Grady Way Renton, WA 98057 RE: Senza Lakeview Final Plat CPH Project No. 0139-15-001 City File No. LUA16-000165, ECF, PP, SM Modification Request Ms. Fowler, This letter is written in request of a modification to the required right-of-way dedication along Lake Washington BLVD N. for the Senza Lakeview project. Per Renton Municipal Code (RCM) 4-9-250D our request meets each of the six decision criteria as outlined below. a. Substantially implements the policy direction of the policies and objectives of the Comprehensive Plan Land Use Element and the Community Design Element and the proposed modification is the minimum adjustment necessary to implement these policies and objectives; Response: The modification implements the policies and objectives of the Comprehensive Plan Land Use Element and Community Design Element. To meet the City of Renton street standards for collector arterial streets, the minimum ROW width would be 83 feet requiring 11.5 feet of ROW dedication. As stated in the Hearing Examiners Report dated June 14, 2016 the City of Renton established street section for Lake Washington BLVD N. includes a pavement width of 36 feet, 8 foot planting strip, 8 foot sidewalks, and 0.5 foot curb resulting in a ROW dedication of 4.5 feet. The request is to reduce the ROW dedication to from 11.5 to 4.5 feet. Street frontage improvements are required to be installed by the developer. b. Will meet the objectives and safety, function, appearance, environmental protection and maintainability intended by the Code requirements, based upon sound engineering judgment; Response: The proposed street section stated above meets requirements set forth of by the City of Renton Hearing Examiner. All City of Renton construction requirements will be followed. c. Will not be injurious to other property(ies) in the vicinity; Response: The street modification request will not be injurious to adjacent properties. d. Conforms to the intent and purpose of the Code; Response: The street modification request conforms to the intent and purpose of the code. e. Can be shown to be justified and required for the use and situation intended; and Response: The street modification request is required in order to meet street frontage improvement requirements along Lake Washington BLVD N. and is consistent with the area. f. Will not create adverse impacts to other property(ies) in the vicinity.
