APPLICANT: CITY OF RENTON, DEPARTMENT OF PUBLIC WORK

LOCATION: Located in the northwest corner of the Cedar River Park
east of I-405 and south of the Maple Valley Highway).
SUMMARY 0 REQUEST: Applicant seeks approval of a site plan to allow a muni

BUILDING & ONING The Building & Zoning Department Report was
DEPARTMEN REPORT: received by the Examiner on February 14, 1984.
PUBLIC HEA"ING: After reviewing the Building and Zoning Depart ent
Report, examining available information on file wit the
application, and field checking the property and
surrounding area, the Examiner conducted a public he:ring
on the subject as follows:
The hearing as opened on February 21,. 1984, at 10:30 a.m. in the Council Chambers o the
Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner.
The following exhibits were entered into the record:
Exhibit #1: Yellow file containing the application, taff
report, and other documents pertaini g to
posting and publication.
Exhibit #2: Site plan showing the specific well house
location and roadway.
Exhibit #3: Elevation and floor plan of the proposed
structure.
Roger Blaylock, Zoning Administrator, presented the staff report. He stated the application is
for site plan pproval to allow a municipal water supply well (Well #9) to be located in a P-1
zoned district being the northern corner of the Cedar River Park facility to the east of I 405.
The Compreh nsive Plan designation for the site is recreation and the zoning is P-1. He stated
the proposal ails for a basic structure compatible with others in the Cedar River Park area;
that staff do s not see any major impacts from the development. The ERC has issued a
declaration of non-significance and have required the review of the roadway improvement plans
separately.
The Examine noted he was not reviewing roadway structures at this point; he was m rely
concerned at his hearing with the site plan for the well structure; that the roadway was not an
issue in this h aring.
Mr. Blaylock (further noted the facility would be a three-room structure and that the various
city departments have commented favorably on the proposal. Therefore, the staff recommends
approval of th- Well House #9 proposal as submitted.
The only other person in attendance at the hearing was Bob Bergstrom of the Public orks
Department. r. Bergstrom indicated he had no comments to make regarding the proposal. ,

There being no further testimony offered, the Examiner closed the hearing at 10:35 a.m.
FINDINGS, C o NCLUSIONS & DECISION:
Having revie ed the record In this matter, the Examiner now makes and enters the following:
FINDINGS:
1. The a plicant, City of Renton, Department of Public Works, filed a request for app oval
of a s'te plan for a well%pump house facility in an existing city park.
2. The a plication file containing the application, the State Environmental Policy' Act
SEPA) documentation, the Building & Zoning Department Report, and other pertnent
docu ents, was entered into the record as Exhibit #1.
3. Pursu nt to the City of!Renton's Environmental Ordinance and SEPA, a Declaration of
Non- ignificance has been issued for the subject proposal by the Environmental R=view
Corn ittee (ERC), responsible official.
4. Plans for the proposal have been reviewed by all city departments affected b the
impac of this development.
5. The s bject proposal met with no opposition from the public.
6. The s bject site is located in the northwest corner of the Cedar River Park, just •outh
of the Maple Valley Highway and east of I-405.
7. The s'te is zoned Pi-1 which requires site plan review of any structure proposed. The
Comp ehensive Plan designates the area in which the park is located as suitabl for
recreational uses.
8. The s to utilized by the complex will be approximately 1,000 sq. ft. in area. The
compl x will contain three rooms, the well room, a telemetry room, and a chlorine
proce sing room. Ai road will be extended for the existing northwesterly parking ar=a to
serve he subject site.
An a pansion and modification of the existing road network in,,the park is not nder
revie at this time and is not part of this site plan review.
9. The si a will be automated with periodic maintenance.
10. The b ilding will be designed to match the existing treatment for other park buili ings
locat d on the site and should not be intrusive.
11. The yvell will provide approximately 14% of the city's water supply which is
approximately 1,500 gallons per minute.
CONCLUSIO S:
1. The s bject proposal appears to serve the public use and interest. The construction of
the w-11 house will safeguard the well and its associated equipment for vandalis and
the el-ments, and will be designed to blend with the other facilities in the park.
2. The s all building will not unduly impact the park, but too many non-park relate uses
could infringe on ;recreational values and the city should safeguard against this
event ality.
DECISION:
The site plan s approved.

Pursuant to T tle IV, Section 3015 of the City's Code, request for reconsideration must be filed
in writing on or before March 12, 1984. Any aggrieved person feeling that the decision of the
Examiner is Based on erroneous procedure, errors of law or fact, error in judgment, o the
discovery of ew evidence which could not be reasonably available at the prior hearing may
make a writt-n request for review by the Examiner within fourteen (14) days from the da a of
the Examiner s decision. This request shall set forth the specific errors relied upon by such
appellant, an. the Examiner may, after review of the record, take further action a's he d ems
proper.

An appeal to the City Council is governed by Title IV, Section 3016, which require that such
appeal be fil-d with the Gity Clerk, accompanying a filing fee of $75.00 and meeting ther
specified requirements. Copies of this ordinance are available for inspection or purchase i the
Finance Depa tment, first floor of City Hall.
The Appeara ce of Fairness Doctrine provides that no ex parte (private one-on one)
communicatio s may occur 'concerning land use decisions. This means that parties to a Ian, use
decision may not communicate in private with any decision-maker concerning the pro osal.
Decision-mak-rs in the land use process include both the Hearing Examiner and members of the
City Council.
All communi•ations concerning, the the proposal must be made in public. This Perm' s all
interested pa ties to know the contents of the communication and would allow them to o enly
rebut the evidence. Any 'violation of this doctrine would result in the invalidation o the
request by th- Court.
The Doctrin= applies not only to the initial public hearing but to all Request- for
Reconsideration as well as Appeals to the City Council.

Environ ental Policy LAct of 1971, as amended, RCW 43-21C, a Declaration of
Non-sign ficance was issued on January 25, 1984, by the Environmental Review
Committee. The committee placed a condition on the project which is discussed
below in he Staff Analysis;Section.

L. DEPART ENT ANALYSIS:;
1. Th. applicant, the City of Renton Public Works Department, is requesting
sit: plan approval to construct a new municipal well house, for Well #9,
loc:ted in the northwest corner of the Cedar River Park. Included will be a
rev sion to the internal traffic circulation pattern of the Cedar River Park
2. Th- new well house will be similar to the newer park facilities in design. The
one-story brick building with a metal roof will be approximately 575 square
fee . The structure will have three rooms. The center room is a pump room.
Chlorine is stored and introduced into the water supply in the second room.
Th- third room is used for telemetering, which monitors the integration of
the well's operation, into the total municipal supply system and provides
sec rity for the building.
3. Th: second part of the proposal is the redesign of the internal traffic
ci ulation of the Cedar River Park. A new roadway will be constructed
fro the western end of the parking lot along the Maple Valley Highway to
the access road lying west of the baseball diamond. This road will parallel
I-43 5 just east of the;proposed Well House #9.
4. Th: Environmental Review Committee has issued a Declaration of
No -significance With the condition that the roadway improvement plan is
req ired to be reviewed by the ERC.
5. We 1 #9 is part of tiler overall Comprehensive Water Plan. It will supply
abo t 1,500 gallo s of water per minute or about 14% of the existing system.
6. Va ous City departments have commented favorably on the water supply
por ion of the proposal.
7. Th: relocation o park roadways should be considered separately. The ERC
app oved the concept of access redesign, but it reserved judgment on 'the
fin.1 design.
M. DEPART ENTAL RECOMMENDATION:
Based upon the above analysis, it is recommended that the Hearing Examiner
approve only the Well House, #9 proposal, file number SA-006-84.

Acting as th Responsible Official, the ERC has determined this development does not
have a significant adverse impact on the environment. An EIS is not required under RCW
43.21C.030(2)(c). This decision was made after review by the lead agency of a complete
environmental checklist and other information on file with the lead agency.
Reasons for declaration of environmental non-significance: The subject well will not
adversely impact the environment or adjacent properties and will improve the water
supply system to the City. The following condition has been given by the Environmental
Review Committee to be complied with:
1. When the roadway is redesigned in Cedar River Park, the roadway improvement
plan i required to be reviewed by the Environmental Review Committee.

Introduction The State Environmental Policy. Act of 1971 , Chapter 43.21C, RCW, requires
all state and local governmental agencies to consider environmental values both for their
own actions and when licensing private proposals . The Act also requires that an EIS be
prepared for all major actions significantly affecting the quality of the environment.
The purpose ofthis checklist is to help the agencies involved determine whether or not a
proposal is su h a major action.
