SEPA ADDENDUM
Description of Proposal: Sound Transit is partnering with the Washington State Department of
Transportation (WSDOT) to implement new bus rapid transit (BRT) service along I-405, a
portion of SR 518, and along some local city streets between Burien and Lynnwood, consistent
with the I-405 Master Plan. As part of the I-405 BRT program, Sound Transit proposes to
construct BRT stations and parking facilities including a new South Renton Transit Center
(SRTC). The SRTC includes a BRT station, roadway, bicycle, and pedestrian improvements.
Other components of the I-405 BRT program have been reviewed by and will be implemented
by WSDOT. This addendum addresses the South Renton Transit Center and roadway
improvement elements.
Description of Addendum: This addendum provides additional information and analysis
supporting Sound Transit’s September 30, 2020 environmental checklist and Determination of
Nonsignificance (DNS) for the I-405 BRT project. The addendum is issued pursuant to WAC
197-11-600(4)(c) and WAC 197-11-625. The addendum includes the National Environmental
Policy Act (NEPA) documented categorical exclusion (DCE) prepared for the South Renton
Transit Center and Roadway Improvements project, approved by the Federal Transit
Administration on June 3, 2022. The NEPA DCE evaluated impacts for the full project build-out
as well as the interim condition of the site resulting from the August 2021 Sound Transit Board
decision (R2021-05) to delay of the construction of the park-and-ride garage. This addendum
also includes analysis and information about minor design updates to the South Renton Transit
Center and roadway improvements proposal. The addendum does not substantially change the
analysis of likely project impacts. An addendum may be issued for any SEPA document, and
there is no set format. There is no comment period or appeal period for this addendum.
