This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 02.15.2024, at approximately 1704 hours, I was dispatched to a two-vehicle, injury, blocking collision in the intersection of SW Grady Way and Maple Ave SW., in the City of Renton, WA, the County of King. I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was operating a fully marked Renton Police Tahoe #304, equipped with "POLICE" markings, overhead exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police officer. I was assigned as 6r10 (Officer in Charge/OIC). At the time of this incident, it was clear, the roadways were dry, and it was daylight with the no streetlights illuminated. The temperature was approximately 42 degrees. Prior to my arrival, dispatch updated the notes in the call with the following: `SW GRADY WAY/MAPLE AVE SW, REN LocDesc: <300/ 1100> Comment: NEW INV, CALLING IN, AIRBAGS DEPLOYED. FEM AND SON IN BLU NISSAN. RP IN BLK TOYT 4 RUNNER. BOTH PULLED TO SIDE OF ROAD.' Renton Fire Authority had been dispatched for airbag deployment. I arrived on scene at approximately 1706 hours and met with the passenger in Unit 02, who had vomited on the pavement, was holding her stomach, and complained of stomach and chest pain from the seatbelt. Unit 01 was identified as a black in color Toyota 4Runner bearing WA/CGS0387. Unit 01 had minimal damage to the passenger side rear door/running board, and it was operable. Unit 01 was also pulling a trailer (empty) bearing expired California license plate 4CU7504 (expired 04.30.2022). Unit 01's driver was identified by his WADL as GUTIERREZ RUELAS, ROGELIO (DOB: 03.15.1983). Gutierrez Ruelas matched the photo on his WADL and when asked what happened leading up to the collision, he said he was traveling westbound on SW Grady Way, and as he approached the intersection with Maple Ave SW, he entered the center turn lane, intending to turn left, southbound, onto Maple Ave SW. Gutierrez Ruelas said traffic was heavy on SW Grady Way but the traffic in the far left and left lanes "stopped for him" so he started his turn when he was struck by Unit 02, which was occupying the far right/curb lane on SW Grady Way, continuing eastbound. When asked why he turned, Gutierrez Ruelas said Unit 02's driver was `speeding' and he (Gutierrez Ruelas) believed he had the `right of way.' Gutierrez Ruelas did not have registration for his vehicle and when asked if he had insurance he stated, "No," and did not provide proof of insurance. A WACIC/NCIC/DOL query on Gutierrez Ruelas was clear and valid. Unit 02 was identified as a blue in color Nissan Sentra bearing WA/ BMF4068. Unit 02 had moderate damage to the front bumper/undercarriage and had a combination of front airbag deployment. Unit 02 was not operable, and dispatch was updated: Gene Meyer was notified for a private tow. Unit 02's driver was identified by his WADL as SANCHEZ CASTILLO, JOSE ALFREDO (DOB: 05.08,2000). SANCHEZ CASTILLO, JOSE ALFREDO is a Spanish speaking person and I communicated with him via Google translate. Unit 02 had a front seat passenger, identified by her WADL as CASTILLO SANCHEZ, BELIA (DOB: 01.30.1973). Belia spoke limited English but said they were traveling eastbound on SW Grady Way when Unit 01 turned left in front of their vehicle. Belia was complaining of stomach/chest pain from the seatbelt, and she vomited after the collision. Belia was medially transported to Valley Medical Center with non-life-threatening injuries. A WACIC/NCIC/DOL query on ONG revealed he was clear and valid. Unit 01's driver, GUTIERREZ RUELAS, ROGELIO (DOB: 03.15.1983) is the causing party in this PAGE 3 OF 5 REPORT NO. I issued GUTIERREZ RUELAS SECTOR citation#: 4AO014435 for the following violations: RCW 46.61.185.1: FTY ROW to motor vehicle while making left turn RCW 46.30.020: Operating a motor vehicle with no proof of insurance RCW 46.16A.180.2: Operating a motor vehicle without the registration RCW 46.16A.450: Trailer license plate violation The infraction will be mailed to GUTIERREZ RUELAS via the courts. Unit 02's vehicle was impounded privately by Gene Meyer, Unit 02's passenger was transported to VMC with non-life-threatening injuries.
