is uncontested, and is hereby attached as Exhibit #1 and incorporated in this report
by reference as set forth in full therein. .

3. ' Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
•
Policy Act of 1971, as amended by R.C.W. 43.21.C. ; a Declaration of Non-Significance
has been issued for the subject proposal by Gordon Y. Ericksen, responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development.
5. `There was no opposition.to the proposal d expresse . . ' . . , , .. ... ,
• 6. All existing utilities are available arid in close proximity.
7. The proposal is compatible with the setbacks, lot coverage and other requirements of
Section' 4-706. (3) (R-1:Churches) of Title IV, Ordinance No. 1628, Code of General
Ordinances. This proposal is a small addition to the existing church and is located
amidst two wings of the existing church building.
'8. Parking meets the requirements of the Parking and Loading Ordinance (Chapter 22, Title
IV, Ordinance No. 1628, Code of General Ordinances) .
9.- A landscape plan was not submitted.per Section 4-706. (3) .10.
10. The building design and materials are to match the existing building.
11. Off-site improvements are required on Hardie Avenue N.W. by the, Public Works Department.
CONCLUSIONS
1. The proposal.meets applicable ordinance requirements except that a landscaping'plan
was not submitted for evaluation. Section 4-706. (3) .10 requires that this plan be
' reviewed and approved by the Planning Department. This evaluation can occur separately
and after the Examiner's consideration of the site plan; however, it appears reasonable
to require landscaping between the proposed 'parking area (immediately north of the
addition)' and the existing northerly wing of the church. A landscaping area currently
exists at this location but is undeveloped. Otherwise, sufficient landscaping exists
adjacent to the addition. ,
2'. Location criteria (setbacks, views, parking lots, etc.) were' reviewed by the Planning
Commission during their evaluation of the church and expansion on January 23, 1974.
The proposal does not project beyond the perimeter of the existing building and
represents essentially a fill-in of 'the building.
3. The proposal appears to- adequately blend with the existing building. Compliance with
the Uniform-Building Code and Uniform Fire Code must be resolved with the Building
Division and the Fire Department. .
DECISION: .
• Approve the proposed addition (Exhibit #3) subject to:
' 1. 'Submittal of a landscaping plan per the requirements of the Planning Department, which
shall include a landscaped area between the parking area and the northern wing of the .
church. This landscape plan is to be approved by the Planning Department per Section
4-706. (3) .10. . -

REPORT: on December 7, 1978.

PUBLIC HEARING: After reviewing the Planning Department report, examining
available information on file with the application; and
field checking the property and surrounding area, the
Examiner conducted a public hearing on the subject as follows:

The hearing was opened on December 12, 1978 at 9:25 a.m. in the Council Chambers of the
Renton Municipal Building.
Parties wishing to testify were affirmed by the Examiner. .
It was reported that the Hearing Examiner and the applicant had received and reviewed
the Planning Department report, and the report was entered into the record as Exhibit #1.
David Clemens, Associate Planner, reviewed Exhibit #1, and entered the following additional
exhibits into the record:

Mr. Clemens corrected Section 0.4 of Exhibit #1, mathematical calculations, from -184

the southerly portion . Permeability is moderately rapid .

Available water capacity is low. Runoff is medium and the
hazard of erosion is moderate. This soil is used for timber
and pasture and for urban development. Beausite gravelly sandy
15-30% slopes ( BeD) in the northerly portion . Runoff is
rapid and the hazard of erosion severe . This soil is used
for timber and pasture.
3 . Vegetation : The site retains very little natural vegetation .
Some scrub grass and small schrubs are evident on the northern
and western boundaries .
4 . Wildlife : Some habitat may be suitable for birds and small
mammals .
5 . Water: No surface water was evidenced on the subject site .
6 . Land Use : The land use of the site consists of an existing
church . To the east are some commercial uses and to the
north and west are some single family and multiple family
residences . To the south are additional commercial uses .
F. NEIGHBORHOOD CHARACTERISTICS :
The area contains a variety of commercial and residential uses .

1 . Water and Sewer: A 10" eater main extends north-south along
Taylor Avenue N . W . Existing 8" sanitary sewers run along
Taylor Avenue and east-west in the northerly portion of the
site along vacated N . W. 2nd Street .

ordinance requirements .
3 . Transit : Metro Transit Routes #42 and #107 provide service

High School is within 11 miles to the northwest and Renton
Senior High School is within 1 mile to the east .

0. PLANNING DEPARTMENT ANALYSIS :
1 . The subject site is zoned R-1 , Single Family , which provides
for churches following approval of a special permit by the
Hearing Examiner . Certain ordinance criteria apply to the
approval of specific plans .
2 . The Renton Assembly of God Church has been in existance
at this location for a number of years with approval of
expansion to the facilities granted by the Planning
Commission January 23 , 1974 . A previous plan was denied
by the Commission in 1973 .
3 . The Church has now proposed a two story addition to the
main structure to accommodate additional offices and library
space . The structure is proposed to match the existing
architecture and is to be located in the southerly half
of the alcove in the existing building , facing toward
Hardie Avenue .N . W. The structure complies with the lot
coverage and setbacks identified by the R- 1 district .
4 . All existing , structures on the property have a parking
requirement of 168 spaces , with 187 spaces provided
including spaces on the west side of Taylor
Avenue N . W . The proposed addition requires :
Office area : 17 spaces
Library : 4 spaces
Nursery : 2 spaces
23 spaces
Existing Requirement : 168 spaces
191 spaces
- 181 spaces available
Additional spaces : 4 required
The proposed plan provides for 4 additional spaces .
5 . The site plan as submitted for this addition does not
specifically address landscaping . The area in question is
currently landscaped , and fringe areas around the parking lot
and building should be retained . Any planting which becomes
damaged during the construction process should be replaced .

6 . The Engineering Division has noted that off-site
improvements on Hardie Avenue N . W. are required including
curb , gutter , sidewalk , storm drainage , and a total of
16.' of street paving .
7 . The Building Division has noted that exiting and construction
code problems may exist with the addition of this structure.
The applicant should review this matter with the Building
Division .
8 . The Fire Department has noted a potential problem
of providing adequate fire flows of water to the building.
The applicant should review the fire flow requirements with
the Fire Department . The Utility Division indicates that water
main extensions along Hardie Avenue N . W. may be required .
P. PLANNING DEPARTMENT RECOMMENDATION :
Approval , subject to the following conditions :
1 . Landscaping shall be retained adjacent to the parking area
and building . Any damage to landscaping incurred during
construction shall be replaced with materials of a similar
type and size .
2 . Off-site improvements to Hardie Avenue shall be provided
to City standards and to the approval of the Public Works
Department.
3 . The proposed addition shall consist of colors and materials
matching the existing structure .
4 . All required parking spaces shall be installed prior to
occupancy of this proposed addition .

COMMENTS:
Introduction The State Environmental Policy Act of 1971, Chapter 43.21C, RCW, requires
all state and local governmental agencies to consider environmental values both,for their •
own actions and when licensing private proposals. The Act also requires that an EIS- be
prepared for all major actions significantly affecting the quality of the environment.
