EE55576 CASE# 24-2069 OF COLLISION 02/25/24 13:50 OF CbLLI510N NARRATIVE 24-2069 On 02/25/2024 at approximately 1352 hours, I was working as a Police Officer for the city of Renton. While I was working, I was dispatched to a collision with injuries. The collision took place at the intersection of Logan Ave S and S 2nd st, in the City of Renton, the County of King, State of Washington. The incident was captured on my department issued Axon body camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. According to the notes in the call, there was a two-vehicle collision. There were injuries. The collision was blocking unknown direction lanes. The injured party was conscience, and it was unknown what the extent of the injuries were. But the patient required medical attention. The first vehicle was described as a white SUV. It was later determined that the first vehicle was a white 2019 Buick Enclave SUV (WA LIC# BQH5934). It was driven by the registered owner Josee Rhuma (DOB 07/02/1974). Her identity was confirmed by WADOL photo. For the duration of this case, this vehicle will be identified as Unit 1. The second vehicle was described as a white Honda Civic EX. It was later determined that the second vehicle was a white 2020 Honda Civic sedan (WA LIC#A6989876). It was driven by the registered owner Natalie Sanchez Arvizu (DOB 10/06/2003). Her identity was confirmed by WADOL photo. For the duration of this case, this vehicle will be identified as Unit 2. 1 arrived on scene around 1356 hours and found unit 1 and 2 blocking the northbound lane on the north side of the intersection. Unit 1 had damage to the front of it and Unit 2 had damage to the middle of the vehicle on the passenger side. As I was walking toward the scene, two witnesses approached me. The first witness was identified as Gloria L Briggs (DOB 04/04/1972). Briggs was in a parking lot on the north side of the intersection when the collision occurred. She heard the collision and looked up. She saw that there was a green light for traffic to travel south through the intersection. Based on this she assumed that there was a green light for traffic to travel north through the intersection as well. Next, I met with the second witness who was identified as Dolores O Turner (DOB 04/02/1949). Turner told me that she was traveling west along S 2nd St when the collision occurred in front of her. Turner and her husband were in their car and they stopped for a red light at the intersection of Logan Ave S and S 2nd St. As they were stopped, Unit 1, who was driving the same direction as Turner and her husband continued into the intersection even though the light was red. Unit 1 then collided with Unit 2. Next, I met with Sanchez Arvizu who told me that she was driving unit 2. She was on the south side of the intersection on Logan Ave S. When she had a green light she drove into the intersection to continue north on Logan Ave S. Once she was in the intersection the passenger side of her car was collided into by unit 1. She told me that she was shaken up but not injured. She provided me with all of her required information. Officer Slinkman was with me and spoke to the driver of Unit 1. She told Officer Slinkman that she was not sure what happened. She believed that she had a green light but was not sure. I later recontacted her and she made similar statements. She told me that she was driving west along S 2nd St. She attempted to drive through the intersection of S 2nd St and Logan Ave S and then collided with unit 2. She told me that she was not injured. She provided me with all her required information. Photos were taken of the scene and the vehicles and uploaded to evidence.com. Renton Fire came to the scene and provided both driver's with medical attention if they desired. Gene Meyers was called to the scene to tow each vehicle. The drivers of unit 1 and 2 were provided with my business card and the case number. Based on all the information gathered, I determined that Josee Rhuma (DOB 07/02/1974) was the at fault driver and I developed probable cause to charge the driver of unit 1, Rhuma with violation of Renton Municipal code 10-12-25 Inattentive Driving. Rhuma drove in an inattentive manner when she did not operate her vehicle safely on the roadway. She did not utilize the attentiveness required PAGE 3 OF 5 REPORT NO. I also developed probable cause to charge her with failure to comply with a traffic control device (RCW 46.61.050). She violated the RCW when she drove into an intersection when she had a red light. When Rhuma provided me with her information, I noticed that her insurance was expired. According to the insurance card, Rhuma's insurance expired on 12/29/2023. Based on this expiration date, Rhuma also violated RCW 46.30.020 -Operating a motor vehicle without liability insurance. Rhuma was issued citation number 4AO269517 for the previously listed violations. There is no further information available at this time.
