HomeMy WebLinkAboutEx 08_KCWTD Public Comment.pdf Department of Natural Resources and Parks Wastewater Treatment Division King Street Center, KSC-NR-5505 201 South Jackson Street Seattle, WA 98104-3855 September 26, 2024 sent via email: amorganroth@rentonwa.gov KC OAP Ref No.: 2213 Alex Morganroth City of Renton 1055 South Grady Way Renton, WA 98057 Dear Alex Morganroth: The King County Wastewater Treatment Division (WTD) has received the Notice of Application and Public Hearing for the PR24-000064 NWR South 23-25 Pavement Repair project (LUA24-000287) that the applicant, WSDOT, is requesting a noise variance in order to exceed the nighttime between the hours of 10pm and 7am) noise limits in RMC 8-7. The applicant is seeking the ability to operate equipment on two (2) state highways ( SR 167 and SR 515) that exceeds maximum noise limits for nighttime work in the Class A Environmental Designations for Noise Abatement ( EDNA) noise zone, which includes parcels of land developed with residential uses ( i.e. single family homes, apartments, condos, etc). According to the applicant, construction would occur between April 1, 2025 and December 31, 2025. A King County facility, the Eastside Interceptor 1 is located roughly 15 feet below ground surface at the project site. (See enclosed record drawing showing the location of the facility in the project vicinity). In order to protect this wastewater facility during construction, WTD requires that City of Renton and WDOT submit construction drawings for the project, so that WTD can assess its potential impacts.
