EF05650 CASE# 24-8563 OF COLLISION 08/14/24 17:11 OF CbLLI510N NARRATIVE 24-8563 On 08/14/2024 at approximately 1719 hours, I was dispatched to a 2-vehicle collision in the 2800 block of NE 12th Street, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised that both involved vehicles were blocking and unable to disconnect from each other therefore I requested that Dispatch send a tow vehicle. Upon my arrival, I confirmed there were no complaints of injury requiring immediate medical response at the time of report. collected each involved party's information and their independent recollection leading up to the collision. The driver of Unit#1 said she was the sole occupant of his vehicle and was identified via pictured WA ID. The driver of Unit#1 stated he was traveling eastbound in about the 2800 block of NE 12th ST. The driver of Unit#1 stated he was driving when the driver of Unit#2 stopped abruptly and he collided with the driver's side rear of Unit#2 causing significant damage to the front of Unit#1. The driver of Unit#2 said he was the sole occupant of his company vehicle (U-Haul) and was identified via pictured WADL. The driver of Unit#2 stated he was also traveling east in the 2800 block on NE 12th ST and had slowed down and come to a stop upon arriving at his residence. The driver of Unit#2 stated he was intending to reverse into his driveway and waited about 20 seconds for traffic to clear before backing. While Unit#2 was reversing, Unit#1 collided with the driver's side rear bumper of Unit#2 causing minor damage to Unit#2. A DOL records check revealed that the driver of Unit#1 (Pernia) was listed as "Not Licensed - Eligible". Pernia violated RCW 46.20.015 by Driving without a Valid Operator's License with valid Identification. Pernia also had no insurance for the vehicle he was driving. Pernia was not paying attention to traffic in front of him. Pernia violated Renton Municipal Code (RMC) 10-12-25 -Inattentive Driving which is defined as any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require. Based on the above statements, I determined that the Driver of Unit#1 (Pernia) was the predominant factor for the collision due to inattention causing a collision. I cited the driver of Unit#1 (Pernia) via mail for Inattention, No Valid Operator's License with ID, and Operating a Motor Vehicle without Insurance. Unit#1 was towed due to extensive damage. Unit#2 was able to be driven away from the scene without further incident.
