This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 02.23.2024, at approximately 1633 hours, I was dispatched to a two-vehicle, blocking, unknown if injury collision at the intersection of Sunset Blvd NE and the on-ramp to 1-405 N/B, in the City of Renton, WA, the County of King. I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was operating a fully marked Renton Police Tahoe #304, equipped with "POLICE" markings, overhead exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police officer. I was assigned as 302. At the time of this collision, it was clear and sunny, the roadways were dry and free from debris, it was daylight, and no streetlights were illuminated, and it was approximately 53 degrees. Prior to my arrival, dispatch advised the reporting party, MCFARLAND, SABRINA/PSRBY 720/636- 2367 contacted the police to report the vehicle collision. Officer Phillips and I responded, and I arrived on scene at approximately 1636 hours. Both vehicles had heavy front-end damage and were leaking fluids. Both vehicles were inoperable, and dispatch was updated to contact Bankers towing for two private tows. Unit 01 was identified as a silver in color Subaru Impreza bearing WA Plate: BWV2830. Unit 01 had substantial front end/body damage and was leaking fluids; further, the front passenger side tire's axle was broken. Unit 01 had no airbag deployments. Unit 01's driver was identified by his WAID as Prayudi, Junio Mantrano (DOB: 06.14.1976). Prayudi matched the photo shown on his WAID card. Prayudi stated he was traveling northbound on Sunset Blvd NE and as he approached the left turn to enter the on-ramp to 1-405 N/B, he believed he had enough time to turn in front of Unit 02, who was traveling southbound on Sunset Blvd NE, but he miscalculated, and turned directly in front of Unit 02, resulting in a collision. A WACIC/NCIC query on Prayudi returned clear and valid. Unit 02 was identified as a red/maroon in color Toyota Rav4 bearing WA/BVY9875. Unit 02 had moderate damage to the front bumper/undercarriage and was leaking fluids. Unit 02 was inoperable. Unit 02's driver was identified by her WADL as CAPACHO GUERRERO, SANDRA P. (DOB: 09.13.1972). Capacho Guerrero matched the photo shown on her WADL. Capacho Guerrero stated she was traveling southbound on Sunset Blvd NE, going straight ahead when Unit 01 made a left turn directly in front of her vehicle. A WACIC/NCIC query on Capacho Guerrero revealed she was clear and valid. Both involved parties had valid insurance and no injuries were reported. Unit 01's driver, Prayudi, Junio Mantrano (DOB: 06.14.1976) is the causing party in this collision by failing to yield the right of way to Unit 02, causing a collision. Prayudi was issued SECTOR citation 4AO014440 for violation of RCW 46.61.180.1: Fail to yield motor vehicle. The following citation will be mailed to Prayudi via the courts. Both vehicles were impounded by Bankers towing -private tows. Both involved parties were given the exchange of information forms and left the scene without incident.
