service, an existing 8-inch fire water
service with an 8-inch DDCVA and an existing 3-inch domestic water serving the 535 Garden Ave
N building. An 8-inch fire water service with an 8-inch DDCVA serves the parking garage. A 6-inch
fire water service and a 2-inch domestic water service serve the 500 Park Ave N.
SEWER: There is an existing 24-inch gravity wastewater main located in N 6th St (see record drawing S-
020504). There is an existing 8-inch gravity wastewater main located in N 5th St conveying north through
the project site between the western building and parking garage before turning west into Park Ave N,
where it continues north before it connects into the 24-inch main in N 6th St (see project file S-046702
for record drawings). There is an existing 8-inch gravity wastewater main located in Garden Ave N (see
record drawing S-194101). There is an existing 6-inch side sewer serving the building from N 6th St.

STORM DRAINAGE: There is an existing 12-inch stormwater main on the east side of Garden Ave N (see
record drawing R-194105). There is an existing 24-inch stormwater main in N 6th St (see record drawing
R-220810). There is an existing 12-inch stormwater main in Park Ave N (see record drawing R-192001).
There is an existing 24-inch stormwater main in N 5th St (see record drawing R-345927). There are two,
private, on-site conveyance systems discharging to the west and south of the project site (see record
project TED4001920).
STREETS: The proposed project fronts N 6th St to the north, Park Ave N to the west, N 5th St to the south,
and Garden Ave N to the east.
WATER COMMENTS:
1. The existing on- and off-site water main and associated appurtenances shall be protected during
the buildings’ demolition.
2. The existing fire water service lines and domestic water service lines must be cut, capped, and
abandoned at the water main line. A separate water permit is required and will be created during
the building permit application.
SEWER COMMENTS:
1. The existing on- and off-site sewer main and manholes shall be protected during the buildings’
demolition.
2. The existing sewer stubs shall be cut and capped at the property line. A separate sewer permit is
required and will be created during the building permit application.
STORM DRAINAGE COMMENTS:
1. The existing on- and off-site stormwater main and catch basins shall be protected during the
buildings’ demolition.
2. Construction Stormwater Pollution Prevention, a preliminary erosion control plan is provided as
a portion of the land user permit application:
a. The preliminary erosion control plan depicts 1) installation of construction fences
surrounding the existing buildings, and 2) adding straw barrier at base of fence. The
construction fence detail shall be provided and will be reviewed during the building
permit application.
b. Catch basin inserts per City of Renton Std. Plan 216.30 shall be used to protect the on-
and off-site drainage system. A detailed erosion control plan will be further reviewed
during the building permit application.
c. Non-structural BMPs of A-28 for Demolition of Buildings per King County Stormwater
Pollution Prevention Manual shall be adopted to maintain source control.
3. A Construction Stormwater Permit from Department of Ecology is required since clearing and
grading of the site exceeds one acre. Applicant must obtain permit and provide proof prior to
Building Permit issuance.
a. The Applicant must apply for this permit with the Department of Ecology. An active
permit is required before issuance of the Building Permit.
TRANSPORTATION/STREET COMMENTS:
1. A traffic control plan (TCP) is submitted as a portion of the land-use permit application:
a. The TCP is not reviewed during the land-use permit application, which shall be
submitted to City Public Works Transportation Division for review/approval following
building permit issuance.

b. The TCP shall be submitted through TCP@rentonwa.gov at least five (5) working days
before the date of work. Detailed submittal requirement and process can be found on
