DESCRIPTION: The applicant is requesting approval of a Routine Vegetation Management Permit
to mitigate for eight trees removed without a tree removal permit (Code Violation
Case CODE16-000816). The property is located at 16927 114th Avenue SE
(parcel number 292305-9013) and is approximately 7,767 square feet in size
within the Residential-8 units per acre (R-8) zone. There are no critical areas on
or near the subject lot. There is an existing single-family residence on site. The
City's arborist, Terry Flatley, inspected the front yard of the property initially on
December 28, 2016 and reported four trees had been cut, one being a landmark
tree measuring 31 inches. After further discussions with the applicant, City staff
learned that additional trees had also been cut in the back yard and the City
arborist conducted an additional inspection on March 29, 2017. It was noted the
significant trees removed without a permit consisted of cedar, fir, spruce, pine, and
oak within the property boundaries; a Big Leaf Maple was removed in the
right-of-way (Exhibit 1). The applicant's arborist, Thomas Quigley, ISA Certified
Arborist, prepared an arborist report dated January 10, 2018 (Exhibit 2). In
addition, a replanting plan was submitted to replace 31 inches for the landmark
tree removed by proposing 14 replacement trees (28 inches) to be replanted on
site, as well as providing for a street tree replacement. All proposed trees meet
the minimum size requirements outlined in the City's Landscaping Regulations
(RMC 4-4-070). As the owner cannot meet the 1:1 mitigation to fit enough trees
on his lot, he has agreed to pay a fee-in-lieu of $215.00 per inch for a total of
$645.00. Upon meeting the conditions of approval, the Routine Vegetation
Management Permit resolves code case number CODE16-000816.
EXPIRATION DATE: March 6, 2019
GENERAL REVIEW CRITERIA 4-9-195D4:
YES The lot shall comply with minimum tree density requirements pursuant to
RMC 4-4-130, Tree Retention and Land Clearing Regulations.

Comments: Tree density requires 4 trees on this size lot; 6 significant trees were retained on the
site in addition to the 14 new trees being replanted.

YES 2.The land clearing and tree removal shall be consistent with restrictions for
critical areas,pursuant to RMC 4-4-130,Tree Retention and Land Clearing
Regulations,and RMC 4-3-050,Critical Areas Regulations.
Comments:There are no critical areas on the property.
YES 3.Removal of a landmark tree shall meet the review criteria for removal of a
landmark tree,pursuant to RMC 4-4-1 30,Tree Retention and Land
Clearing Regulations.
Comments:A landmark tree was removed and is being mitigated for at a 1:1 ratio through
replanting and fee-in-lieu.
YES 4.Street frontage and parking lot trees and landscaping shall be preserved,
unless otherwise approved by the Administrator.
Comments:In addition to the new street tree,new trees are provided along the street frontage.
YES 5.The land clearing and tree removal shall not remove any landscaping or
protected trees required as part of a land development permit.
YES 6.The land clearing and tree removal shall maintain visual screening and
buffering between land uses of differing intensity,consistent with
applicable landscaping and setback provisions

hazardous condition,such as increased potential for blowdown,pest

removing trees and other vegetation from a lot.
DECISION:The Dang RVMP Routine Vegetation Management Permit is Approved with Conditions*.
*CONDITIONS OF APPROVAL:
1)Replanting must comply with the Landscape and Replanting Plan (Exhibit 3)and occur no later than May 15,
2018.
2)The applicant is required to pay a fee-in-lieu of $215.00 per inch for a total of $645.00 within 30 days of this
permit approval.
3)Upon installation of the replacement trees,the owner shall contact the Current Planning Project Manager to
schedule an inspection to finalize the permit approval and close the code violation case file.

Appeals of permit issuance must be filed in writing on or before 5:00 p.m.on March 20,2018,together with the
required fee with:Hearing Examiner,City of Renton,1055 South Grady Way,Renton,WA 98057.Appeals to the
Examiner are governed by RMC 4-8-110 and more information regarding the appeal process may be obtained from
the Renton City Clerk’s Office,425-430-6510.

Reconsideration: Within 14 days of the decision date, any party may request that the decision be reopened by the
approval body. The approval body may modify his decision if material evidence not readily discoverable prior to the
original decision is found or if he finds there was misrepresentation of fact. After review of the reconsideration
request, if the approval body finds sufficient evidence to amend the original decision, there will be no further extension
of the appeal period. Any person wishing to take further action must file a formal appeal within the 14-day appeal
time frame.
Expiration: The Routine Vegetation Management Permit shall be valid for one year from the date of issuance. An
extension may be granted by the Planning Division for a period of one year upon application by the property owner or
manager. Application for such an extension must be made at least thirty (30) days in advance of the expiration of the
original permit and shall include a statement of justification for the extension.

NARRATIVE
Scope of Work
You have asked me to assist you with the preparation of a Routine Vegetation Management
report associated with code enforcement action following the removal of certain trees at the
above referenced site.
Methodology
The methods used for this assessment are as outlined in Tree Risk Assessment by
Julian Dunster and as adopted by the International Society of Arboriculture (ISA). The end goal
of most assessments is to provide the owner or manager of the tree(s) with factual information,
enabling them to make decisions about the management of the tree(s). While the purpose of
this report is not tree risk assessment specifically, the overall site assessment utilizes the
principals of risk assessment.
In this case, certain trees were removed without permit and you have been directed to plant
replacement trees on-site or to mitigate in other ways.
Existing trees were tagged with a metal numbered tag for future reference. The stumps of
recently cut trees were also tagged for reference.
Findings and Observations
I first visited the site June 10th 2017. I noted six (6) trees located on the site with an additional
five (5) recently cut stumps. The six remaining trees were assessed to be in ‘Fair’ to ‘Good’
condition. Tree #64 and #65 have missing foliage as a result of the foliage of nearby trees that
were removed. These defoliated areas may regenerate new growth but it will be slow and take
many years.
Considerations
You have provided a list of the species, quantity, and replanting location of the replacement
trees. This information is as detailed in the Tree Retention and Replanting plan dated 1/9/2018
and as submitted together with this written report.
The replacement trees and the replanting thereof should conform to the standards detailed in
Renton Municipal Code.
Conclusions
I have reviewed the Tree Retention and Replanting Plan dated 1/9/2018. The planting locations
detailed on said site plan should be considered as a guideline. Actual planting locations might
be dictated by actual on-site location of existing stumps or other hardscape elements.
