EE48781 CASE# 24-1360 OF COLLISION 02/06/24 22:42 OF CbLLI510N NARRATIVE RPD CASE#: 24-1360 RECORDED ON AXON *This incident was captured on my body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 02.06.2024, at approximately 2251 hours, I was dispatched to a two-vehicle, unknown-if-injury, blocking collision in the intersection of SW Grady Way and Lind Ave SW., in the City of Renton, WA, the County of King. I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was operating a fully marked Renton Police Tahoe #304, equipped with "POLICE" markings, overhead exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police officer. I was assigned as 302. At the time of this incident, it was overcast, the roadways were wet, and it was dark with the streetlights illuminated. The temperature was approximately 44 degrees. I arrived on scene at approximately 2251 hours and observed a significant collision blocking both westbound lanes on SW Grady Way. I updated dispatch and asked for additional officers as well as two tow firms for impound. Unit 01 was identified as a dark gray in color Toyota Rav U bearing WA Temp Plate/A7016399. Unit 01 had significant front-end damage as well as front airbag deployment and was inoperable. Dispatch was updated and Gene Meyer towing was notified. Unit 01's driver was identified by his WADL as Ndamange, Diadie (DOB: 06.13.2001). Ndamange matched the photo on his WADL and when asked what happened leading up to the collision, he said he was driving eastbound on SW Grady Way and as he approached the intersection with Lind Ave SW, he entered the left turn lane, which was controlled by a flashing yellow turn signal. Ndamange stated he did not see Unit 02, which was traveling westbound on SW Grady Way, driving straight through the green traffic signal light, and Unit 01 turned left in front of Unit 02, causing a collision. A WACIC/NCIC/DOL query on Ndamange was clear and valid Ndamange did not have proof of insurance at the time of this incident. Unit 02 was identified as a blue in color Toyota Prius hatchback bearing WA/AZJ5593. Unit 02 had significant damage to the front end as well as the front tire axles, front airbag deployment and was inoperable. Dispatch was updated and Gene Meyer sent a second tow for impound. Unit 02's driver was identified by his WADL as BERRAHMOUN, KAMEL (DOB: 11.23.1985). Berrahmoun stated he was traveling westbound on SW Grady Way and as he approached the intersection with Lind Ave SW, he had a solid green traffic signal light and as he proceeded through the intersection, Unit 01 made a left turn in front of his vehicle, causing a collision. A WACIC/NCIC/DOL query on Berrahmoun revealed he was clear and valid. Unit 01's driver, Ndamange, Diadie (DOB: 06.13.2001) is the causing party in this collision by failing to yield the right of way to a motor vehicle while making a left turn, in violation of RCW 46.61.185,1, as well as violation of RCW 46.30.020: Operating a Motor Vehicle without Proof of insurance. I issued Ndamange SECTOR citation#: 4A0014430, for the above listed violations. The infraction will be mailed via the courts. RCW 46.61.185 Vehicle turning left—ulnerable users of a public way—ine. (Effective until January 1, 2025.) The driver of a vehicle intending to turn to the left within an intersection or into an alley, private road, or driveway shall yield the right-of-way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard. (1)(a) No person may operate a motor vehicle subject to registration under chapter 46.16A RCW in this state unless the person is insured under a motor vehicle liability policy with liability limits of at least the amounts provided in RCW 46.29.090, is self-insured as provided in RCW 46.29.630, is covered by a certificate of deposit in conformance with RCW 46.29.550, or is covered by a liability bond of at least the amounts provided in RCW 46.29.090. Proof of financial responsibility for motor vehicle operation must be provided on the request of a law enforcement officer in the format specified under RCW 46.30.030. (b) A person who drives a motor vehicle that is required to be registered in another state that requires drivers and owners of vehicles in that state to maintain insurance or financial responsibility shall, when requested by a law enforcement officer, provide evidence of financial responsibility or insurance as is required by the laws of the state in which the vehicle is registered. (c) When asked to do so by a law enforcement officer, failure to display proof of financial responsibility for motor vehicle operation as specified under RCW 46.30.030 creates a presumption that the person does not have motor vehicle insurance. Both vehicles were impounded privately by Gene Meyer towing. No injuries were reported.
