EF14466 CASE# 24-9327 OFCOLLISION 09/05/24 06:55 OF COLLISION�isi©�u NARRATIVE On September 5, 2024, at approximately 0655 hours, Officer Long reported that she was involved in a non-injury and blocking vehicle collision at 1820 Maple Valley Hwy, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, I was advised by officers that the front passenger inside unit 1 needed a medical evaluation. Although the passenger did not claim any injuries, 1 was told this was requested by officers as a precaution due to back injuries she sustained in a prior collision. I was able to collect each involved party's information and a summary of the events leading up to the collision. Officer Singer approached me first and stated he had video footage of the collision. He stated that a Tesla exiting 1405 North was following unit 1. As they entered Maple Valley Hwy, the Tesla's video cameras captured unit 1 making an improper lane change. Unit 1 was seen cutting off a white sedan that was going eastbound in the number 1 lane. Subsequently after, he merged left again and failed to notice the patrol vehicle in the number 2 lane. Unit 1 sideswiped the patrol vehicle, causing moderate damage to both vehicles and disabling unit 1. I spoke with Officer Long and she said she was going eastbound on Maple Valley Hwy in the number 2 lane. As she approached the traffic signal that turns left into the Best Western, she was struck on her passenger side by unit 1. Officer Long stated she was surprised when impacted, and mentioned she never saw the vehicle. I then spoke with the driver of unit 1. He did not speak much, but I explained what I saw on video and he just nodded his head up and down. Officer Singer attached the video on Axon and refer to Officer Long's supplemental report for further information. Officer Singer also spoke with a witness named Brandon Cunningham who explained a similar story as what was seen on video. Based on the statements and video, I determined that the Driver, Ricardo Limon-Hernandez, of Unit 1 is the proximate cause for the cause of collision as they violated RCW 46.61.140(1) which states that a vehicle shall be driven as nearly as practicable entirely within a single lane and shall not be moved from such lane until the driver has first ascertained that such movement can be made with safety. Ricardo made a lane change into Unit#2's lane of travel which she had the right of way and was underway. Ricardo did not ensure that traffic in lane 2 of 2 was clear of hazard before making the unsafe lane change. I gave Ricardo a verbal warning for Improper Lane Usage causing a collision.
