Description of Proposal: Renton School District (RSD) is proposing site and building
improvements at the Hazen High School campus including the addition of a 500 square foot
security vestibule near the existing main entrance, seismic upgrades, water heating system
upgrades, replacement of the existing HVAC system, re-roofing of the main building, renovation
of classrooms, commons and library, fencing, and various other interior improvements. Exterior
improvements include a below grade electrical vault, the installation of synthetic turf and field
lighting for a baseball and multipurpose field. The District is also proposing to install an
underground geothermal heating system. An existing 10,000-gallon underground storage tank
will be abandoned in place in accordance with Dept. of Ecology requirements.

Public and Agency Comments: This SEPA Threshold Determination is based on the public
record, including comments from agencies, tribes, property owners, and other interested parties
via mailings, publications and postings conducted by RSD. RSD issued notice of the SEPA
Checklist for comment on September 19, 2024 requesting the submittal of comments by October
3, 2024. Comments were received from Department of Ecology, Department of Archaeology and
Historic Preservation and the Duwamish Tribe. They have been integrated into the findings and
mitigation measures.

FINDINGS OF FACT:
1. Earth - The high school campus is approximately 33.3 acres in size and relatively flat, with
some slopes (15-25%) on the perimeter. This proposal will add 25.7% additional impervious
surfaces, mostly due to the addition of synthetic turf to some of the athletic fields. There will
be approximately 8,500 CY of cut and 1,200 CY of fill. RSD will also be installing a
geothermal heating system under the surface level, the earth work for that portion of the
project is not included in these calculations. Both a TESC plan and a Geotechnical Report
have been prepared. The recommendations within the Geotechnical Report shall be
followed.
2. Air – Best Management Practices will be employed to minimize dust-related emissions
during construction. After construction, no additional emissions to air are anticipated to result
from the proposal.
3. Water – There are no surface water bodies on the site. Stormwater design is based on the
requirements of the 2022 City of Renton Water Design Manual. Best Management practices
will be implemented.
4. Plants – The natural turf in the ball fields will be removed. The ball fields will receive new
synthetic turf for the proposal. Per the Duwamish Tribe’s recommendation, only native
plantings will be used in new landscaping.
5. Environmental Health – In 2011, a leaking 12,000-gallon heating oil underground storage
tank (UST) was removed and replaced with a 10,000-gallon diesel UST. Subsequent
investigations and remedial actions were carried out to assess and address the soil and
groundwater conditions. The site remains listed by Ecology with an “awaiting cleanup”
status due to incomplete characterization of the site, particularly, related to groundwater. The
UST will be abandoned in place. The timing of future soil and/or groundwater cleanup is
undetermined. The interior of the building is known to contain asbestos, PCBs, lead-
containing paint and mercury-containing light bulbs. All these materials will be removed or
remediated in accordance with federal, state and local regulations. Dept. of Ecology, Puget
Sound Clean Air Agency and/or Washington State Department of Labor & Industries will be
applied as necessary.
6. Noise – Temporary, short term noise impacts will occur typical of construction activity.
Construction is anticipated to occur during the summer months of 2025 and between the
hours of 7:00 am and 5:00 pm. Otherwise, school-related noise will be similar as existing.
Noise typically heard during summer evenings from field use will also be audible during
winter evenings due to extended hours for field use.
7. Land and Shoreline Use – The current use of the site is the existing Hazen High School.
Adjacent uses are largely residential; there is a church to the south and playfields to the west.
The use will not change as a result of the proposal, nor will the proposal increase impacts to
nearby or adjacent properties. The site is not within a critical area or the vicinity of a
shoreline of the state. No increase in staffing or enrollment is anticipated.
8. Aesthetics – This proposal includes new field lighting with poles that will vary from 60 to 80
feet in height.

9. Light and Glare – No safety hazards or light or glare impacts are anticipated from the
proposed field lighting. The lighting has been carefully designed to reduce lightspill to
adjacent neighborhoods. New LED fixtures will be full cut-off type and shielded. The lights
will be turned off each evening prior to 10 pm.
10. Recreation – The proposal will extend use of the ball fields later in the evenings during the
dark and wet season, which will enhance the athletic and recreational uses for the school.
11. Historic and cultural preservation –The site is modeled as being of moderately low risk for
discovery of artifacts. There will be an inadvertent discovery plan in place during
construction at the request of the Duwamish Tribe and the Department of Archaeology and
Historic Preservation (DAHP). Per the Duwamish Tribe’s recommendation, only native
plantings will be used in new landscaping.
12. Transportation – Frontage improvements to be made include targeted ADA improvements
and crossing upgrades along Hoquiam Ave NE and upgrades to a portion of NE 10th Street,
including a new sidewalk. The proposal is not expected to affect traffic levels. Peak volumes
would continue to occur in the morning and afternoon around bell times.
THRESHOLD DETERMINATION: In reaching the Threshold Determination, the
Responsible Official reviewed the completed environmental checklist, environmental
information on file with RSD, City of Renton, and public/agency comments, relying on the
information therein to exercise substantive authority under the Washington State Environmental
Policy Act, pursuant to RCW 43.21C.060. This Determination of Nonsignificance (DNS) is
issued under the Washington Administrative Code (WAC) 197-11-340 and pursuant to the
criteria and procedures of WAC 197-11-300 through 197-11-340 and 197-11-390. The
Responsible Official has determined that the proposal does not have a probable significant
adverse impact with adherence to local, state, and federal regulations.
1. An Inadvertent Discovery Plan shall be implemented during all ground disturbing
activity. If any cultural resources surveys or archaeological investigations occur, the
Duwamish and Muckleshoot Tribe shall be notified in advance.
2. Project will utilize only native plant species in all areas feasible. If necessary, based upon
project limitations, beneficial climate adapted drought tolerant species suitable for the
Pacific Northwest region will be selected.
3. Field lights shall be turned off by 10:00 PM each evening.
4. The recommendations provided in the Sept. 2024 UST Closure Report prepared by PBS
Engineering and Environmental LLC shall be followed for the UST abandonment.
5. Removal or abatement of hazardous building materials shall be completed following the
recommendation provided in the PBS Hazardous Materials Survey Report. Any
asbestos-containing materials that would be affected by demolition shall be abated in
accordance with the applicable local, state and federal regulations. Any construction
work impacting lead-containing paint will be performed according to Washington State
Department of Labor & Industries regulations. Any fluorescent lights will be carefully
recycled or disposed of in accordance with L&I regulations.

6.If during construction,soils are found to be contaminated with arsenic,lead,or other
contaminants,extra precaution will be taken to avoid escaping dust,soil,erosion,and
water pollution during grading and site construction.Contaminated soils generated during
site construction shall be managed and disposed of in accordance with state and local
regulations,including the Solid Waste Handling Standards regulation (WAC Chapter
173-350)
7.Allimported fill must be clean fill utilizing an approved source.
8.A Construction General Stormwater permit,if required,is to be obtained prior to
clearing,grading,or excavation activities.
The lead agency will not act on this proposal for 14 days from issue date (issue date:October 28,
2024).Comments must be submitted by 5:00 pm on November 11,2024.Comments can be
mailed or emailed to the address listed above.There is no agency appeal of this DNS;appeals
are governed by RCW 43.21C.075.
