EE43253 CASE# 24-737 OF COLLISION 01/22/24 08:35 OF CbLLI510N NARRATIVE On 01/22/2024 at 0836 hours, I was in full patrol uniform and driving a marked Renton Police patrol vehicle when I was dispatched to 1650 Eagle Ridge DR S in the city of Renton, County of King, State of Washington regarding a traffic collision. The comments in the call said in summary: Relay to driver from transportation...hild vs veh...P has no info regarding child or veh...river call in, 10-year-old pedestrian versus vehicle, pedestrian is walking around, bumped. Upon arrival, I spoke with D1-Victoria Birden who told me in summary: She was driving V1 south on Eagle Ridge Dr S approaching S 18th St when a pedestrian ran out in front of her vehicle from behind a vehicle that was parked on the side of the road. The pedestrian came from the east side of the road. D1 said she slammed on the breaks as hard as she could but couldn't stop in time. Her vehicle collided with the pedestrian and the pedestrian fell to the ground. D1 said she was not injured. D1 was visibly shaken and extremely concerned about the pedestrian because the pedestrian was a child. She called 911 for assistance. D1 noted that it appeared the pedestrian was running toward a school bus that was parked on the opposite side of the road. Although the bus had its yellow flashing lights on, it did not have the red lights on or the "stop" sign displayed. 1 checked for damage to V1 with D1 and did not find any from the accident. I spoke with the front passenger of V1, Adiana M Alanis, who is D1's daughter. Adiana said in summary: Her mother was driving south on Eagle Ridge Dr when a pedestrian ran in front of their vehicle. She heard the pedestrian hit the vehicle but didn't see where the pedestrian went after that. She was not injured. She had nothing further. I spoke with pedestrian Abril I. Perez Vasquaz and she told me in summary: She was with her friends in front of 1650 Eagle Ridge Dr S when she saw her friend's mother's vehicle parked across the street (west side of Eagle Ridge Dr S). She went to the vehicle to get out of the rain. She did not get inside the vehicle because she saw her school bus park across the street. The school bus had its yellow lights on, but the stop sign wasn't out. Abril said the stop sign was usually out but not today. Abril said she ran across the street toward the bus and was struck by a vehicle. She ended up landing underneath the school bus. She received a laceration to her left palm and the knuckles on her right hand. I did not see further visible injury on her, but I could not see the rest of her because she was fully clothed. 1 asked Abril if she felt pain anywhere on her body and she did not. Renton Fire was on scene and attended to Abril. Abril's mother, America Perez arrived on scene and advised of the circumstances. I advised America to check Abril for further injuries at home. Officer J. Vanderhoek spoke with Witness Thea L Hendry who was the driver of the school bus that was parked across the street from the incident. Witness Thea said in summary that she was parked in front of 1650 Eagle Ridge Dr S (just before S 18th St). She did not have the school bus stop sign displayed. She saw V1 driving south on Eagle Ridge Dr S. She estimated V1 to be going approximately 25-30 mph. Pedestrian Abril ran out into the roadway and was struck by V1. She had nothing further. All involved parties above's statements concurred with one another. Abril darted out into the roadway without caution and was struck by a vehicle. I have nothing further. This incident was captured on my body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized.
