NARRATIVE
24-1196
On 02/01/2024 at approximately 1738 hours, I was dispatched to a non-injury and non-blocking
vehicle collision at the intersection of SE 168th Street and 123rd Avenue SE, within the City Limits of
Renton, County of King, State of Washington.
Upon arrival, I confirmed there were no complaints of injury from either of the involved parties. There,
I collected the each of the involved driver's information and their independent recollection of the
events leading up to the collision.
The driver of Unit#1 said he was the sole occupant of his vehicle and was traveling eastbound in the
12300 block of SE 168th ST. The driver of Unit#1 stated he was traveling directly behind Unit#2.
The driver of Unit#2 stated he was reaching for his cigarette lighter in his vehicle and took his eyes
off the roadway momentarily. Upon looking back at the roadway, he noticed Unit#2 was now
stopped. The driver of Unit#1 stated that he attempted to stop his vehicle but subsequently collided
with the rear of Unit#2 causing significant damage to the front of Unit#1.
The driver of Unit#2 said he and his juvenile passenger were also traveling eastbound in the 12300
block of SE 168th ST. The driver of Unit#2 stated he had come to a stop for queued/turning traffic.
While Unit#2 was stopped, Unit#1 collided with the rear of Unit#2 causing moderate damage to the
rear bumper and tailgate of Unit#2.
Based on the above statements, 1 determined that the Driver of Unit#1 (HARTSFIELD) was the
predominant factor for the cause of collision due to not paying attention to the roadway causing a
collision.
HARTSFIELD violated Renton Municipal Code (RMC) 10-12-25 INATTENTIVE DRIVING: It shall be
a traffic infraction, subject to RCW 7.80.120(1)(a), for any person to drive a motor vehicle on any
public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive
manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under
the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the
weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver
focusing or directing the driver's attention to something other than driving the motor vehicle; or 2)
attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or
traveling on, or entering the roadway in time to take appropriate action as circumstances require.
(Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11). The driver of Unit#1 was not
safely attentive to the vehicles stopped in front of his vehicle.
I cited HARTSFIELD via mail for Inattention causing a collision.
Unit#1 was able to move his vehicle off the roadway where he made arrangements for a private tow
due to extensive damage. Unit#2 was able to be driven away without further incident. An exchange
of information was provided to all involved parties.
