NARRATIVE
24-3219
On 03/25/2024 at approximately 0921 hours, I was dispatched to a non-injury and non-blocking
vehicle collision near the intersection of Factory Place North and North 4th Street, within the City
Limits of Renton, County of King, State of Washington.
Upon my arrival, I confirmed that there were no complaints of injury requiring immediate medical
response at the time of report. While on scene, I collected each involved party's driving documents
and their independent involvement leading up to the collision.
The driver of Unit#1 stated he was the sole occupant of his vehicle and was traveling eastbound on
North Marion Street approaching the intersection of Factory Place North. The driver of Unit#1 stated
that he was intending to make a left turn to proceed northbound onto Factory PI N following his turn.
The driver of Unit#1 stated that he observed Unit#2 already traveling on Factory PI N and waited for
Unit#2 to pass. Once Unit#2 passed in front of Unit#1, the driver of Unit#1 believed traffic was clear
and therefore proceeded out into the roadway. As Unit#1 began its turn, Unit#1 realized that Unit#2
had stopped in the roadway without any traffic present or apparent reasoning. The driver of Unit#1
claimed that Unit#2 had actually put his vehicle in reverse while in the roadway as he noticed reverse
lights come on. The driver of Unit#1 stated that he was unable to avoid the collision after having
pulled out into the roadway and that Unit#1 struck the back of Unit#2, causing moderate damage to
the driver's side doors of Unit#1.
The driver of Unit#2 said he was the sole occupant of Unit#2 and was traveling northbound in about
the 300 block of Factory PI N in lane 3 of 4 (one way street). The driver of Unit#2 stated he was
intending to continue north. Upon reaching the location of where Unit#1 was turning out from, Unit#2
continued northbound when he was suddenly struck from behind. The driver of Unit#2 stated that he
never stopped his vehicle at any point. The driver of Unit#2 stated that both vehicles collided in the
roadway and Unit#2 suffered minor damage to the rear bumper on the passenger side.
Based on the above statements, I believe that the driver of Unit#1 (Jones) was a contributing factor
for the cause of collision as Jones is required to comply with RCW 46.61.190(2) which states that
every driver of a vehicle approaching the point nearest the intersecting roadway where the driver has
a view of approaching traffic of the intersecting roadway must stop before entering the roadway, and
after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on
another roadway so closely as to constitute an immediate hazard during the time when such driver is
moving across or within the intersection or junction of roadways. Unit#2 was already underway in the
roadway and had right of way.
With that being said, if the allegations against the driver of Unit#2 are true, Unit#2 should not stop
nor reverse their vehicle in the roadway. There was not a witness nor camera coverage available to
determine if the Unit#2 reversed in the roadway or not.
Both Unit#1 and Unit#2 were able to be moved off of the roadway under their own power. An
exchange of information was provided to all involved parties.
