EE50262 CASE# 24-1308 OF COLLISION 02/05/24 17:05 OF CbLLI510N NARRATIVE 24-1308 On February 5th, 2024, at approximately 1706 hours, I was dispatched to an unknown-if-injury 4- vehicle collision near the intersection of Maple Valley Highway and 140th Way SE (just west of the intersection), within the City limits of Renton, County of King, State of Washington. When I arrived on scene, I contacted the drivers of both unit 2 and 3 and confirmed that there were no injuries with either party. The driver of unit 1, registered to Erin D. Small (03/26/1976), fled the scene without exchanging any information with any other involved party. I first spoke with the driver of unit 2, who relayed the following. She was the sole occupant of the vehicle stopped at the intersection at 140th Way SE while facing eastbound on Maple Valley Highway in lane 2 of 2. While waiting for the traffic signal to grant her the right of way, unit 1 approached from behind, colliding with the rear of her vehicle, causing moderate damage. The initial collision caused her vehicle to propel forward into unit 3, causing minor damage to her front bumper. She got out of her car in the roadway to try and exchange information with the other involved drivers. When she tried contacting the driver of unit 1, she states that the airbags did deploy in unit 1's vehicle, and that Small refrained from sharing their information with them. However, before unit 1 could flee the scene, she managed to take pictures of unit 1's vehicle, to include the damages from the crash and the license plate. She coordinated with the involved parties to move off the roadway just east of the intersection at 140th way SE, but it was not until police arrived that she realized that Small had fled. I next spoke with the driver of unit 3, who relayed the following. He was the sole occupant of the vehicle stopped at the intersection at 140th Way SE while facing eastbound on Maple Valley Highway in lane 2 of 2. While waiting for the traffic signal to grant him the right of way, he heard a loud bang, and then felt the impact of unit 2 colliding with the rear of his vehicle, causing minor damage to it. As a result, his vehicle propelled forward into the rear of unit 4, causing little to no damage to his or unit 4's vehicle. He got out of his car and spoke to the driver of unit 4, who stated that he was in a hurry and needed to leave. He exchanged phone numbers with the individual, and unit 4 then left the scene. He then contacted the driver of unit 2 and Small. He reached into unit 1 and attempted to turn on the hazard lights of the vehicle. He then coordinated with the involved parties to move off the roadway just east of the intersection at 140th way SE, but it was not until police arrived that he realized that Small had fled. Based on the above statements, 1 determined that Small was the predominant factor for the collision due to not paying attention to traffic slowing or stopped in front of her causing a collision. In addition, Small did commit three (3) counts of Hit-and-Run Attended by being involved in an accident with another vehicle, which is attended, and failing to stop and remain at the scene until fulfilling all statutory duties (provide name, address, insurance company, policy, vehicle license, exhibit driver's license and render reasonable assistance to any person injured). I provided the driver of unit 2 an Axon citizen link to upload the photos that she took at the initial crash scene. The photos uploaded show major damage to the front of unit 1, as well as a partial image of the driver of unit#1. All remaining involved units were able to be driven away without further incident. An exchange of information was provided to those remaining. I requested dispatch to contact King County Sheriff's Office to visit the residence located in Small's DOL return in an attempt to make contact with her. Detective Lerum from the King County Sheriff's Office was sent to the address where he contacted Small who stated that she was in a collision earlier in the day. Lerum also provided the insurance information that he retrieved from Small. 1 called Farmers Insurance and verified that the policy Small provided is still active. On February 6th, 2024, 1 contacted the driver of unit 2 and unit 3. 1 gave both party's the insurance information for unit 1. In addition, both parties declined to pursue criminal charges against the driver of unit 1. That same day I contacted Small via phone and informed her of the investigation. However, I informed her that there is no evidence to substantiate that claim, and that the criminal charge(s) of hit-and-run could be filed. Small claimed that a family member had recently passed away and that she was traveling home from her sister's residence in Renton. Small stated she was emotionally distraught and was not paying attention to traffic in front of her when the collision occurred.
