EF27712 CASE# 24-10822 OF COLLISION 10/17/24 11:10 OF CbLLI510N NARRATIVE 24-10822 On 10/17/2024 at approximately 1110 hours, I was dispatched to a blocking unknown injury two vehicle collision in the 3200 block of NE Sunset Boulevard, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, 1 asked Dispatch to start the Renton Regional Fire Authority (RRFA) due to heavy mechanism. I confirmed there were no complaints of injury from any of the involved parties requiring immediate medical response at the time of report, however, RRFA conducted a precautionary evaluation of the involved parties. I collected each of the involved party's information and their independent involvement leading up to the collision. The driver of Unit#1 stated he was the sole occupant of his vehicle and that he was traveling eastbound in the 3200 block of NE Sunset Boulevard in lane 1 of 2. The driver of Unit#1 stated he was intending to continue eastbound on NE Sunset Boulevard. The driver of Unit#1 stated he did not realize Unit#2 was circling out wide to make the turn into a private business lot. He stated he was wearing his seatbelt at the time of the collision and was traveling the posted speed limit of 35 MPH. The airbags in Unit#1 did not deploy. Due to the impact, Unit#1's front end was partially underneath Unit#2 and sustained substantial damage. The driver of Unit#2 stated he was the sole occupant of his company vehicle and that he was traveling eastbound in the 3200 block of NE Sunset Boulevard in lane 1 of 2. He stated he had his right turn signal on and was making a wide turn into the parking lot on the south side of NE Sunset Boulevard. As he crossed over lane 2 to lane 1 to position his wide turn, Unit#1 collided into the passenger side of his vehicle in lane 1. The driver of Unit#2 stated he did not see the vehicle approaching and was unable to avoid the collision. Based on my training and experience and after evaluating the damage, it appeared the vehicle was likely traveling faster than the posted speed limit due to the heavy mechanism observed on scene. Based on the above statements, 1 determined that the driver of Unit#1 was the predominant factor for the collision due to not granting the right of way causing a collision. The driver of Unit#1 did not grant the right of way to Unit#2 traveling in the roadway which had the right of way and was already underway. The driver of Unit#1 (Baldwin) was not paying attention to traffic in front of him. Baldwin violated Renton Municipal Code (RMC) 10-12-25-Inattentive Driving which is defined as any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11). I cited the driver of Unit#1 by mail for Inattention as Unit#1 should have given the right of way to any vehicle occupying the same lane of travel he was in and behind. Unit#1 had to be towed due to extensive damage. Unit#2 was able to be driven away without further PAGE 3 OF 5 REPORT NO.
