EF29620 CASE# 24-10979 OF COLLISION 10/22/24 06:01 OF CbLLI510N NARRATIVE 24-10979 On 10/22/2024 at approximately 0601 hours, I, Officer Danilyuk was flagged down for an active blocking and injury collision for a vehicle vs pedestrian at the intersection of S Second ST and Burnett AVE S in the City of Renton, County of King, and the State of Washington. Upon arrival I was getting flagged down by multiple people. I saw a vehicle with damage to the windshield which was stopped in the northbound lane on Burnett Ave S and a pedestrian laying in the intersection. Renton Fire Department and an ambulance was called to the scene to check on the pedestrian. The vehicle involved was a 2023 black Hyundai Elantra (LIC CJN0534) with the registered owner being SHINAUL, MICHAEL ANTHONY (DOB 11-05-1996) verified via WA DOL, who was the driver and sole occupant of the vehicle. The pedestrian involved who was later identified as JACOB, MADINANGUE (DOB 01-01-1969) via WA DOL. Both subjects were verified via WA DOL and came back clear. The vehicle was ran and came back clear and to the registered owner and driver Shinaul. Upon speaking to the involved pedestrian, he gave me permission to grab his wallet and take out the ID card to identify him. He was not able to speak more than that. Pedestrian Madinangue had blood on his face, and it was unclear if there was a primary laceration or a combination of multiple that were bleeding but there was a notable amount of blood around his face and forehead. When speaking to the driver, Shinaul, he stated he was driving northbound on Burnett AVE S and did not see the pedestrian as no ped-cross lights were on. It was generally dark and only noticed the pedestrian crossing at the last moment and struck the pedestrian with his vehicle. Shinaul provided appropriate documentation and insurance which was added in the case. Renton Fire Department advised that Madinangue was to be taken to Harborview medical center for his injuries and so Madinangue left the scene without the exchange of information or case number as he was not in a condition to receive or understand the documentation. Officer Mello took pictures of the scene and vehicle involved and will be uploading all pictures taken onto AXON. Officer Mello also spoke to a witness who identified himself as BUCHANAN, MERLE ARMSTEAD (DOB 05-29-1950) verified via WA DOL. Buchanan also stated seeing the pedestrian crossing the street and the vehicle which was traveling northbound did not notice him resulting in the collision. Detective Edwards was able to access the video footage from the transit center live feed that has since been uploaded to this case. The video clearly shows the involved vehicle traveling northbound on Burnett AVE S and the pedestrian crossing. The vehicle collides with the pedestrian and the pedestrian lands ahead of the vehicle after making contact with the windshield. Shinaul stated he did not need a tow and chose to move his car to the east most side of the northbound lane stating he is calling his own company of choice to tow the vehicle. Shinaul was provided with the case number. Madinangue was transported to Harborview medical center. I later contacted Harborview medical center and got in contact with Madinangue's care team and provided them with the case number to attach to his file. They stated they understood and will provide that case number to him. This concludes my involvement with this case. My involvement in this case was captured on my department-issued Axon body camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized.
