NARRATIVE
24-1157
On 01/31/2024 at approximately 1724 hours, I was dispatched to a blocking vehicle collision at the
intersection of 116th Ave SE and SE Petrovitsky Road, within the City Limits of Renton, County of
King, State of Washington.
Upon my arrival, I confirmed no injuries had occurred from any of the involved parties requiring
immediate medical response at the time of report. I observed heavy mechanism to one of the
involved vehicles which was disabled in the middle of the intersection. While on scene, I collected
each of the involved party's driving information and their independent recollection of the events
leading up to the collision.
The driver of Unit#1 stated that he was the sole occupant of his vehicle and that prior to the collision
he was traveling northbound in about the 17600 block of 116th Ave SE approaching the controlled
intersection of SE Petrovitsky Road in lane 2 of 2 (left-turn lane). The driver of Unit#1 had pulled into
the left-turn lane and slowed to yield to oncoming traffic for an upcoming left-turn at the intersection.
The driver of Unit#1 stated he intended to turn westbound onto SE Petrovitsky Road. The driver of
Unit#1 stated that his traffic light turned yellow and that he waited for an uninvolved vehicle to pass,
not realizing that Unit#2 was traveling southbound on 116th Ave SE approaching the same
intersection, which Unit#1 needed to traverse across. The driver of Unit#1 proceeded to make the
left turn across the southbound lanes of travel. While Unit#1 was turning, he noticed Unit#2
approach the same intersection. The driver of Unit#1 stated that both vehicles collided in the
intersection causing significant damage to the front passenger side quarter panel and wheel of Unit
#1. The driver of Unit#1 believed that Unit#2 ran a red light.
The driver of Unit#2 said he and his juvenile passenger were traveling southbound in about the
17500 block of 116th Ave SE approaching the controlled intersection of SE Petrovitsky Road in lane 1
of 2. The driver of Unit#2 stated he was intending to continue south through the intersection. The
driver of Unit#2 stated as he continued going straight ahead through the intersection, which he
alleges was a yellow light, Unit#1 began to turn in front of his vehicle. The driver of Unit#2 stated he
was unable to avoid the collision and both vehicles collided causing moderate damage to the front of
Unit#2.
There was a traffic camera at the intersection but was pointed to the west and did not capture the
incident outlined above.
Based on the above statements, I determined that the Driver of Unit#1 (VANCE) was the
predominant factor for the collision due to not granting the right of way during a left turn causing a
collision. The driver of Unit#1 violated RCW 46.61.185(1) by being the driver of a vehicle intending to
turn to the left within an intersection and not yielding the right-of-way to any vehicle approaching from
the opposite direction which is within the intersection or so close thereto as to constitute an
immediate hazard. The driver of Unit#1 (VANCE) did not grant the right of way to Unit#2 traveling in
the roadway which had the right of way and was already underway. Due to Unit#1 having to traverse
across oncoming traffic, the driver of Unit#1 must wait until the intersection is clear of hazard prior to
proceeding.
Unit#1 had to be impounded due to extensive damage. Unit#2 was able to be driven away without
further incident. An exchange of information was provided to all involved parties.
