HanbeyPETITION TO RENTON ELECTED LEADERS FROM CONCERNED NORTH RENTON NEIGHBORHOOD RESIDENTS We, the undersigned, wish to go on record with you, our city leaders with concerns related to a proposed six story, 100-unit development dubbed "Logan 6" that abuts our neighborhood, and we call for your action as our elected representatives. In our opinion, city policy makers have not made our concerns about this proposed development a priority: ■ City Center Community Plan: Adopted by the city council in 2011, updated in 2017, states the goal "Protect and enhance the residential neighborhoods in the city center." The North Renton Neighborhood is one of two neighborhoods in the city center. ■ City Center Community Plan: Calls for design standards such as setbacks, buffers, landscape screening and height restrictions. ■ City Center Community Plan: Calls for the city to protect edges of single-family areas by improving design standards for the transition areas between zones. The proposed development is on the edge of a single-family area, in transition between zones. ■ Council Resolution 2708 (1988): this resolution, which harkens back to an earlier time, expressed that "one of the city's highest priorities is preserving single family neighborhoods..., including the North Renton area..." and the city "... will use its best efforts to preserve the single-family character in this neighborhood." The city has not used best efforts for the proposed development. Despite these actions, and stated intentions, nothing has been done. That nothing has been done became clear when plans for the proposed Logan 6 Development were submitted to the city in 2022: ■ The city accepted a SEPA document from the developer that was incomplete, lacked answers to specific questions, had incorrect answers, and was in general a poor effort to provide information. When asked, the city glossed over these concerns. ■ The proposed development doesn't reflect any updated design standards as stated in the city center plan (see above). ■ The proposed development doesn't reflect an intent to "protect and enhance" the neighborhood (see above). ■ The proposed development doesn't protect the edges of the neighborhood (see above). ■ The proposed development doesn't reflect design standards for transition areas between zones (see above). ■ The city has not used its best efforts about this, or similar developments, period (see above). Earlier this year, you received numerous letters from neighborhood residents. In those letters, concerns were expressed about impact to traffic and on -street parking, among other things. Also, North Renton Neighborhood Association (NRNA) representatives spoke to the council, echoing these concerns, on several occasions with local neighborhood residents also in attendance. Yet nothing has been done. While the project remains on hold, there has been very little attention paid to residents' concerns. We asked that the city revisit parking requirements, and asked that units with multiple bedrooms —thereby multiple residents —have increased parking for the additional bedrooms. City staff informed us that changes to code must wait until next year (2025). So, again, nothing has been done. Because the development is bounded by two one-way streets— N 31d heading east, and N 4th heading west— coupled with no Logan Ave access, traffic from the proposed development would use neighborhood roads, with use of residential streets in order to enter and exit the development. This is counter to the city center plan, against previous policy statements, and it appears the city is not acting in good faith or in the best interests of current residents. We are veryfrustrated the city has steered the proposed development away from Logan Ave use. The developer stated the city prevented consideration of Logan Ave access for the development. By diverting traffic, traffic that would otherwise have used Logan, this directs traffic into and through the neighborhood. That is a troubling fact with the city's role in the proposed development. CALLS TO ACTION: ■ Moratorium on Logan Ave Development: until the city has reviewed and revised existing design standards, per the city center plan, and looked more generally at traffic and parking, any development on Logan should be put on hold. A review and revision should include height restrictions, set -backs, buffers, and landscape screening. There are other considerations, see below. The moratorium may include the streets abutting city center neighborhoods (Grady, N 6th St, Bronson, Main, Mill, S 2"d St, etc). ■ Additional Parking Requirements: for units with more than one bedroom, increase parking to add 0.75 parking spaces for each additional bedroom beyond one bedroom. So, for example, a two -bedroom unit would need 1.75 parking spaces, etc. ■ Logan Ave Access: require developments along Logan to have Logan access, like every other development and property along North Logan Avenue that abuts the North Renton neighborhood. The intensified development along Logan Ave is specifically linked to this road. To prevent use of Logan Ave is bad planning, inconsistent land use, poor judgement, and poor public policy. ■ Explain city position on Logan Ave access. Besides the size/mass of the building and number of units, and possibly parking, this is the largest single issue that impacts the neighborhood. A public disclosure request to the city did not shed light on this issue; however, the city should explain clearly and transparently why the developer received pushback on Logan access. ■ North Renton Neighborhood — Renton Committee. The volume of traffic, speeding vehicles, and aggressive driving on both North 3rd and North 4th Streets and adjacent streets is past a tipping point and is an undeniable problem. Drivers divert from main roads and travel through the neighborhood during traffic peaks, and other times, and use residential streets as bypass roads. Many drivers speed, do not obey stop signs, fail to yield to pedestrians at intersections, turn corners without looking for pedestrians-- in many cases without fully stopping-- and, in general, treat residential streets like personal express ways. The city has not paid attention to even current traffic issues (i.e. Sartori Elementary School vehicle queuing) and the speeding along N 31d and N 4th Streets is not acceptable, not safe, and not in keeping with a commitment to alleviate impacts to the neighborhood (Res 2708). Additional growth in the area, coupled with new development/s, will exacerbate issues that are already too apparent. A joint city/neighborhood committee should hear concerns, study issues, develop recommendations, and implement solutions to lessen traffic, calm speeds, lower potential risks, and improve the overall traffic environment.
