Description of Change:

24-A187 Temporary Fencing at Koda Motors, 1 EST @ $7,000.00 = $7,000.00
SP 2-02.1 is supDlemented with the following:
Upon the removal of fencing in accordance with the Plans, the Contractor shall
promptly furnish, install, and maintain temporary construction fencing from STA
37+70 LT to STA 39+45 LT until such time that existing fencing is reinstalled per plan.
The temporary construction fencing shall encompass the same boundaries and areas
previously demarcated by the existing fencing during the period between fence
removal and reinstallation. The Contractor shall remove the temporary fencing and
reinstall the existing fence at the conclusion of the work.
The fencing shall be chain link and be a minimum of 6' in height with anchoring posts
no more than 12' apart. The fencing shall be securely anchored to the ground using
weighted bases, driven posts, or sandbags, to prevent shifting, tipping, or
displacement. The Contractor shall ensure that the fencing remains upright and stable
throughout the duration in which the temporary construction fencing is in place. The
Contractor shall regularly inspect and maintain the fencing to ensure its continued
effectiveness. Maintenance activities shall include, but are not limited to:
1. Conducting routine inspections to check for any damage, displacements, or
weaknesses in the fencing.
2. Promptly repairing or replacing any sections of the fencing that become damaged,
loose, or otherwise compromised.
3. Keeping the fencing free from debris, graffiti, or any other obstructions that may
diminish its functionality or appearance.
SP 2-02.4 is supplemented with the following:
No specific unit of measurement shall apply to the force account bid item of
"Temporary Fencing at Koda Motors".
SP 2-02.5 is supmlemented with the followinE:
The price for the force account item "Temporary Fencing at Koda Motors" shall be full
compensation for all labor, materials, and equipment required to complete the work,
including delivery and pick up, installation and take down, monthly rental, and
ongoing maintenance.

Reason for Change:
24-A187 —Temporary Fencing at Koda Motors
Relocation of the Koda Motors fence was an element of consideration in acquisition of property
by the City. After the Contractor removed the existing fencing at Koda Motors per the plans, it
became apparent that significant security issues were caused by the lack of fencing. The City
determined that it was necessary to install temporary fencing until the existing fence was
installed at its new location to remedy these security issues. The permanent fencing could not
be installed because it would interfere with work to be performed.

This Change Order does include an equitable adjustment per Section 1-09.4 of the 2022
WSDOT/APWA Standard Specifications. See attached.
24-A187 — Temporary Fencing at Koda Motors
An independent estimate was prepared for the cost to furnish and maintain
temporary construction fencing. This was calculated to be $7,129.18. The
estimated cost to furnish and maintain temporary construction fencing has been
rounded to a total of $7,000.00.
Extension of Time:
The Time for Completion is extended _0 Working Days.
Sections 1-04.4 and 1-04.5 of the 2022 WSDOT/APWA Standard Specifications shall govern
this Change Order. The Work of the referenced Contract is modified to include the changes
detailed herein. The payment provided for herein shall constitute the complete and final
settlement for all costs of labor, equipment, materials, overhead, profit, permit fees, and all
other claims that may be made by the Contractor as a result of this change.

The following is documentation of an oral order given by the Engineer per WSDOT Specification 1-04.4.
The Contractor shall procure and install a temporary chain link fence along the eastern property line of Koda Motors from STA 37+70 LT - STA 39+45 LT
once the existing permanent metal fence is removed.
The temporary fence shall be placed along the ROW when no work is being performed within the vicinity of Koda Motors. When water, storm, JUT, paving,
or sidewalk work is performed within the vicinity of the temporary fence that is impeding the work, the Contractor shall adjust the temporary fence as
needed within the Temporary Construction Easement. Once the work activity is completed, the temporary fence shall be adjusted back to the ROW.
The Contractor shall remove the temporary fence once all work is completed within the vicinity and replace with a permanent fence as called out on Sheets
64 - 65 of the conformed plan set.
The work to procure, install, and adjust the temporary chain link fence will be tracked as Force Account and paid as part of a future Change Order.
