EE50256 CASE# 24-1187 OF COLLISIONO2/01/24 13:20 NARRATIVE 24-1187 On 02/01/2024 at approximately 1320 hours, I was traveling southbound in the 300 block of Rainier Avenue South, within the city limits of Renton, County of King, State of Washington. Upon reaching the intersection of S 3rd PL/Rainier Ave South, I observed what appeared to be a disabled vehicle blocking the far-left northbound lane of Rainier Ave South (lane 4 of 4). 1 notified Dispatch of my location and noticed another vehicle stopped behind the disabled vehicle with two men outside the vehicle arguing. One of the males arguing had blood on his face and it appeared to be a separate incident from the disabled vehicle. I contacted the two males and discovered that the male with blood on his face had just been struck by Unit#1 (YellowCab). The injured male requested an evaluation, stating that he was knocked to the ground following impact from Unit#1. 1 updated Dispatch that this was a vehicle vs. pedestrian collision and requested the Renton Regional Fire Authority (RRFA) respond to the scene for the injured pedestrian, later identified by WADL photo as Clark, Nicholas G (DOB 11/08/1992). RRFA later transported CLARK via ambulance to Valley Medical Center for further care. I contacted the driver of the only involved vehicle, who was uninjured, and positively identified him via pictured WADL as RUFO, JUBO G (DOB 01/01/1954). His vehicle, a yellow 2014 Toyota Sienna YellowCab (WA Lic #DP85912), had visible damage to the hood towards the driver's side headlight. RUFO explain the following: RUFO was the sole occupant of his vehicle and was traveling northbound on Rainier Ave S when he reached the intersection of South 3rd PL. RUFO continued north into the intersection with the intent to proceed north. RUFO said he did not see nor expect CLARK to be in the roadway as there was no crosswalk. Unit#1 subsequently struck CLARK in lane 3 of 3 (just prior to the start of lane 4 of 4). RUFO claimed that he never saw CLARK. I contacted CLARK, who relayed the following: CLARK was previously driving his vehicle northbound on Rainier Ave S when he noticed a disabled vehicle stalled and blocking one of the northbound lanes of travel on Rainier Ave S and in lane 3 of 3. CLARK stated that he was trying to do the right thing as a good Samaritan and parked his vehicle in the Taco Bell parking lot just east of the stalled vehicle's location. CLARK got out on foot and observed at least two lanes of travel had stopped to allow CLARK to walk into the roadway to help the disabled vehicle owner push his vehicle. CLARK began to cross the roadway from east to west across the northbound lanes of Rainier Ave South. CLARK said that upon reaching lane 3 of 3, CLARK was struck by Unit#1 causing him to go up and onto the hood of the vehicle. Per Officer M. Leverton, who later visited CLARK in the hospital, CLARK apparently hit his head on Unit#1's windshield before being knocked to the ground. CLARK made the statement to Officer Leverton that he remembered waking up and being on the ground. A witness remained at the scene who confirmed the above statements.
