HEARING EXAMINER CITY OF RENTON REPORT AND RECOMMENDATION. •APPLICANT: Trinity Fund FILE NO. SP=333-79 • LOCATION: Northwest corner of Grant Avenue South and Puget Drive South. SUMMARY' OF REQUEST: The applicant seeks approval of a Special Permit to construct R-4 parking in a .'GS-1 zone and,to combine the density of adjoining R-4 and GS-1 properties for future multiple family and single family residences. SUMMARY OF ACTION: .Planning Department Recommendation: Approval with conditions. • Hearing Examiner Decision: Denial to combine densities; Approval • of special permit for parking. PLANNING DEPARTMENT The Planning Department preliminary report was received by the REPORT: Examiner on May 10, 1979. PUBLIC HEARING: After reviewing the Planning Department report,. examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows: The hearing was opened on May 15, 1979 at 9:22 a.m. in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. It was reported that the Hearing Examiner and the applicant had received and reviewed the Planning Department report, and the report was entered into the record as Exhibit #1. David Clemens, Associate Planner, reviewed Exhibit #1, and entered the following additional exhibits into the record: Exhibit #2: Site Plan as submitted Exhibit #3: 'Site Plan with staff comments Exhibit #4: Previously approved special permit requests in the general vicinity of the subject site: SP-112-77, SCS Properties; SP-123-78; S & M Investments; • and SP-097-77, Richard Moe (by reference) . • Mr. Clemens referenced Fire Department concerns denoted in Section L.6 of Exhibit #1 regarding absence of indicated emergency access in the northwest portion of the site; and • indicated concern by the Planning Department' regarding distance of approximately 320 feet from proposed dwelling units at the northwesterly end of the site to the designated parking areas. He suggested that building structures be more centrally located on the site with appropriate allotment of contiguous parking for the convenience of residents of the development which would also provide more efficient emergency vehicle access to the northern area. • Mr. Clemens advised that several sections contained within Section L. (Planning Department Analysis) relating to Engineering Division comments attached• to the report had been inadvertently deleted- from Exhibit #1, and include conditions Of on-site storm water retention/detention; off-site improvements consisting of curb, gutter, sidewalk, storm drainage, street lighting and paving on Puget Drive S. ; and installation of sidewalks on Grant Avenue S. He indicated that due to potential traffic impact upon Puget Drive S. , if access is allowed from the site, cost of improvements consisting of provision of turning movements including channelization, traffic islands and acceleration lane may be incurred by the developer. He also recommended that use of' the GS-1 zoned area include the' concept of retaining the power line easement for purposes of recreation as part of conditional approval. The Examiner advised that review of the special permit provision 'contained in the zoning code indicates that the process does not allow the Examiner to approve an increase in density; and two alternatives are .available to the applicant which include request for rezone of the GS-1 zoned Property or application for a Planned Unit Development to allow 4 SP-333-79 Page Two shifting of densities on the total site. He then asked the applicant to address the aforementioned concern. Responding was: James M. Manley 1618 S.W. 1st • Portland, Oregon • Mr. Manley advised that deliberations by the applicant and the Planning Department for. the past six months indicated the special permit process was appropriate to address parking provisions on the site. The Examiner referenced Section 4-2204 of the Parking and Loading Ordinance which allows utilization of parking space within the GS-1 zone through the special permit process; however, he noted that an increase in density on the site would be within the authority of the City Council either through approval of a rezone or a planned'unit development application. Mr. Manley advised that reduction of three units from the proposal would be necessary to comply with required density in the zoning district, and the possibility exists to reduce the density request if the Examiner will 'still review the matter of a special permit for parking within the site. The Examiner .advised that review of one of the previous applications referenced in Exhibit #4, SP-097-77, Richard Moe, indicates that the development was eventually reviewed through the special permit process because the applicant reduced his density request in lieu of pursuing approval of a planned unit development (PUD) . Mr. Clemens advised that a request for a legal opinion, dated April 19, 1979, had been directed to Dan Kellogg, Assistant City Attorney, regarding the subject application, • relating to parking, combination of densities, and increase in density beyond combined allowable density in the two zones. He indicated that although a written opinion has not .been received, Mr. Kellogg reviewed the matter verbally with the departmental staff, and his only concern related to exceeding the allowed density if densities were combined. Mr. Clemens noted that a written opinion could be secured, and suggested that the Examiner delay review of the matter until a written .clarification is received from the attorney. The Examiner inquired regarding the available square footage contained within the GS-1 zoned property. Mr. Clemens advised that a letter, dated April 26, 1979, from the applicant, indicates that the square footage required for 97 dwelling units is 89,200 square feet and the site contains approximately 96,000 square feet in the R-4 zoning district. The Examiner questioned Mr. Clemens regarding lot coverage requirements of the R-4 zone. Mr. Clemens advised that in accordance with requirements contained in Section 4-709. (B) , 45% maximum coverage is allowed for the building site area with 55% of the interior area required for open space, but because the buildings will contain three stories in the total building area of 103,000 square feet, the net rentable area contains 84,000 square feet or 28,000 square feet per floor. The Examiner requested further testimony in support of the application. Responding was: Bob Kovalenko Robert Kovalenko Architects 235 Summit Avenue East Seattle, WA 98102 Mr. Kovalenko, architect for the development, indicated that square footage had been verified by a civil engineering firm, and the R-4 zone contains 89,328 with 35% lot coverage, and the GS-1 zone contains approximately, 103,750 square feet. The Examiner inquired if the applicant would be willing to reduce the density within the proposal if it was determined that a special permit could not be issued. Mr.. Kovalenko indicated his concurrence in the request. Responding to departmental comments attached to Exhibit #1, he also advised willingness to work with various city departments to resolve problems related to access, fire flow, recreational space' requirements, and parking provisions. Mr. James Manley advised his concern that the design of the proposal to accommodate parking provisions cannot be changed due to the topography and configuration of the site, and requested specific comments from the Planning Department representative regarding the matter. Mr. Clemens indicated that departmental concerns are similar to those expressed during preliminary review with the applicant regarding parking provisions and use of the power line easement for recreational purposes. Mr. Manley felt that although use of open space was discussed, concern regarding a total redesign of the project to, accommodate other parking configurations was not expressed, and he emphasized that due to the difference in elevation of as much as 20 feet across the site, access . from alternative parking areas other than that designated would not be. feasible. The Examiner suggested that improved access for emergency vehicles in the northwest quadrant should be reviewed. Responding in support of the application was: Roger Sartino Globe Development Company • 1900 Puget Drive South , Renton, WA 98055 SP-333-79 Page Three Mr. Sartino, previous owner of the property, reviewed background of the subject site. He advised that plans for a 97-unit retirement center on the property which he purchased two years ago had received tentative approval from the city with no comments regarding prohibition ofparking on the power line easement. He noted that two proposals had been submitted to and approved by the City of Renton by letter which he indicated he could, provide to the Examiner. Included in previous plans which had met approval by the Fire Department, was a proposed eight-inch water line extension 'from Puget Drive S. to Thunder Hill Apartments north of the site, a facility which currently has a deadend system and would be improved by the proposed extension. He also advised that water line and engineering system plans had been prepared and were to be obtained by ,a representative of the Utilities Division, but the applicant had not received further contact. He indicated his opinion that fire flow pressure is satisfactory in proposed plans. Regarding the Planning Department proposal for revised parking configuration, Mr. Sartino advised that approximately $35,600 has been spent for architectural studies of site layout, and due to the topography and configuration of the site, the current proposal is the most acceptable plan for development. Mr. Clemens stated that the question of fire flow was apparently not to provide water but provide peak flow depending upon the size of buildings which in this case would be larger than feasible to provide the required flows. Mr. Kovalenko advised that the building would be 'separated into three sections and because the plans submitted for Fire Department review were preliminary, representatives of that department may be unaware of the proposed building configuration. Responding was: Bob Hale Robert Kovalenko Architects 235 Summet Avenue East Seattle, WA 98102 Mr. Hale advised that discussions with the Fire Inspector had indicated that building separations would mitigate the problem with fire flow. He also indicated willingness to coordinate all development plans with various city departments for resolution of potential problems. The Examiner noted the possibility of requirement of specific conditions for approval of the special permit request to be met prior to development, and these may include resolution of provision of fire flow, access on the northwestern portion of the site, and parking configurations. The Examiner requested testimony from a representative of the Public Works Department. Responding was: Warren Gonnason Public Works Director The Examiner noted that the proposal contains two major accesses, one from Grant Avenue and the other, which may require channelization and signalization, from Puget Drive South. He requested Mr. Gonnason's opinion regarding feasibility of the Puget Drive access. Mr. Gonnason indicated that both access alternatives would be reasonable, and off-site improvements and widening of Puget Drive to provide a left-turn channelization on Puget Drive will be included in the requirement. He reviewed the improvement proposal for Puget Drive and Benson Road which will include widening to five lanes, channelization and improvement of the signal system from the intersection of Puget and Benson to the entrance of the Rolling Hills Subdivision to be accomplished through a Local Improvement District. In view of the Examiner's concern regarding access onto Puget Drive, Mr. Manley indicated concurrence in restricting access to Grant Avenue rather than delay approval of the application because of the potential access problem. Mr. Gonnason advised that the general policy of the city is to require two access provisions from developments and the Public Works. Department has no objection to the access proposal to Puget Drive, although participation in a future LID would be required as a condition of approval. The Examiner noted that the Fire Department may require both entrances to the site from Grant and Puget to provide proper emergency vehicle access. Mr. Manley indicated his concurrence in the requirement to participate in an LID in the future. Mr. Manley referenced Section M.l of Exhibit #1 regarding provision of a revised site development plan providing a more balanced location of parking to the building location, and advised that through review by two separate design teams, the best possible use of the site had been designed, and plans are essentially complete. He objected to the Planning Department recommendation for revision of parking plans since no previous concern had been expressed, and proposed parking provides access to both ends of the building. Mr. Manley also inquired if the Examiner's recommendation would require specific conditions or would recommend review and resolution of differences with individual city departments. The Examiner indicated that specific conditions or requirements of review with various departments over matters of concern may be included in the final decision on the matter. Mr. Sartino indicated that the proposed building on the northern end of the site is located 30 feet from the property line of Thunder Hill Apartment complex, the topography is level, and would allow easy access for emergency vehicles at that point in lieu of installation of SP-333-79 Page Four an access driveway down a 20-foot embankment. The Examiner advised that approval of the proposed access may be negotiated with representatives of the Fire Department depending upon conditions of approval of the request. The Examiner requested testimony in support or opposition to the application. , There was no response. He then requested a final recommendation from the Planning Department representative. Mr. Clemens indicated that the previous recommendation for approval of both the request for use of the GS-1 zone for multiple family parking and the mixing of density in accordance with the plan would remain as submitted. The Examiner requested further testimony. Since there was none, the hearing on File No. SP-333-79 was closed by the Examiner at 10:15 a.m. FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner now makes and enters the following: FINDINGS: • 1. The original request was for approval of a Special Permit to construct R-4 parking in an adjoining GS-1 'zone (Sections 4-2204.3.C.,(2) , and 4-722(B) ) , and for approval of a Special Permit to combine the densities of adjoining R-4 and GS-1 properties (Section 4-722 (B) ) . 2. The Planning Department report accurately sets forth the issues, findings of fact, . and departmental recommendations in this matter, and is hereby attached as Exhibit #1 and incorporated in this report by reference as set forth in full therein. 3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental Policy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance has been issued for the subject proposal by Gordon Y. Ericksen, responsible official subject to provision by the developer of appropriate access, suitable screening, and necessary recreational open space. 4. Plans for the proposal have been reviewed by all city departments affected by the impact of this development. 5. There was no opposition to the proposal expressed. 6. All existing utilities are available and in close proximity. 7. The proposal is compatible with the required setbacks, lot coverage and height requirements of Section 4-709B (R-4 Residential) of Title IV, Ordinance No. 1628, Code of General Ordinances. 8. The Examiner indicated at the close of the Planning Department's review that a special permit to enable the combining of densities of two adjoining residential use districts with different density requirements was beyond the scope of the special permit provisions. The Examiner noted that to achieve the density result desired by the applicant, a PUD or a rezoning petition was more appropriate. In order to expedite the application, the applicant modified the proposal. The original proposal was to contain 101 units; as modified, the building will contain only the 97 units which the R-4 zoning and lot area limitation would allow. 9. The subject site is located at the northwest corner of Grant Avenue South and Puget Drive South. The parcel contains +5 acres; part of which is zoned R-4, the remainder is zoned GS-l. The applicant proposes constructing a large apartment building along the Puget Drive South portion of the property in the area which is zoned R-4. The area of this portion of the site, 89,328 square feet, will permit 97 units (Section 4-709B(d) ) . 10. The GS-1 portion of the site is 103,750 square feet'and serves as the B.P.A. transmission line right-of-way. The applicant has acquired a long term lease to the right-of-way for parking and open space/recreational purposes. This portion of the property is to serve as the parking facility of the multi-family apartment building. It is for this use of the GS-1 property that a special permit is required (Section 4-2204.3.C(2) ) . 11. .'The plans as submitted by the applicant were reviewed by the Fire Department. They found the fire flow specifications to be inadequate and recommended alternative design plans. These plans could include using alternate construction materials or installing individual sprinklers in each unit. The applicant indicated that they have changed the design of the building which would SP-333-79 Page Five allow it to meet the Fire Department's conditions. The building is to be divided into three divisions with separation between these divisions. 12. The Fire Department also indicated that an additional means of access must be provided to the northwest portion of the subject site. The applicant is willing to provide additional access although the applicant maintains that any access on the northwest would have to contend with a steep embankment. 13. The Planning Department recommended that revised site plans be submitted. The new plans should, include, according to their recommendation, a more balanced parking plan in relation to the building location. The department also indicated a need for provision of more intensive recreational use in the GS-1 zone in addition to the parking areas. The applicant noted that the project had already been reviewed by the Planning Department and that the applicant was not aware of the department's concerns with the present site plans, but generally indicated willingness to work with the various departments for a final site plan. 14. The Public Works Department indicated that off-site improvements would,be required in the vicinity of the project because of the size and nature of the project as well as the location of the project. These improvements are to consist of curbs, gutters, sidewalks and storm drainage, and street lighting and paving along Puget Drive South. Along Grant Avenue South improvements required are sidewalks and street lighting. The applicant indicated that they would be willing to provide these improvements. • Because of the expected extra traffic generated by the proposal, the applicant also agreed to provide any improvements necessary along Puget Drive South. Access for the site is proposed to he via Puget Drive arid Grant Avenue. The Public Works Department did not anticipate any unusual problems if the proposed project used both roadways for access as long as improvements are accommodated per Public Works Department approval. CONCLUSIONS: 1. The special permit provisions of the zoning code are not.available to an applicant who endeavors to change the density requirements of a particular use district. Such a change can only be accomplished by rezoning the area with final approval of such a change resting with the City Council. In response to this position of the Examiner, made evident at the public hearing, the applicant indicated willingness to scale down the proposal to the density permitted in the R-4 zone. The proposal as amended will contain 97 units which is permitted by the code for the approximately 89,000 square feet in the R-4 zone. . 2. Therefore, as amended, the plan only needs approval of a special permit for the use of the adjoining GS-1 property for the proposal's required parking (Section 4-2204.3.C(2) . The code provides that no auxiliary parking can occur in an exclusive one or two family residence zone but transmission corridors preempt the permitted uses and no permanent structures are allowed in the rights-of-way (Section 4-2204.3.C(1) (d) ) . Therefore, the parking area will not intrude in an exclusive one or two family residence zone. • Presently the transmission right-of-way, is a sparse and barren property which would be much improved by the applicant's proposal. At the same time, development must be consistent with the public welfare, health and safety. As recommended by the Planning Department this GS-1 zone power line corridor can effectively serve an additional productive purpose; both parking and recreation. The plans though should allow for a mix of recreation and parking to serve the intended residents in a reasonable way. The Planning Department has recommended that the parking areas be located in a more balanced position vis-a-vis the building itself. In addition, the department has recommended that the proposal incorporate recreational open space in a more balanced fashion. 3. In light of the size of the single proposed building and the applicant's intention to use the transmission corridor for parking and open space, the recommendation of the Planning Department is reasonable. It will provide uncrowded areas outside the confines of the smaller R-4 parcel and allow space for certain larger recreational facilities which a building of this size should provide. The recreation and open space may also serve ,as a buffer and landscaping for this proposal as well as the properties to the north. • 1 ` r • • SP-333-79 Page Six 4. There ,was concern by the Fire Department .over two issues; access on the one hand, and adequate fire flow on the other. In order to permit the applicant to develop this property under the special permit provisions, the applicant must demonstrate that the public health and safety have been provided for. The Fire Department has recommended certain accommodations or changes in this proposal in order to permit access and fire fighting capability in case of need by that department; these concerns are legitimate. Therefore, in order to adequately provide for the public health, safety and welfare, the final building plans and site plans shall be subject to approval by the Fire Department. 5. There appears to be enough concern on the part of various departments about the proposed site and structure to subject approval of the special permit to resubmittal of the site and building plans for a thorough review by each department before issuance of a building permit. • The applicant should also take note of the fact that the environmental determination, a declaration of non-significance, was based on meeting the access, fire flow and recreational concerns of these various departments. RECOMMENDATION: • The special permit for the combination of the R-4 and GS-1 densities is denied. • The special permit for the use of the GS-1 property for the R-4 parking area is approved subject to: 1. Submission of a revised site plan to the Planning Department providing a more balanced location, of'parking to the building location. 2. Provision of usable open space, including areas for more intense recreational use in both the R-4 and GS-1 zoned• areas. 3. Final approval of the sewer and water plans per city requirements, per the Public Works Department. 4. Final Fire Department approval of access and fire flow requirements to the proposed site and building. 5. Provision for on-site storm water retention/detention, and off-site improvements consisting of• curbs, gutters, sidewalks, storm drainage, street lighting and paving along Puget Drive South, and sidewalks and street lighting along Grant Avenue South, as well as agreement to participate in any future LID for Puget Drive South. 6. The building permit shall not be issued until there is compliance with each of the above conditions and a declaration of restrictive covenant incorporating Condition No. 5 is signed by the applicant. If the applicant desires to have 4 units, a complete set of calculations should be required for verification . For the multiple family or R-4 zoned area , the applicant ' s figure and request for an additional unit are consistent with staff figures . 5 . Utilities are available to the subject site . However , the Utilities Engineering Division notes a special problem exists regarding adequate fire flow from the existing water main . Development of the B.P.A. land with berms and generous landscaped areas along with our com- mitment to maintenance will be an improvement to what is .presently • an unnaturally graded and barren site. • Regarding the density . While the proposed density is six units above the allowable under present zoning, the proposal is ' not ' detrimental in terms of the open space, does not increase the environmental' impact •and we trust does not conflict with the goals I set by the ,.planning department. We can see no significant benefit in deleting the six units . Admittedly our strongest motive for the application is purely out of hardship since the property was bought and the plans prepared . under assurances made by the previous owners that the proposal was legal and in compliance with city ordinances an d. codes. PHYSICAL BACKGROUND : 1 . Topography: The natural topography of the site rises generally from northwest to southeast at 3,5% grades , The site has been sharply graded and terraced into several levels spearated by very steep slopes . 2 . Soils : Alderwood gravelly sandy loam (AgC ) . Permeability is moderately rapid in the surface layer and subsoil and very slow in the substratum. Runoff is slow to medium and the erosion hazard is moderate . This soil is used for timber , pasture , berries , row crops and for urban development, 3 . Vegetation : The easterly portion of the site (withinthe powerline easement) has been cleared and contains only scattered scrub brush . The westerly portion consists of scattered blackberries and medium growth deciduous trees with an occasional evergreen . 4 . Wildlife : The remaining vegetation probably provides some habitat for birds and small mammals . 5 . Water : No water was evidenced on the subject site . 6 . Land Use : The site is presently undeveloped . However , the easterly portion consists of the Bonneville Power Adminstration transmission line right-of-way . E . NEIGHBORHOOD CHARACTERISTICS : The general area is in transition from undeveloped and scattered single family use to multi-family dwellings composed of rentals and condominiums . F . PUBLIC SERVICES : 1 . Water and Sewer : A 16" watermain extends east-west on S . Puget Drive on the north side of the street while a 12" main runs the same direction on the south side . A second 12" main extends north- south on Grant Avenue S . An 8" sanitary pipe runs north-south on Grant Avenue approximately 400 ' north of Puget Drive and 2 additional 8" pipes are located in the northeasterly portion of the powerline easement. Z. Fire Protection : Provided by the Renton Fire Department as per ordinance requirements . 3 . Transit : Metro Transit Route #155 operates along S . Puget Drive adjacent to the subject site . 4 . Schools : The subject site is within one mile of the Tiffany Park Elementary School and within 1 /4 mile of Nelson Junior High School and within 2 miles of Lindbergh Senior High School . 5 . Recreation : The Nelson Junior High School site provides some open space and recreation areas . The site is also within one mile of Tiffany Park , Talbot Hill Park and Philip Arnold Park . Existing Zoning : GS-1 , General Classification District ; minimum lot, size of 35 ,000 square feet; R-4, Residence Multiple Family , minimum lot size of 5 ,000 square feet 8. Existing Zoning in the Area : R-4 , GS-1 , B-1 , Business Use . 9. Comprehensive Land Use Plan : High, Density Multiple Family 10. Notification : The applicant was notified in writ- ing of ,the hearing date . Notice was properly published in the Record Chronicle on May 4 , 1979 and posted in three places on or near the site as required by City Ordinance on May 3 , 1979 . C . HISTORY/BACKGROUND : The subject site was annexed into the City by ordinance #1871 dated March 8, 1'961 . The westerly portion of the property ' (the R-4 section ) was rezoned to R-4 from GS-1 by Ordinance 2059 dated October 21 , 1963 . The GS- 1 zoning of the powerline are proposed for use as parking and open space areas for this development has existed since annexation to provide generally for perpetual open space . . PLANNING DEPARTMENT PRELIMINARY REPORT TO THE HEARING EXAMINER PUBLIC HEARING ; TRINITY FUND, File No SP-333-79 MAY 15 , 1979 PAGE FOUR 3. The proposed multi-family buildings are consistent with the lot coverage limits and setback requirements of the R-4 zone with the exception that parking is proposed to be handled within the adjoining GS-1 .zoned property below the power lines . 4 . Calculations submitted by the applicant indicate a site area of ±129 , 955 square feet in the GS-1 zone . Based upon this figure , the request is for 4 dwellings to be allowed for this portion , (based upon one home per 35 ,000 square feet) . Planning Department calculations show a site area of ±106 ,651 square feet based upon the submitted drawings and maximum number of 3 lots . If the applicant desires to have 4 units, a complete set of calculations should be required for verification . For the multiple family or R-4 zoned area , the applicant ' s figure and request for an additional unit are consistent with staff figures . 5 . Utilities are available to the subject site. However, the Utilities Engineering Division notes a special problem exists regarding adequate fire flow from the existing water main . 'Sewer and water plans will have to be submitted and approved and standard hook-up fees for both will apply. 6 . The Fire Department advises that the proposed multiple family structures are too large to meet fire flow requirements of the Uniform Fire Code . After further discussion with department officials , it was recommended by Fire that an alternative construction material or installation of sprinklers in individual units be considered in order to meet the UFC requirements . Concern was also expressed about the absence of any indicated emergency access , particularly regarding the northwest portion of the site . Additional comments of other departments are attached for consideration . M. DEPARTMENTAL RECOMMENDATIONS: Based upon the foregoing analysis , recommend approval of that portion of the special permit to combine density of 101 dwelling units of the GS-1 zoned area and the R-.4 areas and recommend approval of the use of GS- 1 zoned area for parking and open space . 1. Provision of a revised site development plan providing a more balanced location of parking ,to the building location . 2. Provision of usable open space areas in both the R-4 and GS-1 zoned areas such as between parking bays , and along the perimeter of the buildings to consist of lawn areas or perimeter landscaped play courts. 3 . Applicant shall provide verifying calculations for lot area of the GS-1 zoned portion of the site to substantiate the proposed 4 unit density of this area . 4. Final Public Works Department approval of sewer and water plans per City ordinance requirements . 5 . Final Fire Department approval of access and fire flows to the proposed structure . 6. Provision of street improvements in the vicinity of the Puget Drive access, drive such as , but not necessarily limited to turning lanes , acceleration/deacceleration provisions , and traffic islands . 7 . Final Public Works Department approval of plans for off-site improve ments per L-10 and in accordance with ordinance provisions . Natural Systems : Development of the subject site will disturb the soils , remove the vegetation , increase storm water runoff, and increase traffic and noise levels in the area . However, through proper development controls and procedures , many of these • impacts can be mitigated. 2. Population/Employment: The proposed 101 unit project will increase the area population by approximately 250 persons (2 , 5 persons/unit times 101 units ) . Regarding public services the Fire Department indicates that the proposed structure is too large to meet fire flow requirements . 3. Schools : This proposal will increase the school population by approximately 25 pupils ( . 25 students/unit times 101 units ) . These students will be scattered throughout the grade levels and should not significantly affect the existing facilities . 4. Social : Construction of the proposed units will increase the area population and thereby provide additional opportunities for social interaction among the area residents . 5. Traffic : The proposed development will increase traffic in the vicinity by approximately 620' trips •per day (6 . 1 trips/unit times 101 units ) . Current traffic on Puget Drive will be increased by 62% above the current 9300 trips per day . J . It could also be considered a " development standard" similar to a setback , lot coverage or height. In the case of this development , the proposed density increase is minor (3 units out of 102 total ) and the combined density of the R-4 and GS- 1 zoned areas at 25 units/acre is essentially that of R-3 (30 units per acre maximum) .
