NARRATIVE
U2 NB 300 Edmond Ave NE In #2 stopped for signal; U1 NB Edmonds; front of U1 impacted rear of
U2
On 04-25-2024 at about 0946 hours I was dispatched to a blocking collision in the area of Edmonds
Ave NE and NE 3rd St in the City of Renton, County of King, Washington State. The involved
vehicles were south of the intersection and blocking a northbound lane. I arrived in the area at about
0952 hours.
The driver of Unit 02 was identified by WA DL and admitted to driving the listed vehicle. The driver
said he was wearing a seatbelt during the collision. The driver complained of pain in his back as a
result of the collision but declined to have the fire department respond to the scene. The driver said
he was stopped in the northbound left turn lane (lane #2 of 2) for a red traffic signal at the intersection
when Unit 01 struck the rear of his vehicle.
The driver of Unit 01 was identified by an intermediate WA DL and admitted to driving the listed
vehicle. The driver said he was wearing a seatbelt and not injured as a result of the collision. The
driver said he was northbound on Edmonds Ave NE and applied his brakes as he approached Unit
02. The driver said his vehicle did not come to a complete stop in time and he collided with the rear
of Unit 02. 1 asked the driver if he was looking at a phone or radio or doing something else other than
driving and he replied no.
I observed moderate damage to the rear of Unit 02 and major damage to the front of Unit 01. The
damage to both vehicles corresponded to the information provided by both drivers. Unit 01 was
leaking red fluid that appeared to be from the transmission and was towed by Gene Meyer Towing.
Unit 02 drove away from the scene of the collision.
The 200 block of Edmonds Ave NE is designated for one southbound lane and two northbound lanes
prior to the intersection with NE 3rd St. To the south is a residential area comprised of single family
homes. The roadway is generally straight and inclines to the north. Vehicles traveling northbound
approaching the intersection would be able to utilize gravity in conjunction with the vehicle brakes to
come to a stop. During the collision there was rain in the area and the roadway was wet.
The proximate cause of the collision was Unit 01 failing to come to a complete stop so as to not
collide with Unit 02. RCW 46.61.400 indicated no person shall drive a vehicle on a highway at a
speed greater than is reasonable and prudent under the conditions and having regard to the actual
and potential hazards then existing. In every event speed shall be so controlled as may be necessary
to avoid colliding with any person, vehicle or other conveyance on or entering the highway. Based on
the damage to the vehicles, incline of the roadway and rain conditions, it appears Unit 01 was
travelling at a speed to fast for the conditions. Were it not for the actions of the driver of Unit 01, the
collision would not have occurred.
Notice of Infraction sent to the Renton Municipal Court to mail to the driver of Unit 01.
