If digging work in the parking lot requires disturbance of a structural, large/main root(s) of trees, would the tree possibly need to come down? i. The City Arborist has inspected these Honey Locust trees and reviewed the plans and does not expect issues with these trees. However, during construction the Arborist is available to come out quickly to evaluate issues if they come up and provide recommendations. If the City decided a tree should be removed, this would be considered an addition and handled through the change order process. Addendum A Item No. 1 November 12, 2024 11/12/2024 MEMORANDUM #1 DATE: November 12, 2024 TO: Potential Bidders CC: Dean Koonts, HBB Landscape Architecture FROM: Betsy Severtsen, RLA, ASLA - Capital Projects Coordinator SUBJECT: Bidder Questions & Responses #1 - Talbot Hill Reservoir Park Improvements 1. Bidder Question:  I was going over these plans and found more asphalt than the bid item calls for. For the parking lot I found 1682 sqft, and at 4" that is 40 tons. For the pedestrian path I found 1171 sqft, and at 2" is 14 tons. Total tonnage found was 54 tons. 33 more than the bid item says. Can you tell me if my numbers are off or maybe that I am including areas that don’t need to be paved? Response  Thank you for calling this out. The Bid Form will be revised via Addendum A to reflect the correct quantities as follows: o A-8: Crushed Surfacing Top Course: Current: 20 TONS, will be revised to 71 TONS o A-9: HMA CL. 3/8 IN PG58H-22: Current: 21 TONS, will be revised to 57 TONS 2. City of Renton Parks and Recreation Department Addendum A Item No. 2 November 12, 2024 11/12/2024 3. Bidder Question  Is it possible to postpone this bid, preferably by one week? Response  The bid date schedule will remain as advertised as of this Addendum A. If a major change or revision to the bid documents is issued in a future Addenda that justify an extension, the City will shift the date accordingly. 4. Bidder Question  It is somewhat unclear of the bridge width desired. Drawing No. L.02 shows 6’-0” total outside width x 30’ span. Appendix C of project plans with Mantle’s proposal states 6’-0” clear width x 30’ span. Response  Appendix C as well as Note 5 on Drawing No F.05 are correct, stating: 6’-0” clear width x 30’ span.  The 6’-0” width dimension on Drawing No. L.02, is clarified to be 6’-0” clear width between handrails. 5. Bidder Question  Is there a geo-technical report and/or a soils report available for this project? Response  While this project does not have an associated geotechnical/soils report, an Engineering Geology Report from 2006 associated with the Generator Building development, and Soils Data from the Reservoir development in 1975 is available and will be issued with Addendum A. ACCEPTABLE BASE SPECIFICATION The success of the all-weather characteristics of resurfacing is dependent on a sound base (with good drainage) and asphalt or concrete meeting the requirements of American Sports Builders Association. Surface variation should not exceed 1/8 inch in ten feet when measured in any direction with a straightedge and a slope of 1 inch in 10 feet, all in one plane. Surfaces should be properly sloped for good drainage, and free from cracks. New Concrete- CSS requires a minimum cure time of 28 days on new concrete. Concrete must have vapor barrier installed below the slab to prevent moisture transmission. Concrete should have a medium-broom finish to allow for proper adhesion. Absolutely no concrete curing compounds may be used. Lightweight concrete is not an acceptable substrate. If water-proofing products are installed on the concrete, the supplier needs to guarantee that their system is compatible with acrylic coatings. CONCRETE PREPARATION New concrete must be acid-etched with either phosphoric, muriatic acid and must be thoroughly rinsed to remove laitance and salt and to reduce alkalinity. California Concrete Preparer is a self-neutralizing alternative. California Ti-Coat Epoxy should be installed as an adhesion promoter prior to the Acrylic Resurfacer. Ti-Coat Part ‘A’ Ti-Coat Part ‘B’ Equal parts Equal parts Let mix stand for 20 minutes prior to application. Coverage rate is approximately 300-400 square feet per gallon (28-37 m2/gal)per coat, depending on the porosity of the surface. Use a short nap phenolic core roller. Apply a thin, wet coat. Be careful to remove any fat spots. Use all mixed material within 4 hours. Ti-Coat will dry within three hours of the application. Acrylic Resurfacer applied within one to three hours of the application of Ti-Coat, while still tacky to the fingertip touch will provide maximum adhesion. Ti-Coat will dry faster on a hot day and slower on a cool day, but in all cases Acrylic Resurfacer must be applied the same day. Existing Courts- Should be free of dirt, debris and any blistering or delamination of the existing coatings. Surface should be cleaned and pressure-washed to remove any loose coatings or contaminants. Any depressions or low spots should be repaired to bring the court to proper uniformity. WEATHER LIMITATIONS No part of the installation shall be conducted during rainfall, or when rainfall is imminent. The air and surface temperature must be a minimum of 50°F (10°C) and rising. Do not apply when surface temperature is above 140°F (60°C). COURT PATCHING - The surface to be coated must be sound, smooth, and free from dust, dirt or oily materials. Prior to the application of surfacing materials, the entire surface should be flooded and left in direct sunlight for one hour under ideal conditions and checked for minor depressions or irregularities. Any puddled area that exceeds 1/8 inch in depth shall be marked and repaired with Court Patch Binder using the following mix: Addendum A Item No. 4 November 12, 2024 PAGE 2 – REVISED 10.8.19 100 lbs. (45kg) of 60-80 mesh silica sand (dry) 3 gallons (10L) Court Patch Binder 12-24 lbs. (5.5-11 kg) dry Portland Cement (depending on humidity and temperature) Tack coat consisting of 1-part Court Patch Binder and 2 parts water shall be applied to the patch areas and allowed to dry thoroughly prior to patching. After patching, the surface shall not vary more than 1/8 inch in ten feet measured in any direction. Edges of the patch should be sanded down, as necessary, to avoid ridges. CRACK FILLING California Crack Filler may be applied by hand trowel or small broad knife to force crack filler into cracks. Do not dilute. Cracks need to be cleaned and free of moisture. Will not prevent the reappearance of cracks in the substrate. ACRYLIC RESURFACER In order to provide a uniform, textured surface for the Plexipave system, Acrylic Resurfacer shall be applied to obtain a coverage rate of .05-.07 gallons per square yard (.16-.22 liters per square meter) per coat, prior to any dilution. On new or rough asphalt, a second coat may be necessary. No application shall be covered by a succeeding application until thoroughly cured. Dilution with water and sand is required utilizing the following mix ratio: Acrylic Resurfacer Sand 40-60 mesh Mix Clean, potable Water Mix 18 gallons 225-250 5 minutes or until uniform 8-12 gals 5 mins or until uniform Mix should not sit more than 20 minutes prior to application. Cure time is approximately 2-4 hours under ideal conditions. Liquid Yield 37-46 gallons (141-177L) Application methods: • Use a 50-70 durometer rubber squeegee to level material across the court. • After initial pour, acrylics should not be poured onto dry surface. Pour additional materials into existing wet windrow. • Care should be taken not to leave ridges where adjoining applications overlap. • Under hot conditions, application is improved by keeping surface damp with a fine mist water spray. Do not allow water to puddle. FORTIFIED PLEXIPAVE (FIELD-MIXED) Fortified Plexipave shall be applied to a clean, dry surface in a minimum of 2 applications to obtain a total quantity of not less than .10 gallons per square yard (.32 liters per square meter), prior to any dilution. No application shall be covered by a succeeding application until thoroughly cured. Plexichrome Color Base Mix Clean, potable Water Mix 10 gallons 15 gallons 5 minutes or until uniform 10 gallons 5 mins or until uniform Mix should not sit more than 20 minutes prior to application. Cure time is roughly 4 hours under ideal conditions. Liquid Yield 35 gallons (133L) The diluted material shall be homogenous. The finished surface shall have a uniform appearance. Addendum A Item No. 4 November 12, 2024 PAGE 3 – REVISED 10.8.19 PLAYING LINES – Four hours minimum after completion of the color resurfacing, the appropriate line markings for the desired sport shall be accurately located, marked, and painted with California Line Paint as specified. For cleaner, sharper line markings, it is recommended that the masking tape be sealed with either Line Rite or undiluted Plexichrome, prior to the application of the Line Paint. Allow finished surface to cure a minimum of 24 hours before opening surface to use. LIMITATIONS Will not prevent surface or structural cracks from occurring or reoccurring Will not prevent metal or organic staining if there are contaminants in the subsurface. Do not allow product to freeze. Do not store in direct sunlight. Indoor applications will require a minimum constant temperature of 70°F (21°C) and proper air ventilation. Addendum A Item No. 4 November 12, 2024 WIPE-OUT® STAIN BLOCKER Wipe-Out Stain Blocker is a concentrated acrylic latex stain blocking primer that provides exceptional adhesion and stain blocking properties as a preparation for the installation of athletic surfaces. Wipe-Out is intended to impede the migration of most bleeding stains on new asphalt or concrete surfaces, as well as existing acrylic surfaces. In some parts of the country, the crushed stone aggregate used in asphalt may contain iron or other contaminants. It is impossible to obtain a guarantee from an asphalt producer or supplier against the presence of this material, particularly if its source has a history of providing aggregates containing iron. Also, since a producer’s source of aggregate may vary from time to time, it is impossible to predict whether a particular batch of asphalt will contain iron or to rely on the fact that the asphalt from a given producer or supplier has not contained iron in the past. Therefore, this condition is beyond the control of the contractor and the contractor cannot assume responsibility. In areas where this occurs, it will affect all local contractors equally. If iron is present, it may oxidize, forming rust spots or streaks in the surface of the court. These spots or streaks, while unsightly, will not affect play or shorten the useful life of the court. Wipe-Out Stain Blocker, applied over new or existing asphalt or concrete, or previously coated surfaces, will inhibit the transmission of stains through your surface and should be used on any court where iron pyrites or other contaminants may be present. Installer shall be regularly engaged in construction and surfacing of acrylic tennis courts, play courts or similar surfaces. B. Installer shall be an Authorized Applicator of the specified surface system. C. Installer shall be a builder member of the ASBA. 1.7 MANUFACTURER QUALIFICATIONS A. System manufacturer shall provide documentation that the surface to be installed has been classified by the ITF as a medium pace surface. B. System manufacturer shall be a US owned company. C. PART 2 PRODUCTS Addendum A Item No. 4 November 12, 2024 PAGE 1 – REVISED 2.1.22 Plexipave® Three (3) Year Warranty Date: Contractor: Project: California Sports Surfaces, a division of ICP Group, warrants that Plexipave products, when mixed and applied in accordance with applicable specification, are suitable for use as an athletic surface. This warranty is in effect from the date of substantial completion for a period not to Three (3) Years. This warranty specifically disclaims damage from grass intrusion, lawn mowers, vandalism, non-athletic uses, and normal wear and tear. Cracks, heaves and other deficiencies related to the substrate or underlayment are not covered. Lines and event markings are not covered. California Sports’ Plexipave products are formulated based on accepted industry norms of athletic court construction. Variation from specifications or substandard performance of application is beyond our control and not covered by the warranty. If a warranty defect is noted, the original installation contractor must notify California Sports Surfaces in writing. If it is determined that a defect does exist, replacement materials shall be provided to the authorized installer at no charge for the affected area. Warranty coverage is not available unless the contractor provides complete, contemporaneous information on the batch numbers of Plexipave products used, the date of delivery, proof of original full payment, the date of installation and the total square yards installed. This warranty does not cover costs associated with installation, loss of use, or any consequential damage. No agent of California Sports Surfaces may modify or extend this warranty. Sands must be incorporated at the manufacturing location to ensure quality and stability. PART 3 EXECUTION 3.1 WEATHER LIMITATIONS A. Do not install when rainfall in imminent or extremely high humidity prevents drying. B. Do not apply unless surface and air temperature are 50°F and rising. C. Do not apply if surface temperature is in excess of 140°F. 3.2 PREPARATION FOR ACRYLIC COLOR PLAYING SYSTEM A. Clean surfaces of loose dirt, oil, grease, leaves, and other debris in strict accordanc e with manufacturer’s directions. Pressure washing will be necessary to adequately clean areas to be coated. Any areas previously showing algae growth shall be treated with Clorox or approved product to kill the organisms and then be properly rinsed. B. Holes and cracks: Cracks and holes shall be cleaned and a suitable soil sterilant, as approved by the owner, shall be applied to kill all vegetation 14 days prior to use of Court Patch Binder according to manufacturer's specifications. C. Depression: Depressions holding enough water to cover a US five-cent piece shall be filled with Court Patch Binder Patching Mix. 3 gallons of Court Patch Binder, 100 lbs. 60-80 silica sand, 1-gallon Dry Portland Cement (Type I). This step shall be accomplished prior to the squeegee application of Acrylic Resurfacer. The contractor shall flood all the courts and then allow draining. Define and mark all areas holding enough water to cover a nickel. After defined areas are dry, prime with tack coat mixture of 2 parts water/l part Court Patch Binder. Allow tack coat to dry completely. Spread Court Patch Binder mix true to grade using a straight edge (never a squeegee) for strike o ff. Steel trowel or wood float the patch so that the texture matches the surrounding area . Never add water to mix. Light misting on surface and edges to feather in is allowed as needed to maintain work ability. Allow to dry thoroughly and cure. NO WORK FROM THIS STAGE ON SHALL COMMENCE UNTIL AN INSPECTOR HAS ACCEPTED THE SURFACE. D. Filler Course. (Acrylic Resurfacer): Filler course shall be applied to the clean under lying surface in one application to obtain a total quantity of not less than .06 gallon per square yard based on the material prior to any dilution. Acrylic Resurfacer may be used to pre-coat depression and crack/hole repairs to achieve better planarity prior to filler course application. 1. Over a properly repaired surface of asphalt on existing courts, apply one coat of Acrylic Resurfacer according to the following mix: Addendum A Item No. 4 November 12, 2024 Acrylic Resurfacer 55 gallons Water 20 - 40 gallons Sand 600-800 pounds / 60-80 mesh Liquid Yield 112-138 gallons On new asphalt, two coats of Acrylic Resurfacer shall be used to properly fill all voids in the asphalt surface. Use clean, dry 50-60 mesh sand and clean, potable water to make mixes. The quantity of sand and water in the above mix may be adjusted within above limits to complement the roughness and temperature of the surface. 2. Mix the ingredients thoroughly using accepted mixing devices and use a 70 Durometer rubber bladed squeegee to apply each coat of Acrylic Resurfacer as required. 3. Allow the application of Acrylic Resurfacer to dry thoroughly. Scrape off all ridges and rough spots prior to any subsequent application of Acrylic Resurfacer or subsequent cushion or color surface system. 3.3 APPLICATION OF ACRYLIC COLOR PLAYING S URFACE A. All areas to be color coated shall be clean, free from sand, clay, grease, dust, salt or other foreign matters. The Contractor shall obtain the Engineer's approval, prior to applying any surface treatment. B. Blend color base and Plexichrome Ultra Performance with a mechanical mixer to achieve a uniform Fortified Plexipave mixture. The mix shall be: Color Base 30 gallons Plexichrome 20 gallons Water 20 gallons C. Application shall be made by 50 durometer rubber faced squeegees. The Fortified Plexipave mixture should be poured on to the court surface and spread to a uniform thickness in a regular pattern. D. A total of 3 applications of Fortified Plexipave shall be made to achieve a total application rate of not less than .15 gal./sy. No application should be made until the previo us application is thoroughly dry. 3.4 LINE PAINTING A. Line shall be 2” wide unless otherwise noted on the drawings. Lines hall be careful ly laid out in accordance with ASBA and USTA guidelines. The area to be marked shall be taped to insure a crisp line. The California Line Paint shall have a texture similar to the surrounding play surface. Application shall be made by brush or roller at the rate of 150-200 sg./gal. (3/4 gal. per tennis court). 3.5 PROTECTION A. Erect temporary barriers to protect coatings during drying and curing. B. Lock gates to prevent use until acceptance by the owner’s representative.
