General Comments: We have lived in our home at the end of NE 22ND Street
for more than 40 years. During this time the City of Renton paved the original
gravel road and installed a storm water catch basin to deal with the rain runoff
that previously collected in my yard. Once the pavement was installed,
ourselves as well as all the homes on NE 22ND Street, landscaped or made
improvements in the right of way as the City indicated no intention of making
additional changes. This position was again affirmed when the City rejected a
proposal to extend NE 22ND St up the hill to the southwest connecting with a
new subdivision being built in that area. This status quo has existed since that
time. In principle we do not object to the new home being built in this
location. But we would like to limit the impact to NE 22ND Street and the
homes at the end of the street. As purposed in the current documents and
drawings there seems to be regulatory requirements that seem unnecessary
to accomplish this project in a cost effective way for the developer as well as
limited adjacent property impact. Traffic Hammerhead Emergency Access: We
support the developers waiver request for using an automatic fire suppression
system for the new home in lue of the hammerhead installation. During the
time we have lived here there have been multiple occasions for the Renton
Fire Department to access the street at the dead end. The current paved area
at the end of the street had not seemed to limit their access. The current
paved area is much bigger than shown on City maps. Impact to existing utilities
that is being required will be expensive as it involves the PSE Electrical Utility
Pole and an underground telephone pedestal that would be required to be
relocated. The pole relocation would require change to the electrical services
to my home as well as the neighbor to my east as both homes are fed by this

pole. This new pavement would have a significant impact to the driveway of
the garage located directly across the street from my driveway. That
homeowner has invested a great deal of money in improving this area. An
additional issue with the impact to this driveway could be the impact on the
roots of a long established fir tree alongside the driveway. It is also my
understanding that this hammerhead would eliminate all on street parking in
front of my property as well as the home across the street. This would have a
significant negative impact to both our homes. Stormwater Runoff: The catch
basin located at the edge of the pavement in front of my home is the only
catch basin that collects and drains rain and snow water for the entire street.
The next closest catch basin is located at the other end of NE 22ND Street at
the intersection with Edmonds Ave NE. This catch basin is at the top the grade
and provides no drainage to our street. At the time the road was paved by the
City the edges of the pavement were raised to help collect and chanel the
water to the new catch basin. I would request that any changes to the
pavement would continue to maintain the efficient management of rainwater.
Tree Removal: This is more of a comment but the plans currently show the
removal of most of the big trees on the southeast corner of the new home's
lot. I see in the supporting documents that this is allowed under some type of
a "calculation" in the document. While this may meet a "calculation" the visual
impact of this removal will be significant. Location of the New Home's
Driveway onto NE 22ND Street: The pavement on NE 22ND Street ends
approximately 20 feet from the property line where the access is needed.
Over the years this unpaved area has been landscaped by myself and the
homeowner across the street. The current driveway requirements would be
for a 16 foot driveway offset from that properties south property line by a 5
foot setback requirement. If this setback could be reduced it would reduce the
impact in front of my home and I am guessing it would be a cost savings to the
developer as well. Closing Comments: As this project moves forward I do have
some things I would like to be considered. 1. We do not oppose this new
home being built and accessing NE 22ND ST but we would like it done in such
a way as to limit the impact to the existing neighborhood. I am sure the
developer would prefer to not have to make significant changes that we feel
would not improve our existing neighborhood or improve emergency vehicle
access. 2. We need stormwater runoff controls to be maintained to prevent
the flooding that occured prior to the pavement improvements. I am sure this
can be done in the design and installation of any new pavement. 3. We
support the developer's request for waiver for the hammerhead
improvements. We do not feel this would do anything to improve emergency
access to our home but would cause significant impact to the neighborhood.
4. In the event that the Power and Telecommunications infrastructure need to
be impacted the costs of moving the utilities and maintaining services to
impacted homes on NE 22ND ST be paid as part of the street improvements
that require it and not by the impacted homeowners. 5. Asking for options be
considered to allow the new property driveway to be moved as far south as

possible to reduce impact to the right of way across the front of my property. I
would request that any new pavement across the front of my property to be
paved evenly across the front of the property to give the pavement a finished
look between my lawn and the pavement. 6. I would request that the
homeowners on NE 22ND ST be able to meet with City of Renton
representatives onsite to gain a better understanding of how this project will
look moving forward. While the plans do provide an idea a conversation would
be very helpful. Thank you for the opportunity to make comments on this
project and I am looking forward to discussing potential mitigation of my
concerns as this project moves forward.
