A revised Detailed Landscape Plan shall be submitted prior to Construction Permit issuance that replaces the Akebono cherry street trees with a street tree species listed on the City’s approved street tree list. In addition, it appears that there are conflicts between the street trees and street lights, the Detailed Landscape Plan shall be revised to reconcile any conflicts between street trees and street lights. Comments: A revised detailed landscape plan was submit for review with the civil construction permit C19006488. The revised plan depicted updated street trees compliant with the City's approved street tree list and updated locations such that conflicts between street trees and street lights were eliminated. The revised plan was reviewed and approved as part of civil construction permit C19006488 issued on 3/9/2022. 2. A Homeowners Association shall be established for the maintenance of common improvements within the subdivision, including, but not limited to the landscaping within the stormwater tracts, the tree protection tract (Tract C), and the landscaping within the undeveloped right-of-way. Draft Covenants, Conditions, and Restrictions (CC & Rs) shall be submitted to the City for review and approval prior to the recording of the short plat. Comments: A homeowners association, Maple Highlands Homeowners Association, was created with the adjacent development, Maple Highlands, that is under common ownership, D.R. Horton, (KC recording no. 20240830000976). An amendment to the Maple Highlands Homeowners Association for the inclusion of the Skyhorse development was submit to the City for review and approved by the City as part of the final short plat review process (LUA24-000192). 3. A fencing and signage detail shall be submitted to the Current Planning Project Manager for review and approval prior to the issuances of a Civil Construction Permit. Comments: A fencing and signage detail was submit for review and approved by the Current Planning Project Manager as part of civil construction permit C19006488 on March 9, 2022. 4. 4. Any proposal to substitute stormwater ponds, in lieu of the proposed stormwater vaults shall be considered and reviewed as a major amendment to the preliminary short plat approval and the 15-foot wide landscape strip would be required around the full perimeter of the pond, outside of any required fencing. Comments: Stormwater vaults were proposed, reviewed, and approved as part of the civil construction permit C19006488 issued on March 9, 2022. 5. 5. Access for Lots 4 and 5 shall be taken off of the shared driveway tract (Tract A). A note to this effect shall be recorded on the face of the final short plat map. Comments: A note requiring access to lots 4 and 5 shall be taken off of the shared driveway tract is on the final short plat. Tract nomenclature was revised from the time of preliminary short plat, Tract A, to final short plat, Tract E, however, the functional purpose of the tract is unchanged. 6. 6. The landscape strip between the curb and sidewalk along SE 132nd Street and 164th Ave SE shall be incased by 3 feet to provide a total landscape width of 11 feet. Comments: The landscape strip between the curb and sidewalk along SE 132nd Street and 164th Ave SE was constructed at 11 feet in width per the issued civil construction permit (C19006488).
Page 1 of 2 7. 7. The ownership and maintenance of the shared driveway tract shall be provided by the future homeowners of Lots 2-5. Comments: Ownership and maintenance of the shared driveway tract, Tract E, is to be provided by lots 2, 3, 4 and 5. A note specifying this requirement is on the final short plat map. 8. 8. The short plat layout shall be revised to provide a curb bulb at the intersection of SE 132nd Street and 164th Ave SE to delineate the parking lane, unless it is determined that the placement of a curb bulb at this location is determined to be infeasible. Comments: A curb bulb was installed at the intersection of SE 132nd Street and 164th Ave SE per the issued civil construction permit (C19006488). 9. 9. The front yards of Lots 4 and 5 shall be required to face to the east towards 164th Ave SE. A note to this effect shall be recorded on the face of the final short plat map. Comments: A note requiring the front yards of lot 4 and 5 to face east towards 164th Ave SE is on the final short plat map. 10. 10. Full frontage improvements, including but not limited to dedication of the radius at the corner, paving, curb and gutter, an 11-foot landscape strip with street trees, and 5-foot wide sidewalk shall be constructed along the frontage of 16327 SE 132nd St and connect to the frontage improvements required for the proposed short plat. Comments: Frontage improvements (including but not limited to, paving, curb and gutter, minimum 11 foot landscape strip, street trees and 5 foot sidewalk) were constructed along the frontage of 16327 SE 132nd St in accordance with the issued civil construction permit (C19006488). Dedication for the improvements was provided and recorded with King County (recording no. 20210413002969). 11. 11. A note shall be recorded on the face of the Short plat stating that the impervious surface on each lot shall be limited to 4,000 square feet or the applicant shall be required to adjust the stormwater vaults accordingly. Comments: A note restricting the lots to a maximum 4,000 square feet is on the final short plat map.
