With written response to the three (3) questions outlined below, Clark will be able to accept and process the Shoreline Exemption application. 1) Please address how this work complies with the Trail Master Plan and EIS. - KC Parks to generate a response to this question with specific references to pertinent documents related to this type of work along the rail corridor. 2) Please provide additional information as to the impacts to the ground under and around the trestles and how restoration will occur to these areas upon completion of construction. Also, include information on how staging will occur during construction and any impacts associated to the surrounding area in the way of critical areas and/or the shoreline. - This question is addressed on pages C-2 and C-3 in the Erosion and Sediment Control Notes, Otak to prepare a detailed response to this question. Work under the bridges will be limited to personnel and hand equipment (ladders and hand tools (both bridges) and grinding/welding (Ripley Lane only)) for repair of piles (both bridges) and repair of pile cap beams (Ripley Lane only). Work at the ends of the bridges will include removal of existing rotten timber wing walls and end walls, excavation to a depth of about 1’-2’ for replacing timber back walls and installing precast concrete block wing walls, and grading for access to the tops of the bridges. Work from the top of the bridge will include removal of existing fencing, timber walkway planks, steel railroad tracks and timber railroad ties. Debris platforms can be placed under the bridges, attached to the bridge above the ground, to catch falling debris and limit ground disturbance if required. Silt fence will be used to delineate areas where larger equipment may be used (ends of bridges) and protect downhill areas, including creeks, from surface runoff and sedimentation. Ground will be returned to existing grades. Disturbed areas can be seeded and/or planted as required. 2 3) Provide additional details on the transparency by removing the timbers and replacing them with concrete panels. You had indicated in our last phone conversation that there would still be light trespass associated with the concrete panels, but we would like you to demonstrate that this retrofit will exceed what is currently in place. - In referencing the project drawings the existing width of the bridge deck above the stringers is 14’-4” +/- for both May Creek and Ripley Lane, the new design calls for a 13’-8” bridge deck. The new narrower bridge deck will allow more light to penetrate below. Otak to confirm this as a true statement accounting for the existing railroad tie spacing and opaque walkways. The existing bridge decking consists of 10’ width of timber railroad ties with varying gap between ties of 6”-7” and about 4’-9” width of longitudinally oriented timber plank walkway with a solid non-slip surface. Gaps between the railroad ties allow light to pass through. There are no gaps in the walkway, so light is unable to pass through in that portion. The bridge is relatively narrow and light is able to penetrate completely under the bridge from the sides of the bridge, depending on the time of day and season (surrounding deciduous trees). The new bridge decking consists of 13’-0” wide precast concrete planks with about ¼” gap between the planks. Because the total width of the new decking is less than total width of the existing decking (10’ + 4.75’ = 14.75’), light penetrating from the sides will be lessened. The smaller gap between the new concrete planks compared to the existing gap between timber railroad ties will limit light penetration between the planks. Given the project schedule and our striving to get the construction completed prior to the Seahawks pre-season training session, please prioritize and forward me the necessary responses accordingly in order to get this project permitted for construction. The project documents are being forwarded to King County Procurement for construction bid advertisement in the coming week. KC Procurement has informed us that they will not open any bids unless all applicable permits have been issued. Per the attached schedule, we are striving to get this project completed prior to the Seahawks training camp in mid-July to avoid potential congestion issues as there is limited construction access at the Ripley Lane trestle location. People are already informally using the trail corridor and we must ensure that the bridge rehabilitation work takes place prior to formally opening up the trail for public use. Otak (the project consultant of record) has been coordinating with Mona Davis in getting this project permitted, potentially under an existing Temporary Use Permit issued for the rail removal project which is being completed at this time. There is also the open question of how/if structural review of the proposed deck panels fits into the permitting process as we have not received clarification. Otak has been ready to submit for the permit(s) for a number of weeks now, but has not been able to schedule an intake appointment. Please read through this e-mail chain for reference as to how the permitting issues have evolved with the City of Renton to date. 6 In the interest of moving this project forward, KC Parks would formally request that an intake appointment be set up or direction be given in the submission of the permit application package for review and approval. As for whether a building permit would be required, is the bridge being designed to AASHTO standards or the IBC? I’ve copied our permit specialist, Steve Triplett, as well as the Development Review Engineer, Rohini Nair, to weigh in on the building permit and the need for structural review. Is the County reviewing the structural calculations associated with the bridge work? From my understanding, the work entailed replacing the planks and reinforcing the piles. Bob indicated that the existing substructure will stay in place, but new decking would be installed after the tracks and ties were removed. He was also proposing new fencing to be extended out to the farthest point of the bridge as opposed to the narrow fenced walkway that’s in place now. As we discussed, the Shoreline Exemption permit will take a couple of weeks to process. Hope this helps…thanks! We reviewed your proposed design and have some follow-up questions we’d like further clarification on: 1) Would the new walking surface be expanded to be wider than the existing rail ties? Bob D. 11-02-17: The new surface will be narrower than the wider of the existing ties. The existing surface including the railroad tracks and walkway adjacent to the tracks is about 14 ft. wide. Railroad ties supporting only the tracks are about 9 ft. wide. Roughly every 5th tie is about 16 ft. wide with the additional length to one side of the tracks to support the walkway. The new decking will be either 12’ or 14’ wide (depending on rail connection detail to be determined) and centered on the bridge. 2) Where you’re proposing to place new decking and chain link fencing on both bridges, would this be with the same materials as removed? And would this be in the same location as removed? Bob D. 11-02-17: The removed materials are timber (railroad ties and walkway planks) and steel (railroad tracks, chain link fence and cable rail). New materials will be precast concrete (decking planks) and steel (chain link fence). New decking will be place on the bridge and attached to the same timber support members (stringers). However, the new decking will be centered over the bridge whereas the existing surface is offset (see attached drawings). This additional information would be helpful in determining what permits will be necessary and if this meets the scope of maintenance and repair. Attached are portions of our preliminary design report (narrative portion without appendices – plan sheets previously sent) that describe more about our project. I have also attached a few select pages from the Eastside Rail Corridor Ecosystem Resource Inventory that I have been working from to estimate potential impacts to sensitive areas: Wetland and two small streams at the southern portion of the Ripley Lane trestle and May Creek itself (no wetland) at the May Creek trestle. The plans previously provided indicate all of the repairs anticipated and you can note in our plans the following work in the vicinity of these sensitive areas: · May Creek: Generally, it appears that bents 2-4 are inside the OHW. Work includes the following: o Repair piles 2B, 2D and 3E Repair Work/Equipment: steel banding using hand tools, ladders, people (no motorized equipment) o Removal of existing timber railroad ties, steel railroad tracks, timber walkway planks and chain link fence above the creek. Construction Work/Equipment: Small crane and/or excavator could be positioned adjacent to the bridge as allowed to pick materials from the top of the bridge. Disturbed areas would be limited to within the ERC right of way. Work may be completed from on top of the bridge if needed (not preferred for ease/cost of construction but possible if necessary). o Place new decking and chain link fence. Construction Work/Equipment: Similar to removal work. · Ripley Lane: Generally, it appears that bents 1-12 are within the wetland (WR11 per attached), bents 7-12 parallel the north-south stream (SR6 per attached) and the east-west stream (SR7 per attached) crosses between bents 11 and 12. o Repair pile 2E Repair Work/Equipment: steel banding using hand tools, ladders, people (no motorized equipment) o Repair Cap Beam over Pile 9E Repair Work/Equipment: weld steel plates to web of steel cap beam using hand tools, welder and generator. o Removal of existing timber railroad ties, steel railroad tracks, timber walkway planks and chain link fence above the creek. Construction Work/Equipment: Small crane and/or excavator could be positioned adjacent to the bridge as allowed to pick materials from the top of the bridge. Disturbed areas would be limited to within the ERC right of way. Work may be completed from on top of the bridge if needed (not preferred for ease/cost of construction but possible if necessary). o Place new decking and chain link fence. Parks Jennifer, I was contacted by Robert Bean at the County today. If I understand correctly, someone at the City contacted him and there may have been some confusion about where to get project information (not sure of the details). At any rate, I just wanted to put it out there that anyone at the City can feel free to give me a call or email for information. Robert Bean is the Project Manager at the County and would be a good resource if you need overall ERC information beyond the May Creek and Ripley Lane bridges. He and I are working closely to get the project finished but I have the latest info. regarding the state of the May Creek and Ripley Lane bridge designs. Robert also mentioned that we may only need a building permit because the bridges are inside the ERC right of way.
