REPORT AND DECISION.
APPLICANT: RELIANCE HOMES (Farrell Short Plat)

BUILDING & ZONING The Building & Zoning Department Report was

PUBLIC HEARING: After reviewing the Building and Zoning Departme t
Report, examining available information on file with t e
application, and field checking the property a :1
surrounding area, the Examiner conducted a public heari g
on the subject as follows:
The hearing was opened on November 29, 1983, at 9:00 a.m. in the Council Chambers of t e
Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner.
The following were entered into the rec-'rd:
Exhibit #1: Yellow file containing the application, sta I
report, and other pertinent documer s
relative to posting and publication.
Exhibit #2: Short Plat as presented by the applicant.
Roger Blaylock, Zoning Administrator, presented the staff report. He noted the subject si je
consists of approximately one-half acre on the northeast side of 27th Street; the zoni g
classifaction is single-family residential (R-1) and the Comprehensive Plan designation sho' s
the area as single- family residential. Further, Mr. Blaylock noted the site has previously be n
used as a single-family residence and that the owner desires to remove the existing garage a :i
divide the one existing parcel into two lots. He stated all necessary utilities are available
the site and there are no off-site improvements required for this development.
Mr. Blaylock continued by stating that the project is exempt from SEPA, but that no adver e
effects are seen from the development of this parcel. Also, the lots would comply with t e
width and depth requirements and with the lot width/length ratio of 2-1/2 to 1.
It was noted the Public Works Department advises at the time of construction that a syster s
development charge for both water and sewer be applied.
Mr. Blaylock indicated the staff recommends approval of the requested short plat.

The Examiner called on the applicant or representative for testimony. Responding was:

Mr. Farrell stated he had nothing further to add to the presentation by Mr. Blaylock.
The Examiner called for further testimony in support of the application. There was none.
The Examiner then called for testimony in opposition to the application. There was none.
The Examiner closed the hearing at 9:08 and indicated he would issue his report and decisi a
within 14 days.
FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, t e
Examiner now makes and enters the following:
FINDINGS:
1. The applicant, Reliance Homes, filed a request for approval of a two-lot short plat.
2. The application file containing the application, the State Environmental Policy A t
SEPA) documentation, the Building and Zoning Department Report, and other pertine t
documents, was entered into the record as Exhibit #1.
3. Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21C, 197 ,
as amended), the subject proposal has been determined exempt by the Environment ti
Review Committee (ERC).
4. Plans for the proposal have been reviewed by all city departments affected by the impa, t
of this development.
5. The subject proposal met with no opposition from the public.
6. The subject site is located at 2300 N.E. 27th Street. An existing single-family home a
garage are located on the level lot.
7. The subject site was annexed into the city by Ordinance 3634 in March of 1960. T e
original zoning was redesignated R--1 in 1982.
8. The Comprehensive Plan designates the area in which the subject site is located s
suitable for the development of single-family uses.
9. The applicant proposes dividing the approximately .52 acre subject site into two lots. T e
existing home would be located on Lot 1, while the garage located on Lot 2 would e
removed.
10. The area is predominantly developed with single-family homes. There are some larg r
still undeveloped parcels in the area.
11. Both of the proposed lots will meet the required 75 foot lot width and the minimum 5
foot lot depth.
12. N.E. 27th Street has been previously improved with curbs, sidewalks, street lighting a I
the necessary sewer and water lines.

CONCLUSIONS:
1. The proposed short plat of the subject site appears to serve the public use and intere t..
The division will allow the construction of an additional single-family home in an alre y
developed neighborhood which already has the necessary infrastructure.

The subject site was annexed into the city by Ordinance #1822 of March 22, 1960.
The zoning classification was changed to the R-1 designation with the adoption of
the new zoning map by Ordinance #3634 of June 13, 1982.
D. PHYSICAL BACKGROUND:
1.Topography: The subject site is essentially level.
2. Soils: Indianola Loamy Fine Sand (InC), 30 to 40% slopes. Permeability is
rapid, runoff is slow to medium and the erosion hazard is slight to moderate.
This soil is used for timber and urban development.

a. Water - An eight inch water line extends along N.E. 27th Street
adjacent to the subject site.
b. Sewer - An eight inch sanitary sewer line extends along N.E. 27th
Street adjacent to the subject site.

L. DEPARTMENT ANALYSIS;
1. The applicant is seeking short plat approval of a two lot subdivision of
approximately of .52 acres to locate single family residences.
2. One single family residence is already located on the proposed lot No. 1. This
residence complies with the setback requirements for the front, side and rear
yards. The existing garage which is shown partically on lots No. 1 and No. 2
will be removed and a new garage will be constructed on the proposed lot No.
1.
3.The primary intent is to allow construction of a new single family residence
on the proposed lot No. 2.
4.The proposed short plat complies with the Comprehensive Plan designation of
single family residential and the present zoning classification of R-1,
Residential - Single Family.
5. Both of the proposed lots meet the minimum lot frontage requirements of
seventy-five (75) feet and comply with the depth requirement of a minimum
of eight-five (85) feet.
6.All public improvements have previously been installed along N.E. 27th Street
which include curbs, sidewalks, street lighting and necessary utilities of
sanitary sewer, public water and storm water drainage.
7.All of the departments have recommended approval. The Policy
Development Department advises possible non-conformance with the five
year replat criteria. Review of the property suggests that the property has
been in this configuration for many years and, therefore, comply with the
five year minimum.
The Public Works Department, Utility Division advises that at the time of
construction of the residence on proposed lot No. 2, that the system
development charge for both water and sewer will be applied.
M. DEPARTMENTAL RECOMMENDATION:
Based upon the above analysis, it is recommended that the short plat request, file
Short Plat-073-83, be approved.
