EMERGENCY ACCESS TO THE PROPERTY
Dear Mr. Blaylock,
The topography at the south property is such that it makes
emergency access through that property difficult. Therefore,
the owner'.has decided to provide''emergency access near the
south side of the property (see' attached drawing) . The
access would have some type of locked mechanism and would
not serve the site except on an emergency basis. This
will avoid locating a driveway on the sight-restricted
curve of the West Valley Road.
In order to satisfy. traffic circulation requirements of
the Fire, Department, we have provided a drive south of.
Building "A" and "Fire Lane" south of Building "D" .

REPORT AND DECISION .
APPLICANT: Industrial Park Company FILE NO. SA-082-81

LOCATION: East side of West Valley Road approximately one-quarter mile
north of S.W. 43rd Street.
SUMMARY OF REQUEST: The applicant seeks site plan approval of four (4) tilt-up
concrete buildings for lease consisting of office and
warehouse uses.
SUMMARY OF ACTION:Planning Department Recommendation: Approval with conditions.
Hearing Examiner Decision: Approval with conditions.
PLANNING DEPARTMENT The Planning Department preliminary report was received by the
REPORT: Examiner on November 11 , 1981 .
PUBLIC HEARING: After reviewing the Planning Department report, examining
available information on file with the application, and field
checking the property and surrounding area, the Examiner
conducted a public hearing on the subject as follows:
The hearing was opened on November 17, 1981 at 10:50 a.m. in the Council Chambers of the
Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner.
Roger Blaylock, Associate Planner, presented the Planning Department report, and entered
the following exhibits into the record:
Exhibit #1 : Application File containing Planning Department
report and other pertinent documents
Exhibit #2: Site Plan with staff comments
Mr. Blaylock corrected Section L.2, line 9, from (1 space/15000 square feet to (1 space/
1500 square feet; line 14 from 46000 square feet to 4600 square feet; and line 14, from
2,065 trips to 20.65 trips. He also noted the existence of a conflict between the Fire
Department and the Traffic Engineering Division concerning the number of access points
into the site, noting the preference of the Traffic Engineering Division to minimize the
number to one curb cut for safety reasons related to an existing curve on the West Valley
Road in that location, and the preference of the Fire Department for two access entrances
for emergency vehicles.
Condition No. 4 of the departmental recommendation was deleted by Mr. Blaylock, who advised
that application for the Shoreline and Flood Zone Control Permits would occur following
publication of the Examiner's decision on the matter.
The Examiner requested testimony by the applicant. Representing the applicant was:

Mr. Mueller objected to Condition No. 5 of the departmental recommendation concerning
resolution of the access matter either through provision of two access points or execution
of an agreement with the adjacent property owner to the south for emergency access through
that property. Following discussion by Mr. Mueller regarding concerns related to Fire
Department requirements which are not denoted in the Zoning Code, the Examiner stated his
opinion that he would not have the authority to vary a Fire Department requirement, and •
suggested that the applicant request modification of requirements by the City Council .
While the Zoning Code establishes certain requirements related to land use, he advised
that other provisions exist which also must be met.
The Examiner requested testimony in support or opposition to the application. Since there
was no response, the hearing regarding File No. SA-082-81 was closed by the Examiner at
11 :07 a.m.

FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner
makes and enters the following:
FINDINGS:
1 . The applicant, Industrial Park Company, by Jerry Ivy, filed a request for site plan
approval for four tilt-up concrete buildings to be constructed in the M-P (Manufacturing
Park) zone.
2. The application file containing the application, SEPA documentation, the Planning
Department report, and other pertinent documents was entered into the record as
Exhibit #1 .
3. Pursuant to the City of Renton' s Environmental Ordinance and the State Environmental
Policy Act of 1971 , RCW 43.21C, as amended, a Declaration of Non-Significance has
been issued for the subject proposal by the Environmental Review Committee (ERC) ,
responsible official .
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development.
5. All existing utilities are available and in close proximity.
6. The subject site is located on the east side of the West Valley Road about one-quarter
mile north of S.W. 43rd Street and just east of the Green River.
7. The subject property is located within 200 feet of the Green River, and therefore
a substantial development permit will be required under the provisions of the
Shoreline Master Program.
A State Flood Zone Control Permit is required and is subject to review by the King
County Division of Hydraulics.
8. The site is located along a curve in the West Valley Highway, and the Traffic
Engineering Division has recommended that only one driveway be established at the
north end of the subject site to avoid potential turning movement conflicts.
The Fire Department has indicated that a second fire emergency access will be required
to provide access to the south side of the property.
The Planning Department has recommended an agreement between the applicant and the
abutting southerly property owner permitting access through the southerly property
for fire access.
9. Pursuant to Section 4-730.030(2) , a ten-foot landscape strip is required along the
property line adjacent to the public right-of-way, the West Valley Road.
10. Resolution No. 1923 requires habitat mitigation landscaping be provided for 2% of the
site area, and the Parking and Loading Ordinance requires 5% landscaping within
parking lots (Section 4-2204(8) (B) (3) ) .
11 . The applicant proposes constructing four tilt-up concrete buildings with square
footage ranging from approximately 17,000 square feet to approximately 34,000 square
feet.
The structures are proposed to serve a mix of uses. One of the structures, the
smallest, will be exclusively office space of about 17,000 square feet. The others
will contain a combination of office space and warehouse/manufacturing space in the
remaining structures.
12. A total of 30,500 square feet of office space will be constructed requiring 152
parking spaces. The applicant proposes following the more restrictive parking
requirements of the manufacturing provision for the remaining approximately 75,500
square feet of space. Whereas warehousing would require one stall for each 1 ,500
square feet, the manufacturing standard chosen by the applicant requires one stall
for each 1 ,000 square feet. The more restrictive standard would permit the
occupants to establish manufacturing operations rather than strictly warehousing
or storage. A total of 76 parking stalls are required for the manufacturing
component of the proposal . A total of 228 stalls will be required whereas the
applicant has proposed 226.
13. Further conversion of warehousing/manufacturing space to office space would demand
additional parking and the current site plan may not permit such conversion without
a corresponding reduction in building square footage.

14. Lighting of the subject site at night raises traffic safety concerns because the
site is located on a curving section of the West Valley Road. The Police Department
is concerned that incorrect placement of lights could cause temporary blindness of
passing motorists.
15. The concrete structures will be predominantly earth tones and accent colors. The
landscaping plans are incomplete and indefinite.
CONCLUSIONS:
1 . The site plan as conditioned below appears to serve the public use and interest.
The four concrete structures will be predominantly in earth tones and will be
surrounded by landscaping.
2. The applicant has proposed office and warehouse uses but has indicated that parking
will serve ,office and manufacturing uses. Therefore, the applicant will have to
provide additional parking to meet the code requirements.
Any increase in the square footage dedicated to office use will require a
corresponding increase in parking for that use at the ratio of one additional stall
for each 200 square feet converted.
3. The landscaping requirements are controlled by the provisions of the Parking and
Loading Ordinance, the requirements of the M-P zone and Resolution No. 1923.
Specific landscaping plans will have to be approved by the city but must comply with
the 10-foot setback requirements of Section 4-730.030(2) and other provisions of
the Parking and Loading Ordinance.
4. The Fire Department has required that the applicant provide a secondary access for
emergency vehicles. The applicant may provide a locking gate at the south end of
the subject site to serve this purpose. The locked gate would not serve the site
except on an emergency basis thereby avoiding locating a driveway on the sight-
restricted curve of the West Valley Road.
The applicant could also enter into an agreement with the southerly property owner
but that agreement would have to include provisions preventing the erection of
obstacles between the lots which would impede emergency access from the southerly
site. Whichever method the applicant provides will have to be approved by the Fire
Department.
5. The Police Department will have to approve the location and impact of any exterior
lighting to analyze the effects of such on the traffic using the West Valley Road.
DECISION:
Exhibit #2 is approved subject to the following conditions:
1 . Exterior lighting is subject to review and approval of the Police Department.
2. Emergency access via a secondary entrance, but not to include a second continuously
operating access to the site, shall be subject to review and approval of the Fire
Department.
3. Landscaping which meets at least the minimum requirements of the codes and ordinances
shall be subject to review and approval of the city's landscape architect.
4. Parking shall be provided to meet all office, manufacturing and warehousing
requirements of the city's code and ordinances.

4. Wildlife: The existing vegetation provides very
little habitat suitable for wildlife.

The surrounding properties are presently in transition
from undeveloped pasture land and filled land to commercial

Northern railroad tracks and right-of-way are adjacent
to the east.

1 . The subject proposal is consistent with the land
use element of the Comprehensive Plan and existing
zoning which designate the site as Manufacturing
Park.
2. The applicant proposes to construct four (4) tilt-up
concrete buildings (+106 ,000 square feet) for lease'
consisting of office and warehouse uses on a +6. 36
acre site. The office portion will total approximately
30,500 square feet with the remainder comprised
of warehousing. Parking indicated for the warehousing
use has been provided at the standard for manufacturing
1 space/1000 square feet, Section 4-2208-3A) rather
than warehousing and storage (1 space/15000 square
feet, Section 4-2208-3B) . This measure provides
approximately 23 additional stalls over the 203
required by ordinance. This would allow for possible
conversion to future office use for as much as
46000 square feet additional space. At 2, 065 trips
per 1000 square feet for Office Park use, this
would result in 95 more vehicle trips per day or
approximately a 10% increase over the levels projected
for the subject proposal. Such future potential
should be considered in this site plan review,
particularly regarding the circulation pattern.
3 . As submitted, the proposed site plan conforms generally
to the setback, parking and landscaping requirements
of the M-P zone. A detailed landscape plan will
have to be submitted to the Building Department
for approval to insure compliance with Resolution
1923 for the 2% requirement for wildlife habitat
and the 5% interior landscaping standard for parking
lots of Section 4-2204 -8B (3) of the Parking and
Loading Ordinance.

4 . A pre-construction conference with the Fire Marshall
will be required prior to future building construction.
5. A latecomer ' s agreement for water will apply and
water and sewer plans must be submitted for appoval.
The Utilities Engineering Division also indicates
that a water main extension will be necessary.
In addition, hydrant locations must be approved
by the Fire Department and, a fire flow analysis
will be required.
6. The Police Department advises that outside lighting
be located such that it shines in on the buildings
and that burglar alarms be installed on each building.
7. A Shoreline Management Substantial Development
Permit is required and the proponent has made application.
8. A State Flood Zone Control Permit will be required
for site development.
9. Relative to #4 above, the Fire Department has advised
that the single access provided by the applicant
does not comply with fire code standards. Therefore,
two options are available.
a. Revise the site plan to provide two access
points . and allow traffic circulation around
each building, or
b. Submit evidence of a satisfactory agreement
with the adjacent property owners to the south
