This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 04.07.2024, at approximately 1644 hours, I was dispatched to a two-vehicle, non-injury, blocking collision in the intersection of SW Grady Way and Seneca Ave SW., in the City of Renton, WA, the County of King. I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was operating a fully marked Renton Police Tahoe #304, equipped with "POLICE" markings, overhead exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police officer. I was assigned as 302. At the time of this incident, it was overcast, the roadways were dry, and it was daylight and approximately 53 degrees. I arrived on scene at approximately 1654 hours and met with both parties, no injuries were reported. Unit 01 was identified as a dark blue in color Toyota Prius bearing WA TEMP PLATE/A7127333. Unit 01 had NO DAMAGE and was not struck by Unit 02. Unit 01's driver was identified by her WADL as HAILE, Eden A. (DOB: 01.09.1994). HAILE matched the photo on her WADL and when asked what happened leading up to the collision, she said she was driving eastbound on SW Grady Way, occupying the left lane of travel. Directly in front of her vehicle, an unknown vehicle was breaking in the roadway and in order to prevent striking that vehicle from behind, she swerved to the right, causing Unit 02's driver, who was occupying the right lane, to swerve to avoid a collision with her vehicle. A WACIC/NCIC/DOL query on HAILE was clear and valid. Unit 02 was identified as a Honda Odyssey bearing WA/BGA4225. Unit 02 had moderate damage to the passenger side front tire, which was torn and flat, requiring a tow. Bankers towing was notified Unit 02's driver was identified by his WADL as FLING, Jeffrey C. (DOB: 12.05.1978) FLING stated he was traveling eastbound on SW Grady Way and as he approached the intersection with Seneca Ave SW, Unit 01 swerved into his lane, causing him to swerve to the right to avoid a collision with the vehicle, and he struck the right curbage of the roadway, causing significant damage to his front passenger tire. Unit 02 had a dashcam, which I reviewed and it corroborated FUNG's version of events. A WACIC/NCIC/DOL query on FLING revealed he was clear and valid. Unit 01's driver, HAILE, Eden A. (DOB: 01.09.1994) is the causing party in this collision by conducting an improper lane change, in violation of RCW 46.61.140. 1 issued HAILE SECTOR citation#: 4A0014489, for the above listed violation. The infraction will be mailed via the courts. RCW 46.61.140: IMPROPER LANE USAGE: Driving on roadways laned for traffic. Whenever any roadway has been divided into two or more clearly marked lanes for traffic the following rules in addition to all others consistent herewith shall apply: (1) A vehicle shall be driven as nearly as practicable entirely within a single lane and shall not be moved from such lane until the driver has first ascertained that such movement can be made with safety.
