EE69017 CASE# 24-3851 OF COLLISION 04/09/24 10:56 OF CbLLI510N NARRATIVE 24-3851 On 04/09/2024 at approximately 1057 hours, I was dispatched to a non-injury and blocking vehicle collision at the intersection of 116th Ave SE and SE Petrovitsky Road, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, I confirmed there were no complaints of injury at the time of report. There, I collected the involved parties driving documents and their independent summary of the collision. The driver of Unit#1 stated that he and his adult passenger were traveling eastbound on SE Petrovitsky Rd approaching the intersection of 116th Ave SE in lane 1 of 2. The driver of Unit#1 stated that he was intending to continue straight (east) through the intersection. The driver of Unit#1 stated that his traffic light was red and had come to a complete stop at the intersection. Upon the traffic light changing from red to green, Unit#1 began to proceed forward when he observed Unit#2 approach the same intersection but from the north. Unit#1 stated he was unable to avoid the collision and that both vehicles collided in the intersection and that Unit#1 suffered moderate damage to the front bumper of his vehicle. The driver of Unit#2 stated that she was the sole occupant of her vehicle and was traveling southbound on 116th Ave SE approaching the intersection of SE Petrovitsky Rd. The driver of Unit#2 stated that she believed she had a green light for her direction of travel and was intending to continue south through the intersection. The driver of Unit#2 stated that she initially entered the intersection on a green light, but later changed her story to the traffic light being yellow. I informed the driver of Unit#2 that there was a traffic camera pointed at the intersection where the collision took place and asked what the traffic camera will show as I plan to review the footage later. The driver of Unit#2 then changed her story again stating that she does not really remember the color of the traffic light when she entered the intersection because she was distracted. As a result of Unit#2 entering the intersection, both vehicles collided in the roadway and Unit#2 suffered significant damage to the rear passenger side bumper/quarter panel of her vehicle. Several witnesses remained at the scene and provided their contact information. The first witness identified as Nancee C Stanley (DOB 07/22/1944) stated that she too was traveling southbound on 116th Ave SE and approaching the intersection of SE Petrovitsky Road. Stanley stated that she was in the left turn lane and had come to a stop at a red light. Stanley stated that while stopped, it was clear that Unit#2 (BMW) ran the red light and proceeded through the intersection. A second witness, identified as Heather K. Jonasson (09/24/1951), stated that she was traveling eastbound on SE Petrovitsky Road and that she was watching the traffic light for traffic on 116th Ave SE. Jonasson said she watches the lights in order to know when her direction of travel should be ready to proceed. Jonasson stated that southbound traffic on 116th Ave SE received a red light while her direction of travel got a fresh green light and that traffic began to proceed. Jonasson believed Unit #2 ran the red light and collided with Unit#1. I reviewed the traffic camera which determined that Unit#1 was driving normally with traffic and had come to a stop at the intersection indicated above. Although the traffic camera does not detail the color of light due to the angle, it is clear that eastbound traffic on SE Petrovitsky Road receives a green light as all traffic begins moving forward, including traffic in the adjacent lane to Unit#1. It appears that an uninvolved vehicle notices Unit#2 entering the intersection against the red and applies the brakes suddenly after having initially proceeded forward. I believe this is when the collision takes place off camera as Unit#1 did not appear to see Unit#2. A copy of the traffic camera footage has been uploaded to this case. PAGE 3 OF 5 REPORT NO. EE69017 CASE# 24-3851 OF COLLISION 04/09/24 10:56 OF CbLLI510N NARRATIVE Based on the above statements, I determined that the Driver of Unit#2 (Huser) was the predominant factor for the cause of collision due to Failing to Obey a Traffic Control Legend. Huser violated RCW 46.61.055(3A) as vehicle operators facing a steady circular red signal alone shall stop at a clearly marked stop line, but if none, before entering the crosswalk on the near side of the intersection or, if none, then before entering the intersection control area and shall remain standing until an indication to proceed is shown. Unit#1 was able to be driven away without further incident. Unit#2 had to impounded due to extensive damage. An exchange of information was provided to all involved parties.
