A . SUMMARY AND PURPOSE OF REQUEST :
The applicant requests special permit approval for fill and grade
of approximately 300,000cubic yards of material on a 29-acre site
along the East Valley Road . (Site development map attached . )

C . HISTORY/BACKGROUND :
The subject site was annexed into the City by Ordinance #1745 dated
April 14 , '1959 . It was rezoned to H-1 by Ordinances #1845 and 1955
dated January 9 , 1960 and May 14 , 1962 respectively .
D . PHYSICAL BACKGROUND :
1 . Topography : The site is essentially level .
2 Soils : Urban Land (Ur) . The erosion hazard is slight to moderate .
No capability or woodland classification . Puget silty clay loam
(Pu ) . Permeability is 'slow . The seasonal high water table is at or
near the surface . Runoff is slow to ponded , and the erosion hazard
is slight. Stream overflow is a severe hazard . This soil is
used for row crops and pasture .

3 . Vegetation : With the exception of a few scattered deciduous
trees , the site is predominantly covered with grass and scrub
brush .
4 . Wildlife : Existing vegetation may provide suitable habitat for
bird's and mall mammals .
5 . Water: No water was evidenced on the subject site .
6 . Land Use : .,An automobile repair garage and service station are
located to the north of the subject site and a lumber company ;
light industrial uses are situated west. To the south is an
existing single family residence and mini -warehouse presently
under construction . The East Valley .Fre(eway. is located to the east .
E . NEIGHBORHOOD CHARACTERISTICS :
The area consists of a combination of presently developed industrial
property and undeveloped land in the process of being prepared for
such development.
F. PUBLIC SERVICES : : .
1 . Water and Sewer : A 12" water main extends east 450 ' from Lind
Avenue N . W. at which point a 6" main extends approximately another
450' adjacent to the northerly boundary of the subject site .
A 16" water main runs north-south on Lind Avenue adjacent to the
westerly boundary. An 8" sanitary sewer extends north-south along
the E. Valley Road approximately 1 /2 mile south of the site .
2 . Fire Protection : Provided by the Renton Fire Department as per
ordinance requirements .
3. Transit: Metro Transit Route #1.56 operates along SR 16.7 to the
east of the subject site .
4 . .Schools : Not Applicable .
5 . Recreation : Not Applicable .

I . IMPACT ON THE NATURAL OR HUMAN ENVIRONMENT :
1 . Natural Systems : Development of the site will disturb soil and
vegetation , .increase storm water runoff and cause an increase in
traffic and noise levels in the area . However, through proper
development controls and procedures , these impacts can be mitigated .
2 . Population/Employment : The present fill and grade permit will have
no ' direct impact on employment , however, future industrial use of
the filled property will need to be addressed upon specific
development.
3. Schools : Not Applicable`.

4 . Social : Not Applicable .
5. Traffic : Potential adverse truck traffic movements will
occur during the "fillimg. period. Conditions related to hours
of operation will reduce the level of adverse impact- (see further
analysis below) . 300 ,:000 cubic yards of fill will require
about 12 ,000 truckloads ,: thus 24 ,000 truck movements .
J . ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION :
Pursuant to the City of Re'nton' s Environmental Ordinance and the
State Environmental Policy. Act of 1971 , as amended , RCW 43-21C , a
declaration of non-significance will be required.r At this time
- additional data has been requested to clarify certain issues listed
in #4 of the' analysis . No, action may be taken until a declaration '
is prepared. ,

L . PLANNY IG, D:EPARTMENT ANALYSIS :
,1-. ,' The subject site is presently zoned H-1 (Heavy Industry) which
, will permit commercial or industrial future development on the
site . The proposal generally conforms to ' the comprehensive
planning and zoning for the area .
2 . The applicant. dogs not; have a specific development plan for
the subject "s;ite 'at the present time . However , he indicates
that interest has been, shown for development on the site
providing the site is properly filled and graded. Future
development will be subject to City of Renton standards including
the Hearing Examiner ' s: Site Plan approval per Section 4-2302 . 2 . 0
and the requirements of the restrictive covenants running with
the land .
3. An LID is under construction for the extension of Lind Avenue S .W .
(80-foot right-of-way)' along the easterly boundary of the subject
site..
4. The applicant' s prior ;fill and grade permit approval (SP-063-77 )
is located to the immediate west of Lind Avenue . This previous
permit provided for filling to elevation 23. 5 , this above
the floodplain level 21 . 8 feet. This current application proposes
an elevation 17 , which is insufficient to comply with the minimum
floodplain level of 21 . 8 feet.
Although this application will commit 29 acres of future
development in industrial use no uses are currently known , and
the proposed fill does not achieve a developable elevation . Due
to the size of the area involved and questions as to future
use are unknown at this time , the Planning Department has requested
the following information to provide clarification of the
Environmental Checklist :
(a ) What general types of uses are proposed , and when development
is expected to occur.
(b) A detailed traffic analysis of said proposed uses .

(c) Clarification of appropriateness of only
partially filling the site .
Due to the fact that this information may not be available
prior to the hearing , a continuance may be requested .
5 . The Engineering Division of the Public Works Department advises
that the present drainage ways shall not be filled until
specific pla1rs , are approved and implemented . (See also
comments on the submitted vicinity map . ),
6. The Utilities Engineering Division indicates that the subject
proposal will required water and sewer extensions and that
latecomer ' s fees will be assessed.
7 . In reference to #4 of the analysis , the Building Division notes
that fill in, addition to the proposed by the applicant will be
necessary prior to any building construction .because the 17 '
elevation is not acceptable.
8. The Police Department has recommended that access to the site
be limited to the East Valley Road and S .W . 16th Street. Other
comments about debris , hours of fill 'operation , and signing
appear to be very appropriate in light of the 24 ,000 truck
movements required . (See attached memorandum for comments . )
9 . Review of SP-063-77 indicates that the Hearing Examiner requested
from the City Attorney an opinion 'on setback requirements for
landfalls (see SP-063-77 for background) . . The subject proposal
is gove,rned by the same legal opinion ., If the applicant believes
that the 10 ' setback requirement of Section 4-2314 cdnstitutes
an undue hardship , then it will be necessary to file a' variance
application with the Board of Adjustment.

RE: LANDFILL APPLICATION
The Austin Company has made application to fill a 29 acre area
in the area of SW 16th and the East Valley Rd. After surveying
the area Sgt. Saude and myself make the following recommendations
on the fill operation.
1. Entrance to the fill site for the filling operation be off
the East Valley Rd as close as possible to the proposed SW
19th Street.
2 . Exit from the site be on to SW 16th Street in the area of
Maple Ave SW.
3. All .fill trucks will approach the fill area by traveling
northbound on the East Valley Rd.
4. All empty' trucks after exiting the site at SW 16th will
travel west on SW 16th to Lind SW and then north on Lind
SW to Grady Way, then east on -Grady Way to Hwy 167.
5. The roadway will be kept clean of all dirt and debris
"AT ALL' TIMES" .
6. The hours of the fill operation be either from 6 AM until
2 PM or from 8. .AM to 4 PM.
7. That both the entrance and exit to the site be posted with
the appropriate signing as directed by the Traffic Engineering
'Office.
Two items in the conditions may need a little bit of explaining,
the first being the proposed route. The reasoning behind our
proposed routing is that we feel this route will provide the
least amount of disruption to our normal traffic flows as well as
it will also be the safest route in that it will provide a circular
' route for all the trucks coming and going and will not adversely
effect the traffic flow. The other one is our suggested hours of
operation. Our feeling is that in all fairness to the dirt haulers
they should be allowed an eight hour operation period, however, by
specifing 6 AM to 2 RM or 8 AM to 4 PM they will only impact one
rush hour period. By starting at 6 AM they would be off the roadway
by the afternoon rush hour and by starting at 8 AM in the morning
they really would not start hauling until after the morning rush
hours , however, would be into the evening rush hour a little bit.

The Examiner requested a legal opinion regarding this matter in the attached
memoranda dated August 30, 1977 and August 31, 1977. Existing ordinances
(Chapter 23 and 30) prevent the Examiner from granting a variance from the
slope setback requirement of Section 4-2314.2. However, it seems app P
ri
to comment•upon the effect of this additional setback requirement.
The setback of Section 4-2314 is intended to ". . .preserve the setback for the
safety and benefit of adjacent properties, the adequacy of foundations, and to
prevent damage as a result of water runoff or erosion
thease lopes."an (Section
4-2314.1) The purpose of Chapter 23 is to ". . .protect. . .

against detrimental effects" (Section 4-2301.C)' and to "Promote safe,
economic,
systematic. . .grading, activities. . ." (Section 4-2301.2.D) . Application
setback will accomplish these purposes; however, it may be counterproductive in

"protecting" each property. This appears not to be the intent of the ordinance.
The intent seems to .be to require landfill to be set back from adjacentat prroperty

DECISION: ` Based upon the record, findings and conclusions, the grading and filling
Special Permit is approved subject to:
1. Landscaping of 2% of the site for wildlife habitat purposes per •the landscaping
. materials suggested in Exhibit #5 as approved by the Planning Department. This
- landscaping is to be installed upon completion of the landfill operation.
2. Finalization of the storm water retention system and its approval by the Public
Works Department. •
3. Dust control be implemented by water sprinkling.
•
4. Control of mud and debris on adjacent or affected public right-of-way be
implemented by a mechanical sweeper adn water flushing.
5. Exposed slopes, are to be hydroseeded to control erosion. .
6. Fill material will conform to the requirements of Chapter 23, Title IV.
7. Tops of 'the slopes to be no less than 10_feet from the building setback lines
established by Section 4-713 (D) (e) .

As you are aware , we are preparing a site development plan for
Lot 1 of proposed Valley Office and Industrial Park,
Subdivision No . 2 . The area generally included in Lot 1 is •
currently being filled under a Renton permit limiting fill to
the "north half" of the site . Considering "north half" to be
an inexact term for an irregular area , and with the box culvert
under SR 167 discharging north of the midpoint of the lot , we
request that you consider the south lot 'line of Lot 1 to be
acceptable for the filled limits . The area of Lot 1 plus the
area north of the Caraccioli tract is 14 .0 acres , with the
total subdivision acreage being 28 . 3 acres .

Mr. Kosteniuk indicated his concurrence in Exhibit #2, noting that disagreements relating
to finish grades which originally existed with recommendations contained in Exhibit #1
had been clarified by the supplementary report. He inquired if the permit would allow
increased volume of landfill if determined necessary at a later date to meet proposed
elevations., or if revision would require an additional public hearing through the Examiner
process. Mr. Kosteniuk noted that due to unknown factors relating to degree of settlement,
the exact amount of landfill cannot be determined. Following further discussion, it was
determined by the Examiner and Mr. Clemens that if additional landfill is required to
meet basic design parameters and proposed elevations, the revision could be reviewed by
staff during the annual license process. Mr. Clemens indicated his opinion that if the
site area and elevations are not exceeded, the current permit would remain valid, although
substantial increase of volume to the extent of 400,000 cubic yards would require additional
review through the hearing process.
The Examiner requested an estimated completion date for the project. Mr. Kostenium
indicated that current available material would provide 50% of the estimated landfill
within a period of one year, with the remaining landfill provided as soon as possible as
it becomes available. Responding to the Examiner's inquiry regarding the applicant's
willingness to comply with ordinance requirements for fill composition, Mr. Kosteniuk
indicated his concurrence.
The Examiner requested a representative from the Public Works Department to respond to
the traffic analysis contained within Exhibit #2. Responding was:

Mr. Lumbert indicated that the projected volume of truck trips from the site could be
adequately accommodated by existing roadways in the area.
The Examiner requested a final recommendation from the Planning Department representative.
Mr. Clemens indicated that the recommendations contained in Exhibits #1 and 2 would remain
as submitted with the addition of the previous clarification of ordinance requirements
pertaining to site area and final elevations.
The Examiner requested further comments. Since there were none, the hearing on File No.
SP-320-79 was closed by the Examiner at 9:35 a.m.
FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner
now makes and enters the following:
FINDINGS:
1. The request is for approval of a special permit to fill 29 acres to elevations of 17
and 18 feet per Exhibits #4 and 5.
2. The Planning Department report accurately sets forth the issues, applicable policies
and provisions, findings of fact, and departmental recommendations in this matter, and
is hereby attached as Exhibit #1 and incorporated in this report by reference as set
forth in full therein.
3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance
has been issued for the subject proposal by Gordon Y. Ericksen, responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development.
5. Opposition to the proposal was expressed by the King County Department of Community
Development (Exhibit #6) on the basis of availability of surplus filled industrially
zoned land within the flood zone and absence of a "watershed project."
6. All existing utilities are available and in close proximity.
7. The proposal is compatible with the requirements of Chapter 23 (Mining, Excavation
and Grading Ordinance) of.Title IV, Ordinance No. 1628, Code of General Ordinances;
except for:

checking the property and surrounding area, the Examiner

'Renton 'Municipal Building:
David Clemens, Associate Planner, referenced staff concerns denoted in Section J. •
(Environmental Assessment/Threshold Determination) and Section L.4 (Analysis) of the
Planning Department staff report pertaining to provision of additional information to
clarify the environmental checklist requirements to allow issuance of:a declaration of
non-significance for the proposal. He advised the applicant's request for a two-week
continuance to enable provision of the required information.
The public hearing was subsequently closed by the Examiner at 9:10 a.m. and continued
to April 17, 1979 at 9:00 a.m. •

This is a policy decision of the King County Council and Renton City Council which
has yet to review this issue. In the meantime, it seems reasonable to approve the
application.

through 5 and completion within four years.

Pursuant to Title IV, Section 3015 of the City's Code, request for reconsideration must
be filed in writing on or before May 8, 1979. Any aggrieved person feeling, that the
decision of the Examiner is based on erroneous procedure, errors of law or fact, error
in judgment, or the discovery of new evidence which could not be reasonably available at
the prior hearing may make a written request for review by the Examiner within fourteen
(14) days from the date of the Examiner's decision. This request shall set forth the
specific errors relied upon by such appellant, and the Examiner may, after review of the
record, take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which requires
that such appeal be filed with the City Clerk accompanying a filing fee of $25.00 and

at cost in said department.

8. An. annual license .from the Planning .and Public Works Departments is required per
Sections 4-2307.2.B, 4-2307.4, 4-2310 and 4-2309. The staff reviews the project
prior to issuance of the annual license. for compliance with the Examiner's decision
and the provisions of Chapter 23. .
9. The landfill will be. 50% accomplished within one year, and the remainder of the site
will be filled as material becomes available.
10. Estimated traffic impacts (Exhibit #2) can be accommodated adequately on 'existing
streets according to' the testimony of the Public Works Department.
11. A State Flood Zone Control Permit is required of the King County Division of Hydraulics.
CONCLUSIONS:
1. The proposal is compatible with the Green River Valley Comprehensive Plan. Appropriate
wildlife habitat mitigation measures per the Plan and Resolution'No. 192.3 will be
required during development of specific Site' plans for the property or during
rehabilitation of the landfill per Chapter 23.
2. The landfill operation will ". . .not be an unreasonable detriment to the surrounding
area." (Section 4-2303.2.B) . However, this is based upon staff approval of appropriate
erosion control, storm drainage and wildlife habitat mitigation measures prior to
beginning the landfill and during review of the annual license.
3. Compliance with requireinents 'of Chapter 23 (per Finding No. 7). can adequately be
secured by staff prior to issuance of the permit for the landfill operation and/or
issuance of the annual license. The Planning, Public Works and Police Departments
should collectively review the permit and license to achieve a single set of conditions
for approval of the permit and license.
4. Although 50% of the site will be filled within one year, leaving completion of the
landfill operation open ended to whenever fill material becomes available does not
appear within the intent of Section 4-2307.3. The applicant did not indicate when'
the operation would be completed. However, a reasonable completion period appears
to be four years from issuance .of the permit to begin the operation. This will
provide approximately three years to complete the operation following filling 50%
of the site in the first year.
5. The cumulative impacts of truck traffic within 'the general area where extensive
landfill operations are occurring should be monitored by staff relative to' the
proposal. This site lies at the intersection of two key 'streets serving the area
(East Valley Road and S.W. 16th Street) . Also use of Lind Avenue S.W. over the
freeway may prove more difficult and congested. during and following work on the
Lind Avenue' LID. However,• it. appears that sufficient authority exists in the annual
license for staff to require alteration of access to the site in response to .changing
traffic conditions in the area.
•
6. King County's Department Of Community Development (Exhibit #6) did not give the
details and basis of the conclusion that sufficient industrial zoned and filled
property exists in the Green River Valley to accommodate industrial or manufacturing
park uses for some time. It is clear that the analysis is based upon some general
data collected in 1978, almost one year ago. Sufficient accelerated building activity
north of S.W. 43rd Street has occurred within, the past year to draw skepticism of the
County's projections and conclusions. •
•
However,. the other contention of the County is that landfills should be disapproved
until an "East Side Watershed Project" is completed. This recommendation has not yet
been approved by the Basin Executive Committee, but is at this time only a
recommendation of the King County staff. Until this becomes adopted policy of the
Committee and the City of Renton, it appears.unreasonable to impose such a
recommendation upon the application at hand. '
•
In effect, the County requests a moratorium upon landfills until some to-be-specified
{f!'i ratio of undeveloped/filled to developed/filled land is determined by future study.

hearing of April 3 , 1979 , in order to complete consideration
of the potential environmental impact of this proposed
300 ,000 cubic yards of fill on 29 acres between S .W. Lind
Avenue and the East Valley Road. We have requested and
received additional information regarding the potential
uses of the property and the traffic impacts of those par-
ticular uses . Based upon the additional information pro-
vided , a declaration of non-significance has been prepared
in this matter pursuant to the City ' s Environmental Ordinance ,
and subject to further environmental review of each proposed
use of the subject filled property.
2 . The applicant ' s letter dated April 5 , 1979 , discussed the
apparent discrepancy between the previous fill proposal
by the Austin Company (west of Lind Avenue) . The apparent
discrepancy deals with what elevation should be , deemed
zero feet . The prior proposal was based upon a zero feet
elevation approximately seven feet lower than the U.S . G. S .
mean sea level datum of zero feet . This is consistent
with the elevations utilized by both the City of Renton
and King County Hydraulics . The proposed fill is thus in
the range of rough grades between elevation 17 and elevation
18 based upon the U.S . G.S . datum. The previous fill is also
in this range .
3. The applicant describes the potential uses of the properties
as including , but not necessarily limited to warehousing,
light industrial , and office park uses . Based upon a traffic
analysis provided by the applicant and reviewed by the City ,
if all 29 acres were developed in the uses described , the
following traffic impacts would occur:
Lind Avenue north of 16th - 1320 trips
Lind Avenue south of S.W. 19th - 1190 trips
S.W. 16th west of Lind - 330 trips
East Valley Road south of S.W. 19th - 1500 trips
Of the street segments which would be impacted by develop-
ment of this property , the most crucial is that segment of
Lind Avenue crucial between S. W. 16th and Grady Way , which
is limited to two lanes by the width of the freeway over-
crossing . The additional 1320 trips would be an increase
of approximately 20% in the current traffic count (4275
trips ) in this street segment.
4. We have received a response from the King County Resource
Planning Division , which recommends that this proposed fill
permit not be approved due to the existence of approximately
five years of potentially developable industrial land in the
Valley area already filled. King County ' s letter indicates
that on March 23rd the Green River Valley Technical

Dear Mr. Clemens :
With reference to your Preliminary Report to the Hearing
Examiner for File No. SP-320-79 , Section L, Item 4 , we
have the following response :
A minimum finish floor elevation of 21.8 feet
using M.S.L = 0. 0 DATUM (U.S.G.S) is required
by King County Hydraulics Division. Finish
grade elevations will obviously be less. For
warehouse or light industrial development which
require truck-dock operations finish grades of
21. 8 ft. - 4 . 0 ft. = 17 .8 ft. , were found to be
acceptable by King County Hydraulics Division
and-by the City of Renton in past discussions.
Therefore, rough grade elevations ranging from
17 .0 ft. to 18 .0 ft. would appear to be acceptable.
Although there are no present plans which indicate the type
of development, we would anticipate the following as pos-
sible types : The 29 acre site could be subdivided into ap- .
+ proximately six 5 acre developments consisting of two Ware-
house facilities , two Light Industrial Complexes , and two
Office Parks. Each Light Industrial Development could
generate a traffic count of 483 trips, each Warehouse deve-
lopment could generate a traffic count up to 700 trips.
The Office Parks could each generate a traffic count of
1032 trips.
These assumed developments could give use to a total traffic
count of 1490 trips at the intersection S.W. 19th Street
and East Valley Road, a total of 1] 90 trips at the intersec-
tion of S.W. 19th Street and Lind Avenue , and, finally, at

Re: Metro Industrial Park - Proposed Grading Plan
Dear Gordon:
Thank you for the opportunity to review the proposed grading plan. Following
is a summary of the major issues we feel should be considered before a decision
to issue the special permit is made. ,
Over 1150 acres of designated flood hazard areas in Renton' s portion of the
lower Green River Valley are zoned for industrial uses. As of June, 1978,
approximately 575 acres of that land had been filled in anticipation of devel-
opment. A substantial portion of that filled land, 407 acres, was vacant. By
the end of 1978, 57 acres had been developed, leaving 350 acres still undeveloped.
Valley-wide, of the 2670 acres of landfill on industrial land in flood hazard
areas, 1247 acres (45%) was vacant and developable in mid-1978. Recent market
figures indicate that, by the end of 1978, only 226 acres of industrial land in
the same area had been developed. Thus, the acreage. of filled, vacant, industrial
land in flood hazard areas within the lower valley as of July, 1978, exceeded the
acreage of industrial land developed in that year by a factor of five. In light
of these figures and in the absence of the planned East Side Watershed Project,
it is difficult to justify the placement of an additional 29 acres of fill in a
designated flood hazard area.
As you know, at its meeting of March 23, the Green River Technical Committee
approved the following two recommendations under the Valley Interim Policy and
Regulatory Plan and asked that they be forwarded to the Basin Executive Committee

1 . No new landfill on industrially-zoned land in designated flood
hazard areas shall be permitted until applications for building
permits have been filed on seventy-five percent (75%) of the
currently filled and vacant lands which have been identified in
those areas. Exceptions to this policy may be granted to applicants
who use methods other than landfill for floodproofing or otherwise
removing structures from the path of flood waters.
2. To the extent possible, local governments should utilize current
market data on the annual demand for developable land in issuing
new permits for landfill in flood hazard areas.
We concur with these recommendations and feel that they are reasonable actions
which local governments can take to prevent the premature placement of landfill
in flood hazard areas before planned flood control measures are in place. If
you have any further questions, please do not hesitate to contact us.

RE: LANDFILL APPLICATION
The Austin Company has made application to fill a 29 acre area
in the area of SW 16th and the East Valley Rd. After surveying
the area Sgt. Saude and myself make the following recommendations
on the fill operation.
1. Entrance to the fill site for the filling operation be off
the East Valley Rd as close as possible to the proposed SW
19th Street.
2 . Exit from the site be on to SW 16th Street in the area of
Maple Ave SW.
3. All fill trucks will approach the fill area by traveling
northbound on the East Valley Rd.
4. All empty trucks after exiting the site at SW 16th will
travel west on SW 16th to Lind SW and then north on Lind
SW to Grady Way, then east on Grady Way to Hwy 167.
5 . The roadway will be kept clean of all dirt and debris
"AT ALL TIMES" .
6 . The hours of the fill operation be either from 6 AM until
2 PM or from 8 AM to 4 PM.
7. That both the entrance and exit to the site be posted with
the appropriate signing as directed by the Traffic Engineering
Office.
Two items in the conditions may need a little bit of explaining,
the first being the proposed route. The reasoning behind our
proposed routing is that we feel this route will provide the
least amount of disruption to our normal traffic flows as well as
it will also be the safest route in that it will provide a circular
route for all the trucks coming and going and will not adversely
effect the traffic flow. The other one is our suggested hours of
operation. Our feeling is that in all fairness to the dirt haulers
they should be allowed an eight hour operation period, however, by
specifing 6 AM to 2 PM or 8 AM to 4 PM they will only impact one
rush hour period. By starting at 6 AM they would be off the roadway
by the afternoon rush hour and by starting at 8 AM in the morning
they really would not start hauling until after the morning rush
hours, however, would be into the evening rush hour a little bit.

3. Dust control be implemented by water sprinkling.
4. Control of mud and debris on adjacent or affected public right-of-way be
implemented by a mechanical sweeper adn water flushing.
5. Exposed slopes are to be hydroseeded to control erosion.
6. Fill material will conform to the requirements of Chapter 23, Title IV.
7. Tops of the slopes to be no less than 10 feet from the building setback lines
established by Section 4-713 (D) (e) .

RE: LANDFILL APPLICATION
The -Austin Company has made application to fill a 29 acre area
in the area of SW 16th and the East Valley Rd. After surveying
the area Sgt. Saude and myself make the following recommendations
on the fill operation.
1. Entrance to the fill site for the filling operation be off
the East Valley Rd as. close as possible to the proposed SW
19th Street.
2 . Exit from the site be on to SW 16th Street in the area `of
Maple Ave SW.
3. All fill trucks will approach the fill area by traveling
northbound on the East Valley Rd.
4. , All empty trucks after exiting the site at SW 16th will
travel west on SW 16th to Lind SW and then north on Lind
SW to Grady Way, then east on Grady Way to Hwy 167.
5 . The roadway will be kept clean of all dirt and debris
"AT ALL' T IME S" .
6 . The hours of the fill operation be either from 6 AM until
2 PM or from 8 AM to 4 PM.
7. That both the entrance and exit to the site be posted with
the appropriate signing as directed by the Traffic Engineering
Office.
Two items in the conditions may need a little bit of explaining,
the first being the proposed route. The reasoning behind our
proposed routing is that we feel this route will provide the
least amount of disruption to our normal traffic flows as well as
it will also be the safest route in that it will provide a circular
route for all the trucks coming and going and will not adversely
effect the traffic flow. The other one is our suggested hours of
operation. Our feeling is that in all fairness to the dirt haulers
they should be allowed an eight hour operation period, however, by
specifing 6 AM to 2 PM or 8 AM to 4 PM they will only impact one
rush hour period. By starting at 6 AM they would be off the roadway
by the afternoon rush hour and by starting at 8 AM in the morning
they really would not start hauling until after the morning rush
hours, however, would be into the evening rush hour a little bit.
