AGENDA ITEM #4. a) Page 3 of 12 January 16, 2024 Human Services Advisory Committee Meeting Minutes NEW BUSINESS Luke Connolly, Community Social Worker and Sara Hardin, CARES Nurse with Puget Sound Regional Fire Authority provided a presentation on the Fire Department Community Assistance, Referrals and Education Services program, referred to as FD CARES. FD CARES is a fire agency-based community injury and illness prevention program. The team consists of a registered nurse and a social worker that travel the area addressing those facing mental health issues or needing other non-emergency assistance. They also help with navigating the social service network and provide advocacy with insurance and other health care professionals. Guy Williams, Human Services Manager provided a brief update on the most recent Severe Weather Shelter activation at St. Anthony’s Parish Rec Hall. The shelter is operated by REACH and was activated from January 11 – 16, 2024. The maximum capacity was 40, however most nights were above capacity. There were separate areas for men, women, and families. Snacks, warm beverages, mats, and blankets were provided. Lori Fleming, Human Services Coordinator reviewed the 2025-2026 Renton Human Services funding application process. She noted the dates the application opens (March 4, 2024) and the deadline (April 8, 2024). As well as information about Renton’s funding priority need areas and criteria. Secretary 425-430-6616 or NChristian@rentonwa.gov 2025-2026 RENTON HUMAN SERVICES FUNDING APPLICATION PROCESS APPROXIMATE FUNDING AVAILABLE The City of Renton anticipates having between $812,000 – $1 million available in annual General Fund human services agency funding for 2025-2026. The City of Renton allocated $812,000 in annual agency funding in 2023-2024. No Community Development Block Grant (CDBG) funds are available. APPLICATION ASSISTANCE Share1App.org is the online portal for the Human Services Funding Collaborative and where all information about the application, required forms, video tutorials, sample application questions and reporting can be located. City of Renton staff is available to help with questions related to the City’s process and/or answer questions you may have about the content of the application. Please direct requests to Lori Fleming at LFleming@rentonwa.gov or 425-430-6655. Renton human services staff will also be available the following dates/times for drop-in sessions for application assistance. In-person sessions will be held at Renton City Hall, 1055 South Grady Way, Renton, WA 98057, 1st Floor Training Room 109. The virtual Zoom links are located on the Renton Human Services website at: Human Services - City of Renton (rentonwa.gov) or by e-mailing Nina Christian at NChristian@rentonwa.gov. •Thursday, March 21, 2024 from 10:00am - Noon, In-person and virtual •Tuesday, March 26, 2024 from 1:00pm – 3:00pm, In-person and virtual •Wednesday, April 3, 2024 from 2:00pm – 4:00pm, In-person and virtual APPLICATION REVIEW PROCESS Applications will be reviewed by the City of Renton Human Services Advisory Committee, an 11- member volunteer Committee appointed by the Mayor. Committee recommendations will be approved by the Renton City Council as part of the overall City budget process in fall 2024. The award amount for individual programs may differ from the amount requested in the application. City of Renton staff will notify agencies of final funding allocations following City Council approval, which is expected by early December 2024. The start date for the fiscal and program year is January 1, 2025. AGENDA ITEM #6. b) Page 5 of 12 2 RENTON’S FUNDING PRIORITIES: •Basic Needs Includes food, clothing, housing stability services (such as rent and/or utility assistance), legal services, and meal programs. •Connector Services Includes information and referral, transportation, advocacy, case management, cultural navigators, and other services that connect residents to services. •Domestic Violence/Sexual Assault Services All services related to sexual assault and domestic violence, including legal assistance and shelter. •Economic Opportunity/Self Sufficiency Includes job training; programs that help those with barriers to employment or other forms of economic opportunity that can improve, prevent, or reduce needs for social service and housing supports; youth programs; mentoring; and after school programs. •Health and Wellness Includes physical, mental, and dental health services, counseling, therapy, day health programs, and chore services. •Homeless Services/Housing Includes shelters, homeless outreach, transitional housing, and emergency housing. RENTON’S FUNDING CRITERIA: The City of Renton recognizes the need to support programs that provide a broad array of human services to our community. Programs that demonstrate strong performance serving Renton residents, with a location in Renton will be viewed most favorably. To be considered for Renton funding, agencies must: 1) Address one of the Renton human services funding priorities above. 2) Submit a complete application, including all attachments; No late or incomplete applications will be accepted or reviewed. 3) Request a minimum of $15,000 per program. 4) Meet minimum insurance requirements if awarded funds. 5) Execute a contract with the City and be able to accept reimbursement for funds. 6) Regularly track and submit required reports regarding services, demographics, and outcomes. Please refer to the minimum requirements chart in Share1App.org for detailed information on what Renton requires to be considered for and/or to receive funding. DEADLINE: All applications are due no later than Monday, April 8, 2024 at 4:00 p.m. and must be submitted online through the Share1App portal.
