SUBJECT: BOBBY HALSEN SHORT PLAT 092-81
The applicant's consulting engineer, R.P. McKiddy & Associates, has
verbally requested the withdraw of the pending application for short
plat. The applicant wishes to pursue the possibility of vacating
South 17th Place at this time through the City Council and adding
that property to a new proposal .
The Building and Zoning Department would recommend that the Examiner
dismiss the application without prejudice.

The subject site was annexed into the City by Ordinance
1547 of May 24 , 1956. It was rezoned from GS-1 to SR-1
by Ordinance 3534 of May 1 , 1981 .

D. PHYSICAL BACKGROUND:
1 . Topography: The subject site slopes slightly downward
from west to east.
2. Soils : Beausite Gravelly Sandy Loam, 6-15% slopes
BeC) . Permeability is moderately rapid. Available
water capacity is low. Runoff is medium and the
erosion hazard is moderate. The soil is used for
timber and pasture and for urban development.
3. Vegetation: The site is composed principally of
lawn grass and short turf with some blackberries
and other short to medium growth shrubs along the
northerly, easterly and southerly perimeters.
4 . Wildlife: The existing vegetation provides suitable
habitat for birds and small mammals.
5. Water: No surface water was observed on the subject
site (12-4-81 ) .
6. Land Use: An existing single family dwelling is
located on the subject site. Similar uses are
to the north, west, and south. The property to
the east is presently undeveloped.
E. UEIGHBO N'•OOD CHARACTERISTICS:
The surrounding properties are principally single family
residential in nature.
F. PUBLIC SERVICES:
1 . Water and Sewer: A 16" water main and 8" sanitary
sewer are located along Talbot Road South adjacent
to the subject site.
2. Fire Protection: Provided by the City of Renton
Fire Department as per ordinance requirements.
3. Transit : METRO Transit Route No. 155 operates
along Talbot Road South adjacent to the subject
site.
4 . Schools : Talbot Hill Elementary School is approximately
1/4 mile to the southeast of the subject site while
Fred Nelson Middle School is approximately 1 1/4
miles to the east and Renton High School is within
1 1/2 miles to the north.
5. Recreation: Talbot Hill Park is located adjacent
to the Talbot Hill Elementary School.

J. EMI,;A' ril ANTAL ASSESSMENT/THRESHOLD DETERMINATION
Pursuant to the City of Renton ' s Environmental Ordinance
and the State Environmental Policy Act of 1971, as amended,
RCW 43-21C, the subject proposal is exempt from the
threshold determination of enviromnetal significance.

L. PLANNING DEPARTMENT ANALYSIS:
1 . The proposed short plat is compatible with the
existing zoning and Comprehensive Plan designations
of single family for the subject site and surrounding
area.
2. The proposal is compatible with the adjacent single
family residential uses and subdivision patterns
in the vicinity.
3. All of the proposed lots would meet or exceed the
Subdivision Ordinance requirements for size and
frontage.
4 . As submitted by the applicant, the 3-lot proposal
presents some problems. Access via a half-street
is proposed, but the Fire Department notes that
this is unacceptable because it does not provide
a sufficient (45 foot) turning radius for emergency
vehicles. The Traffic Engineering Division also
indicates that platting standards for roadway width
are not met.
5. Regarding #4 above, the Design Engineering Division
advises that 50 foot right-of-way will be required.
Off-site improvements must be installed on S. 17th
Place and Talbot Road South and utility plans are
necessary. In addition, no access to SR-515 is
to be permitted.
6. The applicant plans to serve Lot #3 by a septic
tank drainfield. However, the Building Department
notes that it must be served by a sanitary sewer
as required by Section 9-1108-14A of the Subdivision
Ordinance which mandates that proposed subdivisions
within 1000 ' of an existing public sewer main are
to hook up to such mains. A variance has not
been applied for.

7. Water main installation will be required on S.
19th Street as well as the sewer main as per Utilities
Engineering Division comment.
M. DEPARTMENTAL RECOMMENDATIONS
Based upon the above analysis, it is recommended that
the short plat request as submitted be denied due to
the inability to meet the standards outlined in L-4 .
