REPORT AND RECOMMENDATION.
APPLICANT: George W. Spendiff FILE NO. Short Plat No. 017-77
LOCATION: Located on the west side of Union Ave. N.E. just south of Kiwanis Park.
SUMMARY OF REQUEST: Applicant requests approval of a two-lot short
plat of a parcel of land consisting of
approximately 1.25 acres. All improvements
including curb, gutter, sidewalk, sewer, and
water have been installed,

PLANNING DEPARTMENT The Planning Department staff report was received
REPORT: by the Examiner on March 1, 1977.
PUBLIC HEARING: After reviewing the Planning Department report,
examining available information on file with the
application, and field checking the property and
surrounding area, the Examiner conducted a
public hearing on the subject as follows:
The hearing was opened on March 8, 1977, at 11:50 a.m. in the Council
Chambers of the Renton Municipal Building.
Parties wishing to testify were sworn.
It was reported that the Hearing Examiner and the applicant had
received and reviewed the Planning Department report, and the report
was entered into the record as Exhibit #1.
Michael Smith, Planning Department, reviewed Exhibit #1, and entered
the following additional exhibits into the record:
Exhibit #2: .Greene-Spendiff Short Subdivision Map.
Exhibit #3: Letter dated February 17, 1977, from
Fire Department.
The Examiner asked the applicant if he concurred in Exhibit #1, and
requested any additional comments. Mr. Spendiff indicated his
concurrence and had no additional comments.
The Examiner asked for opposing testimony. There was none.
The Examiner indicated concern regarding the grade on the property
facing Union Avenue that would provide access to Lot B. Responding
to this concern was: '

Mr. Greene indicated on the subdivision map the location of the
proposed driveway which he indicated would be joined to the existing
driveway on the property.

The hearing on Item #017-77, Short Plat, was closed by the Examiner
at 11:55 a.m.
FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record in this matter, the Examiner now makes and enters the following:
FINDINGS:
1. Gordon Y. Ericksen, designated official, has declared the subject
proposal exempt from the threshold determination and EIS
requirements of SEPA pursuant to the City of Renton ordinance
and the State Environmental Policy Act of 1971 as amended by
ReC.W. $3421.€.
2. The request is to short plat a 1.25 acre site that is presently
zoned GS-1, minimum lot size 35,000 square feet, and SR-l, minimum lot size 7,500 square feet.
Sis They short plat is in conformance with the Comprehensive Land
Use’ Plan.
4. The short plat is in keeping with the residential character of
the surrounding properties. All utilities are adjacent to the
site and can be provided.
5. The short plat meets the standards of the following official city
documents:
a. Land Use Report, 1965: Page 11, Residential. "The
successful....location."
b. Subdivision Ordinance, Section 9-1105: Plat Requirements
for Short Subdivisions.
6. City departments contacted had no specific requirements or
recommendations.
CONCLUSIONS:
1. It is concluded that the subject action as recommended would not
constitute a major action significantly affecting the quality
of environment. The requested use will not be unreasonably
incompatible with or detrimental to affected properties in the
general public.
2. The requested short plat is in keeping with the official documents
of the City of Renton.
3. The conditions stipulated in the Planning Department report as
adopted are in the public interest and are reasonable requirements.
4. The applicant has reviewed and concurred with the Planning
Department recommendations.
RECOMMENDATION:
Approve the requested short plat subject to the recommendations of
the Planning Department.

D, HISTORY/BACKGROUND :
The house that presently exists on the subject property was
built on the original 1.3 acre site. The house was recently
sold with the 80' x 180' (14,100+ sq. ft.) portion of the site
(Parcel A on the proposed plat map) without the proper short
platting as required by the City's Subdivision Ordinance. A
person wants to buy the remaining property and construct a
house. This cannot be done until a short plat is completed
and the lots conform to their respective zone classification.
A rezone to SR-1 for Parcel A was requested and recommended
for approval by the Examiner on February 7, 1977.
PHYSTCAL/BACKGROUND :
1. Topography: The west three-fourths of the site is basi-
cally level and at a higher elevation than Union Ave. N.E.
The east one-quarter slopes gently down to Union Ave. N.E.
Computed slope for the subject site is approximately 4%.
2. Soils: Arents, Alderwood 6-15 percent slopes. These soils
consist of Alderwood soils that have been disturbed through
urbanization, a mixed gravelly sandy loam, slopes 6-15
percent. This soil is moderately well drained. Perme-
ability is moderately rapid to moderately slow, depending
upon compaction during construction. Available water
capacity is low; run-off is medium; and the erosion hazard
is moderate to severe. This soil is used for urban devel-
opment. There are moderate limitations for foundations
due to seasonal high water table and severe limitations
on shallow excavations and septic tank filter fields.
3. Vegetation: On-site vegetation consists of shrubbery
material, grass cover, Douglas Firs and Western Red
Cedars. A well maintained lawn is further accentuated by
a number of hearty native firs and cedars situated on the
eastern portion of the subject site.
4. Wildlife: The denseness and height of the firs and cedars
provide an attractive habitat for native birds to nest.
Small mammals also frequent the area.
5. Water: No surface water or significant ground water appears
to exist on the subject site.
6. Land Use: Existing land use is a mixture of public and
private uses. One single family residence is presently
located on the subject site with a large undeveloped and
vacant parcel bordering on the south. Public uses such as
Kiwanis Park and Honeydew Elementary School immediately
abut the property to the north and east, respectively.
Single family units are prodominant in the general
vicinity.
NEIGHBORHOOD CHARACTERISTICS:
Kiwanis Park is located immediately north of the subject site.
Honeydew Elementary School is located across Union Ave. N.E.
east of the subject site. The remainder of the surrounding
area is single family residential with varying lot sizes. The
general character of the area can be considered suburban resi-
dential.

G. PUBLIC SERVICES:
1. Water and Sewer: A 12" water main and a 36" water main
presently exist along Union Ave. N.E. with a 4" stub line
into the property. An 8" sewer main exists along Union
Ave. N.E.
2. Fire Protection: Provided by Renton Fire Department as
per ordinance requirements.
3. Transit: Metro Transit Route #42 provides direct service
to the subject site running along Union Ave. N.E., with
connections to downtown Renton, Bellevue, and Seattle.
4. Schools: The subject property lies within the Renton
School District No. 403; Honeydew Elementary School
lies immediately east across Union Ave. N.E. with Hazen
Senior High School in close proximity.
5. Parks and Recreation: Kiwanis Park is situated just
north of the site providing direct and easy access to
a recreational facility.

determination and EIS requirements of SEPA.
