These include : 1 . The Scarsella Pond has been almost totally filled . It appears that no provisions for drainage control have been provided , causing the flooding of the adjacent property to the south . This should be brought to the developer ' s attention and corrected . - 2 . There also appears to be recent fill being placed on the Welch property immediately north of the Scarsella property. Have any permits been approved for this fill ? 3 . The Ericksen Construction Company building on East Valley Road still has not installed the required landscaping , parking , and pav- ing . The new sidewalks and curbs have been installed and a detailed landscape plan should be submitted and reviewed . W. 16th St . does not conform to the approved parking and landscape plans . This should be corrected . 6 . It appears that Renton/ Issaquah Auto Freight is using previously undeveloped property for expansion of the truck/trailer storage opera- tion, Plans for such use should be submitted and. approved as per ordinance requirements . 7 . The Landscaping Contractor ' s storage area just west of Lind Ave . and south of Grady Way has not yet provided any landscape screening as per ordinance requirements . 8 . It appears that Reimer: Auto Parts is prepar- ing to develop or add to their existing opera- tion. If so , . plans will need to be submitted . Comments - Scarsella File Number SP-760-74 Reference was made to a letter from the Soil Conserva- tion Service at the public hearing meeting on Decem- ber 15 , 1975 , regarding the above matter . In actuality, the letter referred to was a memorandum to the files from Mike Smith regarding a conversation with Bill Cokely of the Soil Conservation Service concerning the subject pond . Comments in the memoran- dum are as reported by Mike , but this does not con- stlitute an official comment or letter from the Soil Conservation Service . The total 12,000 sq. ft. is listed at ' $5,800 with half testimated value $2,900, the cost for each of the four abutting ,property owners is calculated at $725. Bank erosion between Logan Ave. bridge and mouth of Cedar River $50,000; bank erosion upstream from Logan Bridge $10,000; Park Depart- ment landscaping $10,000; wash-out upstread from half-bridge $30,000 to $.40,000; gravel deposits at mouth of Cedar $300,000 to $400,000; May Creek $50,000, total estimate from $450,000 to $560,000 food damage. The letter reported preliminary investigations indicate no structural damage to any of the City's major bridges and structures , including -the Library and City Hall ; also reporting diversion works around Springbrook Watershed operated successfully. He said that he hadn ' t and that they still felt that it was . a poteOtially valuable wildlife area . However, he indicated that the Soil Conservation Service designations were only recommendations of areas that are presently suitable for wildlife habitat and that if the City Council approved the filling of the pond with the idea of studying and recom- mending specific acceptable alternate wetland areas , S . C . S . would hot object. He said that the fact remains that a decision has to be reached on these specific areas at some point prior to the continuation of the S . C . S . Drainage Project . He further stated that because of the physical characteris- tics of the Valley area , suitable wetlands areas could be created on previously unfilled sites almost anywhere in the Valley .. Because of this condition , he felt that the - areas chosen would not necessarily have to be confined to those shown on the S . C . S . wetland map . However , he did feel that at some point in time a decision would have to be made , preferably before all the choice wetland areas are filled . W . 43RD STREET Gentlemen : The Planning Commission at its public hearing of September 24 , 1975 , approved a partial permit with condi - tions for Scarsella Brothers , Inc . for the westerly 300 feet of the proposed site . The conditions are defined in detail in the staff letter of September 26 , 1975 , and the Planning Commission committee. and staff reports . This approval came only after extensive deliberations on the part of the Planning Commission and the applicant and including the preparation of both a Draft and Final Environmental Impact S.tatements. _.due to the special nature of the site in question. • The purpose of the Planning Commission approval was to allow the applicant to proceed with initial development of his property and at the same time preserve on an interim basis the existing pond area on the site . The pond area in question encompasses approximately three acres of the total 5 . 8 acre site and has -been designated by the Soil Conserva- tion Service as part of the wetland areas to be retained for mitigation purposes in the Green River Watershed Pro- ject . The proposed use of the site by the applicant is con- sistent with existing City of Renton Comprehensive Plan designating the area as manufacturing park and said prop- erty being zoned to M-P in July 1974 upon recommendation Li I % The Honorable Avery Garrett , Mayor Members of the City Council November 14 , 1975 • Page Two of the Planning Commission . The revised Comprehensive Plan , as recommended by the Commission to the City Council in June 1975, however , redesignates the pond area as green- . belt. The intent of such greenbelt classification is to preserve• the area as a permanent wetland wildlife habitat. Recognizing inherent conflicts between existing and proposed Comprehensive Plans and the recommendations of the Soil Conservation Service , a request for a grant to study the long-term effects of the Green River Watershed Project on wildlife or wetland habitats in the City of Renton was initiated and funds were received for such prupose in September of this year. The study is pre- sently in progress with the completion date scheduled for the end of December of this year . The Planning Commission in its deliberations felt the applicant should be allowed to proceed with reasonable development of his property, but at the same time felt that granting approval of the entire site as requested might result in further complications in the undertaking of the Valley Drainage Project. Commission members further felt that they were not in a position to make a determina- tion which could potentially override the commitments already made by the City Council . SP-760-74; REQUEST FOR FILLING AND GRADING, PROPERTY LOCATED ON WEST VALLEY HIGHWAY APPROXIMATELY 1200 ' NORTH OF S .W . 43RD STREET Gentlemen : The Planning Commission at its public hearing of September 24, 1975 , approved a partial permit with condi - tions for Scarsella Brothers , Inc . for the westerly 300 feet of the proposed site . The conditions are defined in detail in the staff letter of September 26 , 1975, and the Planning Commission committee and staff reports . This approval came only after extensive deliberations on the part of the Planning Commission and the applicant and including the preparation of both a Draft and Final Environmental Impact Statements due to the special nature of the site in question . The purpose of the Planning Commission approval was to allow the applicant to proceed with initial development of his property and at the -same time preserve on an interim basis the existing pond area on the site . The pond area in question encompasses approximately three acres of the total 5 . 8 acre site and has been designated by the Soil Conserva- tion Service as part of the wetland areas to be retained for. mitigation purposes in the Green River Watershed Pro- ject. The proposed use of the site by the applicant is con- sistent with existing City of Renton Comprehensive Plan designating the area -as manufacturing park and said prop- erty being zoned to M-P in July 1974 •upon recommendation 11111 The Honorable Avery Garrett, Mayor Members of the City Council November 14 , 1975 Page Two of the Planning Commission . The revised Comprehensive Plan , as recommended by the Commission to the City Council in June 1975, however , redesignates the pond area as green- belt. The intent of such greenbelt classification is to preserve the area as a permanent wetland wildlife habitat. Recognizing inherent conflicts between existing and proposed Comprehensive Plans and the recommendations of the Soil Conservation Service , a request for a grant to • study the long-term effects of the Green River Watershed Project on wildlife or wetland habitats in the City of Renton was initiated and funds were received for such prupose in Septemb.gr of this year. The study is pre- sently in progress with the completion date scheduled for the end of December of this year. The Planning Commission in its deliberations felt the applicant should be allowed to proceed with reasonable development of his property, but at the same time felt . that granting approval of the entire site as requested might result in further complications in the undertaking of the Valley Drainage Project. Commission members further felt that they were not in a position to make a determina- tion which could potentially override the commitments already made by the City Council . State Audits of Letter from Public Works Director Gonnason was read for informational City Construction purposes on the State Audits of City Construction Projects and stated Projects that during June and July of this year, the State performed audits of nine completed UAB projects, including S. 2nd, S. 3rd and Main Ave, which were in the CBD program. These audits involved $3,725,035.48 in Urban Arterial Trust Funds, and another $1 ,255,130.06 of matching funds and the net results of the audits is that the City will receive an additional payment of $6,797.41 for eligible project costs. Although 25 feet is inadequate for the proposed 10- lot subdivision , a 50-feet wide right-of-way would be detrimental to the area . Fifty feet was considered to be the minimum for such a 10-lot subdivision because of the impacts of traffic on the area and the street system.. B. A reasonable width that could handle a certain amount of additional traffic from a reduced density together with adequate shoulder and pedestrian/buffer widths on each side was determined to be appropriate for the . particular area , and would not be detrimental to - adjacent properties . Mr. Smith stated that a Shoreline Management Permit has been granted allowing filling , grading , and development of the westerly 300 feet of the site or to the top of the existing pond - bank , whichever is less . Slides of the property were viewed , with special emphasis on the ponding area , which were taken at all seasons of the year . The topography of the property was described and significant landmarks were identified . Mr. Smith reviewed the progress of the application, noting that it had been received on March 6 , 1974 , along with an applica- tion for rezone from G to M-P . The request for rezone to M-P had been granted in June 1974 . The Chairman called for comment from the applicant . Alan Austin of Montgomery , Purdue , Blankenship and Austin , a lawyer representing Scarsella Brothers , noted the pre- sence of the applicant in the audience and referred the Commission to the Final Environmental Impact Statement that had been prepared to address the issues involved and offered to respond to any questions from the Commission . He stated that the basic problem concerns the request by the Soil Conservation Service that 110 acres of wetlands be maintained or mitigated in the Green River Valley by the four municipalities of Renton , Kent , Auburn , Tukwila , and King County ; and hedisplayed a map published by that agency indicating their recommendations regarding those areas , including the Scarsella pond . He cited the City of Renton ' s resolution of July 22 , 1974 , supporting the program but indicating that no City funds were to be expended for the purpose without prior approval of the City . He referred to the recommendation by the Soil Con- servation Service that not less than two percent of land be preserved for wildlife and noted that in this situation nearly sixty percent of the property was being designated for this purpose . Mr. Austin noted that they have complied with all City and State requirements and indicated it is their desire to comply with the City ' s Mining , Excavation and Grading Ordinance . Mr . Austin noted the issuance of a partial Shoreline Management Permit and indicated that it was their feeling that the Soil Conservation Service , U. S . Fish and Wildlife Service , and Washington Department \ of Game were telling them to continue to wait until someone • else makes the decision regarding which wetlands to actually include in •the 110 acres . It is their opinion that inasmuch as the property was rezoned to M-P and is in agreement with the Comprehensive Plan , intensive development should be permitted . Mr . Austin said that $37 ,000 in sewer and water assessments had been levied against the property by the City . He stated there would be no decision required if the City is going to acquire the property but indicated that it is their belief that there has been no decision with regard to the sharing of the 110 acres to be preserved by the affected communities or the funding ' of those lands . He requested a decision as to whether the City wants to buy the property , condemn it , or grant the filling and grading permit . • Renton Planning Commission Meeting September 24, 1975 Page Three The applicant ' s representative described the formation of the pond , claiming it was the result of drainage from fill to the north and embankments of the railroad tracks to the east and had no interaction with the Green River. He noted the pre- sence of the West Valley Highway between the pond and the River. He stated that Mr. Scarsella ' s lease at the present location of his business has expired and is currently on a month to month basis . He also noted that the business has 60 , 000 cubic yards of fill material stored in another area on a limited time basis . He again offered to reply to questions from the Commission . The Chairman invited further input from the staff, but none was offered . He called for comment from the audience , but there was no response . The report from the Special Studies Committee was then requested . Commissioner Gibson , Chairman , stated that the Committee had discussed the comments received in response to the Draft Environmental Impact Statement , especially the reply submitted by the Soil Conservation Service regarding the pond ' s rela- tionship to the proposed wildlife mitigation areas and the Agency ' s drainage channel project in which it was requested that approval be obtained from the U . S . Fish and Wildlife Service and the Washington Department of Game , should there be a variance from their recommendation . They re- viewed the proposed grading plan , site plan and Shoreline Permit and felt that it was possible to allow much of the project through a partial permit and yet satisfy the agencies opposing the filling of the pond until other suitable miti - gation areas are established . The Committee also noted that a study of the effects of the P- 1 Channel system on the ' wetland areas in the Valley is presently in progress . Commissioner Mola stated that it was his feeling that the utilities assessment should not be levied to include the ponding area , that an adjustment should be made , and that Mr. Scarsella was being penalized in being asked to main- tain more than two percent of his property for game and , wildlife . He indicated a need for a commitment from the city , federal and state agencies involved regarding the acquisition of these areas . He described the pond as a mosquito infested area that would benefit from filling in his opinion . In reply to questioning from the Chairman , Mr. Scarsella indicated that the assessment had been based upon square footage of the entire site . Discussion followed with regard to the economic issues involved in relation to the land use concerns , with Commissioners Wik , Scholes and Teegarden noting that as a land use decision making body , the recommendations of the Soil Conservation Service , State Departments of Game and Fisheries , and King County which indicated the area as ecologically valuable necessitated their consideration . All agreed that an adjustment in the assessment should be reviewed and noted the difficulty in making the decision . Commissioner Teegarden referred to the current study by the Planning Department to deter- mine the effects of the drainage channels on the wetlands and indicated that until that determination had been made , the Commission should not allow •filling , as it would be an irrevocable action . Commissioner Walker queried regarding the expected completion date of the special study and was advised by Assistant Planning Director Magstadt that the evaluation should be concluded by December 31 , 1975 . Mr . Magstadt then briefly described the program which will include certain mitigation mea- sures to compensate for elimination of wetlands in particular areas , recently specially funded by :the State Department of Community Development . Methods of acquisi - tion of the properties will not be a part of the study . The Assistant Planning Director advised that the Council Community Services Committee is presently studying the Planning Commission ' s recommendation for revision of the Comprehensive Plan in the Green River Valley and that hopefully an answer to the matter of compensation will be provided . He noted that some conservation groups have indicated they may have money to loan or donate, but acquisition has not been finalized at this time . Further discussion ensued , with Commissioner Ross noting that the pond was in existence at the time of the adoption of the Comprehensive Plan , which has indicated for years it is suitable for intensive use ; and , therefore , he expressed his objection to its commitment as natural habitat . Commissioner Teegarden responded that the present Comprehensive Plan designates this property for industrial use ; however , the Commission . has recommended to the Council that it be changed for this area and indicates the Scarsella ponding area as greenbelt . He stated the alternative is for the affected communities on the basis of population and area to come up with a plan for definite designation of wetlands and their acquisition . He stated that they are proposing to fill the pond and do not need to fill the area being approved . He also asked that Commissioner Teegarden disqualify himself from voting based upon his earlier state- ment that in the proposed revised Comprehensive Plan the ponding area has been designated as greenbelt . A brief summary of events leading to this proposal may be 'helpful to your review . The City of Renton adopted. its first Comprehensive Plan in 1965 and made extensive revisions , primarily of . an interpretive nature in 1968 . A great deal of the philosophy regarding land development and public interest has changed or is at least open to serious questioning since the initial Comprehensive Plan was adopted . Special interest groups have formed , demanding that environmental . considerations be injected into the decision making pro- cess . Land is now considered a finite and exhaustible resource and therefore to be used wisely for the benefit of all people . Legislation has been passed and courts have rendered decisions requiring the' consideration of many factors besides spatial relationships and economics in land development . In short , attitudes , expectations and involvement of people have changed . Presently , most of the Green River Valley within the • City of Renton is undeveloped . However , there are numerous large parcels of land considered suitable for industrial development. These undeveloped parcels are designated as manufacturing park and heavy industrial on the City ' s existing Comprehensive Plan . The Soil Conservation Service • has proposed the ' construction of an extensive network of fl.00d .control channels to drain the Valley , thereby facili - tating development . For these reasons , and many more , there is a general belief that industrial .development is imminent in the Valley . • • Mr . Richard M . The City of Renton Planning Commission has recommended the City Council adopt an amend- ment to the Comprehensive Plan in the Green River Valley, which includes revised maps and goals and objectives intended to influence the type and quality of development desired in the Valley . An important element in the proposed amendment is the retention of 250 acres of wildlife habitat and green • - belt , or about 11 percent of the planning area . This repre • - sents an increase of about 185 acres over the existing Comp- ' rehensive Plan . Th.e Planning Commission has also requested that certain industrial developers currently proposing devel - opment in this area designate portions of their land for retention as wildlife or wetland habitat . At this time we are particulary concerned with the long term effects that the channels will have on these adjacent natural areas . Recognizing the importance of preserving a .representative portion of the Valley in its natural state and the increasing pressures for development there , the City is proposing to initiate a study to investigate the possible long term impacts upon wildlife and wetland habitats of the Green River Watershed Projects drainage system. Since the initial Comprehensive Plan was adopted, environmental considerations have become a major part of the decision-making process and are reflected in the amendment to the City's Comprehensive Plan-in the Green River Valley, now being considered by, the City Council . Under the, proposed plan about 250 acres are designated as greenbelt to help mitigate the loss of wildlife habitat. Also incorporated in the amended plan is the Soil - Conservation Service's drainage plan for the Valley. The most serious impact of this plan►maylbe the alteration. of the physical and biological characteristics of wildlife habitats that would result from a lowering of the water table in the Valley. LNG DE?P\ particular the wet area north of 180th and east of the West Valley _ Highway. We typed this area as Type 4 due to the depth and permanency of the water as well as the vegetation. .A Type 4 can, and does, go dry at times, particularly during periods of long dry spells. I think we can agree that this summer and fall has been such a period. At first, this may seem to destroy the value of the area for ducks. Not so, in all cases! While it is true that We would prefer a permanent, year-round water area; such areas soon lose all their value as they become overgrown and choked with vegetation such as cattails-, bulrushes and often. willows Thus, it becomes necessary to clear out such vegetate ticn to retain open water and cover in proper proportions. Periodic r9 . drying of the area, and even agricultural activities during these dry � --, periods, has the beneficial effect of setting back the vegetation to something less that a choked condition when it next fills up--thereby benefiting the ducks. In most cases, wetlands of this type are used both by breeding ducks, and later as areas to raise the broods. Drying up of a Type 4 is most often late enough in the season so that tha broods are flighted and can fly to larger 'bodies of water still existing. • Another fringe benefit of layering the water level and even drying up wetlands, is the change in conditions that allows new plants to germinate. Plants such as smartweed are common under these conditions. Seeds of smartweed are high quality duck food and are eagerly sought when the wet area fills up, In summary, the drying up of wetlands is not a disaster to ducks; it's a natural periodic occurance. In most cases the value of the area has been realieed. --the hatching and rearing of a brood or broods of ducks. LeR y A. Responding again to Mr. McKay, Mr. Hogland indicated that tanks are loaded with a pressure piping connection into the tank loading facil - ity pump and moves the product into the tanks internally , and there would be no vapor emissions . Mr. McKay inquired if the area is on an earthquake fault. Mr. Ericksen advised that there are fault lines along the westerly slope of Talbot Hill and noted that the entire . Puget Sound Basin is subject to earthquakes and the whole area does have conditions that result in earth movement under certain circumstances . Mr. Hogland stated that the design takes into consideration earthquake faults . Responding to Mr. McKay, Mr. Hogland indicated soil in the area is glacial till and provides., a solid foundation . Grover Shegrud , 18216 - 196th Ave . S . , Renton , noting that the facility has some danger potential , pointed out that it is located in the vicinity of several schools . He questioned ' if it was reasonable to expand an operation of this type at this time and suggested continuance to allow public input. Mr. Hogland stated that safety was a factor, when considering any form of energy, and noted approximately twenty schools in the area that have tankage of this size and capacity above ground within fifty feet of their buildings . Discussion among the Commissioners followed regarding the questions that had been raised and time required • to resolve them. The significance of filling the ponding area and its loss as a wildlife habitat is unknown in terms of the immediate and longrange effects . If the ponding area is filled , alternatives should be reviewed and recommendations made to Soil Conservation Service . 4. There is a significant need for a coordinated approach in the development of said property and adjacent areas in terms of a total concept which would meet the requirements of the Soil Conserva- tion Service Green River Drainage Plan . Mr. Ericksen advised that the City Council is considering the adoption of a resolution to concur in the Soil Conser- vation Service proposed Green River Drainage Plan . He stated .that in view of the pending adoption of a resolution by City of Renton , the staff felt it was necessary that an EIS be prepared and that all of the questions be addressed . Staff recommendation for partial development of the prop- erty was noted by the Planning Director, who stated that the site included 2 . 3± acres , or 100 ,000t square feet of filled area in the westerly end ( total area 5 . 8 acres less 3 acres of pond and . 5 acre in NE corner) . He described the proposed site development plan , which includes 1500 sq . ft. for -the office , 14 ,000 sq . ft. for the warehouse , and 7500 sq . ft. for parking . With 80 ,000 sq . ft. for exterior storage , the area to be developed totals 103 ,000 sq . ft . , which seems to offer a reasonable oppor- tunity for development under" M/P standards . He stated that an application for site planyapproval has not been submitted by the applicant at this time . He recommended that a plan for the westerly portion be developed and offered staff assistance . The Chairman invited comment from the Commission . Commis- sioner Humble , noting that the decision to request an EIS precluded any action by the Planning Commission , advised the members of the forthcoming public hearing on July 31 regarding possible changes to the Comprehensive Land Use Plan , especially as it relates to the Green River Valley . He stated that they should be able to act on the revised plan , which will allow for state and federal requirements , and provide a basis for total rather than piecemeal action . Responding to Commissioner Morrison , Mr. Ericksen pointed out the pond on the map and indicated that it covers approxi - mately 5 . 5 acres in total and extends onto property to the south. Commissioner Ross stated that he believed the pond is the result of an unfinished construction program and noted that construction permits in the Valley are being issued • I " ./ 6 71? It was noted that development of the Scarsella site can commence 1 while the impact statement is in process and being prepared . The Chairman invited comment from the applicant. Mr. Alan Austin , lawyer representing Scarsella Brothers , stated that Mr. Scarsella wished to fill the property so he can use the entire site and have the availability of the railroad trackage . The smaller site development plan had not been considered , but the matter will be review- ed with Mr. Scarsella ; and an amended plan will be submitted if it is deemed appropriate . The applicant hopes to fill the site during the summer while he has the material and the weather is favorable . He stated that they would cooperate in the preparation of an EIS . Noting the damage occurs when filling a site , Mr. Teegarden said he felt the Commission should seriously consider the implications and investigate alternatives . Said plan was adopted in 1966 and is presently in the environ- mental stage . The project area is 16 ,000 acres , of which 110 acres are designated as "mitigated wetlands . " Of the eight designated areas , three are located in Renton as follows : one along the east side of the Valley freeway ; one situated in Orillia ; and one located east of the West Valley Highway. Estimated cost of work in the total Valley is $28,000 ,000 . Mr. Jahns discussed the location and capability of planned . channels and the types of wetlands found in this area . He listed the following five points to be accepted by local jur- isdictions before the project is begun : 1 . Acquisition of wetlands . , 2 . Requirement for developers or industry to preserve environmental quality of the land as much as possible . Mr. Jahns responded to questions from the Commission, as indicated below: Gibson asked how land under private ownership would be acquired for public ownership. Mr. Jahns stated that the cities concerned would have to provide that solution . Gibson inquired if any objections had been noted from the Steelheaders . Mr. Jahns indicated that they had not , although they disliked the channeliza- tion plans .. He observed that the water would be in the channels rather than the soils . Responding to Planner Smith , Mr. Jahns advised that most of the enforcement would be up to local juris- dictions . • Humble asked what assurance Renton would have that funds would be available , should they be able to meet the five points listed. Jahns answered that Congress is still appropriating funds for work on the environmental impact statement , indicating con- tinuing interest. Ross , inquiring about funding , asked if it is the federal government ' s plan to fund the project , con- struction of channels and pumps in total except for those areas to be acquired and dedicated for public use . Mr. Jahns replied that they plan to cover 94% of the construction costs , and local jurisdictions will have to provide the right-of-ways , estimated to be 25% to 28% of total costs . Mola inquired about the effects of the proposal on land containing wetland areas which is under con- sideration at this time for rezoning . Mr . Jahns indicated that the Soil Conservation Service is asking for 110 acres in the total Valley and that local jurisdictions have the choice of changing the areas where it is to be obtained . Humble , noting that while wetlands can be moved around and movement of right-of-ways would be more difficult , asked if the City is looking at in- creased cost of proposed right-of-ways , if rezoning were granted. To this Mr. Jahns answered " yes . Responding to Wik ' s request that he explain what effect the drainage system would have on the wetlands ' water table , Mr. Jahns replied that once the Soil Con- servation Service knoWs where wetlands areas are to be located , adjustments' in the plans for channelization would be made . Mola stated that it was his opinion that planned closing, of the culvert at the designated wetland area along Talbot by Soil Conservation Service , as noted by Mr. Jahns , would worsen an already bad area for breeding of mosquitoes . Responding to Scholes , Mr. Jahns indicated that at this time no cut-off date had been established for letters of intent, regarding the five points plan . Scholes asked what provision the Planning Commission has for passing judgment on applications affected by potential chan- nels , wetland areas , etc. Mr. Jahns indicated that he would refer the question to the Soil Conservation Services Legal Services . Mr. Teegarden invited comment from . the applicant. Antonio Scarsella , president of the corporation , stated that they would like to fill the site to allow for building or sale . He indicated they plan to fill the entire site , raising the grade so that it will drain toward the Green River rather than the Milwaukee/Burlington Railroad tracks . He described the pond as a breed,ing place for mosquitoes and noted that it almost dries up in the summer months . At this time they prefer to build a construction facility for their business to replace the one presently located off Highway 99. Landscaping and fencing will be provided . They hope to complete construction some time this summer and will comply with any City requirements . Discussion followed regarding consideration of preserva- tion of natural areas . The Planning Director advised that there was no proposal for acquisition of the property by the Soil Conservation Service . The site is part of an area presently under study in the Valley Drainage Plan . It will be incumbent upon local jurisdictions and indus- trial owners to comply with the requirements of the Soil. Conservation Service. Therefore , this is a factor to be considered by the Planning Commission .
