EF32087 CASE# 24-10974 OFCOLISION 10/21/2422:20 OF COLLISION NARRATIVE During this incident, I was equipped with a body-worn camera, which records both audio and video. Portions of this incident were recorded. This report is merely a summary of the incident and is not intended to be an exact transcription of the entire investigation or what may have been captured with the recording system. On 10/21/2024, 1 was assigned to District 12 as the, 3R12. At approximately 2252 hours I was dispatched to a hit and run in the parking lot of FORTUNE POKER 3650 EAST VALLEY RD. This is located in the city of Renton, the county of King, and the state of Washington. Unit 1- WA/C22666U Unit 2- NY/KJJ1458 Driver of Unit 1- PARKER BATES Owner of Unit 2- SIYI YANG Other involved/Security - COLLINS Other involved/Poker Manager- David Mesa I arrived on scene and was contacted by the security officer, Collins. Collins stated that security had just kicked a male out for calling other customers names. This male then got into the driver's seat of his truck and while pulling out of his parking space hit the front end of Unit 2. Collins describe this male as a white male approximately 20-30 years old, with blue eyes and was wearing a green hoodie. I reviewed the camera footage. In this footage, you can clearly see a male with a green hoodie walk out of the casino and get into the driver's seat of a white Ford F150, Unit 1, that was parked on the North side of the parking lot. In the footage, you can see Unit 1 pulling out of the parking spot while turning right. Unit 1 turned too sharp and hit the front left side of Unit 2 with the passenger side of Unit 1. Unit 1 can then be seen driving away without stopping. Mesa stated that the male used a card with the name PARKER BATES while he was there. I was able to pull the plate from the footage of the fleeing vehicle WA/C22666U. WA/C22666U is registered to PARKER BATES. I ran Bates through DOL and his photo matched the description provided via Collins and the video provided by Mesa. I sent David Mesa a link to Evidence.com to upload the footage. The footage has been uploaded. I spoke to the owner of unit 2 and she stated she wanted to be a victim and assist in prosecution. Based on the above information I Cited Bates with R.C.W 46.52.010.2.0 Hit and Run unattended complicity. At this time Sector does not give the option to Charge R.C.W 46.52.010 Hit and Run unattended.
