THE DRAWINGS AND NOT MENTIONED IN THE SPECIFICATIONS, SHALL BE OF LIKE EFFECT AS
IF SHOWN OR MENTIONED IN BOTH.
5. CONTRACTOR SHALL VERIFY ALL CONDITIONS PRIOR TO INITIATING WORK.
6. IF SITE OR EXISTING CONDITIONS VARY FROM THOSE SHOWN ON THE CONTRACT
DOCUMENTS, NOTIFY THE ARCHITECT IN WRITING PRIOR TO PROCEEDING WITH THE WORK.
7. IF DISCREPANCIES ARE NOTED AMONG OR BETWEEN THE CONTRACT DOCUMENTS, OWNER-

APPLICABLE, HAVE BEEN PREPARED BY CONSULTANTS TO THE OWNER AND NOT UNDER THE
DIRECTION OF THE ARCHITECT. THIS DOCUMENTATION IS INCLUDED IN THE CONTRACT
DOCUMENTS AS AN ACCOMMODATION TO THE OWNER.
9. CONTRACTOR SHALL NOT SCALE DRAWINGS. USE NOTED DIMENSIONS ONLY. NOTIFY THE
ARCHITECT IMMEDIATELY IF ANY CONFLICTS EXIST.
10. CONTRACT DOCUMENTS ARE A REPRESENTATION OF EXISTING BUILDINGS AND ARE
REPRESENTATIONAL ONLY. CONTRACTOR TO FIELD VERIFY DIMENSIONS AND AS-BUILT
CONDITIONS.
11. “CLEAR” OR “CLR” DIMENSIONS ARE TO FACE OF FINISH.
12. COORDINATE WORK WITH ALL OWNER-FURNISHED ITEMS AND PROVIDE ALL REQUIRED

17. VERIFY ALL ROUGH-IN DIMENSIONS FOR EQUIPMENT. PROVIDE ALL BUCK-OUT, BLOCKING,
BACKING, AND JACKS REQUIRED FOR INSTALLATIONS.
18. SERVICE WATER PIPES IN UNHEATED SPACES SHALL BE INSULATED.
19. ALL WOOD IN CONTACT WITH CONCRETE SHALL BE PRESSURE TREATED.

3. PROTECT EXISTING FLOOR SLABS TO REMAIN DURING CONSTRUCTION.
4. NO STRUCTURAL MEMBERS TO BE REMOVED OR COMPROMISED UNLESS INDICATED FOR
REMOVAL. CONTRACTOR SHALL NOTIFY THE ARCHITECT IF AN UNEXPECTED STRUCTURAL

URBAN DESIGN REGULATIONS (RMC 4-3-100):
1. THE RENTON URBAN DESIGN REGULATIONS ARE NOT TRIGGERED BY INTERIOR MODIFICATIONS BUT WILL BE APPLICABLE
TO ANY PROPOSED EXTERIOR MODIFICATIONS, INCLUDING AWNINGS, LIGHTING, SIGNAGE AND FENESTRATION.
2. APPLICATIONS SUBJECT TO DESIGN REGULATIONS SHALL BE PROCESSED AS A COMPONENT OF THE GOVERNING LAND USE
PROCESS.
3. THE COMMUNITY AND ECONOMIC DEVELOPMENT ADMINISTRATOR SHALL HAVE THE AUTHORITY TO APPROVE, APPROVE
WITH CONDITIONS, OR DENY PROPOSALS BASED UPON THE PROVISIONS OF THE DESIGN REGULATIONS WHEN NO OTHER
PERMIT OR APPROVAL REQUIRES HEARING EXAMINER REVIEW. PROPOSALS WILL BE CONSIDERED ON THE BASIS OF
INDIVIDUAL MERIT, THE OVERALL INTENT OF THE MINIMUM STANDARDS AND GUIDELINES, AND CREATIVE DESIGN
ALTERNATIVES WILL BE ENCOURAGED IN ORDER TO ACHIEVE THE PURPOSES OF THE DESIGN REGULATIONS.
SEE RESPONSES ON "DESIGN DISTRICT A CHECKLIST" SUBMITTED WITH THIS APPLICATION FOR INFORMATION ON HOW EACH
SPECIFIC REQUIREMENT WILL BE MET.
BUILDING ENTRIES:
INTENT: TO MAKE BUILDING ENTRANCES CONVENIENT TO LOCATE AND EASY TO ACCESS, AND ENSURE THAT BUILDING
ENTRIES FURTHER THE PEDESTRIAN NATURE OF THE FRONTING SIDEWALK AND THE URBAN CHARACTER OF THE DISTRICT.
BUILDING ENTRIES FROM A STREET SHALL BE CLEARLY MARKED WITH CANOPIES, ARCHITECTURAL ELEMENTS, ORNAMENTAL
LIGHTING, OR LANDSCAPING AND INCLUDE WEATHER PROTECTION AT LEAST FOUR AND ONE-HALF FEET (4-1/2') WIDE.
GUIDELINES: PRIMARY ENTRIES SHALL FACE THE STREET, SERVE AS A FOCAL POINT, AND ALLOW SPACE FOR SOCIAL
INTERACTION. ALL ENTRIES SHALL INCLUDE FEATURES THAT MAKE THEM EASILY IDENTIFIABLE WHILE REFLECTING THE
ARCHITECTURAL CHARACTER OF THE BUILDING. THE PRIMARY ENTRY SHALL BE THE MOST VISUALLY PROMINENT ENTRY.
PEDESTRIAN ACCESS TO THE BUILDING FROM THE SIDEWALK, PARKING LOTS, AND/OR OTHER AREAS SHALL BE PROVIDED
AND SHALL ENHANCE THE OVERALL QUALITY OF THE PEDESTRIAN EXPERIENCE ON THE SITE.
THE EXISTING BUILDING HAS ENTRIES ON ALL FOUR FACADES, BUT THE PRIMARY ENTRANCE WILL BE MOVED TO THE SOUTH
PIAZZA-FACING SIDE TO STRENGTHEN PUBLIC VISIBILITY, CONNECTION AND ACCESSIBILITY. THIS ENTRY WILL HAVE LARGE
CANOPY WITH MARKET SIGNAGE AND A VESTIBULE TO CREATE GREATER VISIBILITY AND TRANSITION FROM PIAZZA AS WELL
AS THERMAL COMFORT AND ENERGY EFFICIENCY FOR THE BUILDING. E/W ENTRIES HAVE (E) 5' SOFFITS PROVIDING WEATHER
PROTECTION AND WILL HAVE ADDED VERTICAL WOOD SCREENS TO HEIGHTEN VISBILITY/STREET PRESENCE.
SERVICE ELEMENT LOCATION AND DESIGN
INTENT: TO REDUCE THE POTENTIAL NEGATIVE IMPACTS OF SERVICE ELEMENTS (I.E., WASTE RECEPTACLES, LOADING
DOCKS) BY LOCATING SERVICE AND LOADING AREAS AWAY FROM PEDESTRIAN AREAS, AND SCREENING THEM FROM VIEW IN
HIGH VISIBILITY AREAS.
GUIDELINES: SERVICE ELEMENTS SHALL BE CONCENTRATED AND LOCATED SO THAT IMPACTS TO PEDESTRIANS AND OTHER
ABUTTING USES ARE MINIMIZED. THE IMPACTS OF SERVICE ELEMENTS SHALL BE MITIGATED WITH LANDSCAPING AND AN
ENCLOSURE WITH FENCING THAT IS MADE OF QUALITY MATERIALS. SERVICE AREAS NOT ADJACENT TO STREETS, PATHWAYS,
OR PEDESTRIAN-ORIENTED SPACES ARE ENCOURAGED TO IMPLEMENT VEGETATIVE SCREENING IN ADDITION TO OR AS PART
OF SERVICE ENCLOSURES.
SERVICE ELEMENTS ARE LOCATED ON NORTH SIDE OF BUILDING, ALONG (E) SERVICE DRIVE AISLE AND PARKING AREA. A
TEMPORARY GARBAGE FACILITY IS LOCATED ADJACENT TO THE SERVICE AISLE; THE SPECIFICATION FOR THE GARBAGE
ENCLOSURE WAS PROVIDED BY THE CITY BASED ON OTHER CITY PROJECTS. THE NORTH SIDE OF THE ENCLOSURE IS
ALREADY DENSELY LANDSCAPED; THE EAST AND WEST SIDES OF THE ENCLOSURE WILL HAVE PLANTERS WITH VINES TO
SCREEN THE ENCLOSURE; A PERMANENT ENCLOSURE WILL BE CONSTRUCTED WHEN THE TRANSIT CENTER IS RELOCATED.
GROUND LEVEL DETAILS
INTENT: TO ENSURE THAT BUILDINGS ARE VISUALLY INTERESTING AND REINFORCE THE INTENDED HUMAN-SCALE CHARACTER
OF THE PEDESTRIAN ENVIRONMENT; AND ENSURE THAT ALL SIDES OF A BUILDING WITHIN NEAR OR DISTANT PUBLIC VIEW
HAVE VISUAL INTEREST.
GUIDELINES: THE USE OF MATERIAL VARIATIONS SUCH AS COLORS, BRICK, SHINGLES, STUCCO, AND HORIZONTAL WOOD
SIDING IS ENCOURAGED. THE PRIMARY BUILDING ENTRANCE SHOULD BE MADE VISIBLY PROMINENT BY INCORPORATING
ARCHITECTURAL FEATURES SUCH AS A FACADE OVERHANG, TRELLIS, LARGE ENTRY DOORS, AND/OR ORNAMENTAL LIGHTING.
DETAIL FEATURES SHOULD ALSO BE USED, TO INCLUDE THINGS SUCH AS DECORATIVE ENTRY PAVING, STREET FURNITURE
(BENCHES, ETC.), AND/OR PUBLIC ART.
HUMAN-SCALED ELEMENTS SUCH AS A LIGHTING FIXTURE, TRELLIS, OR OTHER LANDSCAPE FEATURE SHALL BE PROVIDED
ALONG THE FACADE’S GROUND FLOOR.
WINDOW COVERINGS, SUCH AS BLINDS AND CURTAINS, MUST BE FUNCTIONAL, THEY MAY NOT BE AFFIXED SO THAT THEY
CANNOT BE OPEN AND/OR CLOSED.
WINDOWS MUST ONLY CONTAIN CLEAR GLAZING; TINTED, DARK & HIGHLY REFLECTIVE GLAZING ARE PROHIBITED. ANY
FAÇADE VISIBLE TO THE PUBLIC SHALL BE COMPRISED OF AT LEAST 75% TRANSPARENT WINDOWS AND/OR DOORS BETWEEN
4-8’ AFG. OPAQUE SIGNAGE IS ONLY ALLOWED IN < 10% OF THE WINDOW SPACE. STENCILED OR OTHER SIGNAGE THAT
ALLOWS FOR VISIBILITY INTO THE BUILDING ARE ENCOURAGED AND DO NOT COUNT TOWARD THE 10%.
AROUND THE BUILDING, EXISTING SIDEWALKS TO REMAIN. EAST AND WEST FACADES WILL HAVE OUTDOOR SEATING TO
ENLIVEN THE PEDESTRIAN EXPERIENCE ALONG THOSE SIDEWALKS. IN THE PIAZZA, CLEAR SITELINES FROM THE CORNERS OF
LOGAN AND BURNETT ALONG 3RD ARE FRAMED BY PLANT MATERIAL AND LIGHT UPRIGHTS, DIRECTING USERS TO THE
PRIMARY ENTRY CANOPY. NEW PLANT MATERIAL TO GENERALLY MEET CPTED REQUIREMENTS AT MATURITY. ALL NEW
PAVING TO BE ALL-WEATHER DURABLE.
EXISTING FACADES ARE ENLIVENED BY NEW GRAPHICS RELATED TO THE MARKET FOR GREATER INTERFACE WITH
PEDESTRIANS. THE EAST AND WEST TENANT SPACES HAVE OUTDOOR SEATING AREAS TO ENLIVEN LIFE ALONG THE
SIDEWALKS ON EITHER SIDE OF THE BUILDING. THE PIAZZA WILL BE REORGANIZED FOR BETTER VISIBILITY INTO AND
THROUGH THE SPACE, WHILE ADDING GREATER FLEXIBILITY OF PROGRAMMING & DAY-TO-DAY USER COMFORT, THROUGH
BUILT-IN SEATING, ENHANCED LIGHTING AND PAVING AND A REFRESHED PLANT PALETTE THAT WILL BRING A WIDE RANGE OF
SEASONAL INTEREST, INCLUDING NATIVE PLANTS AND OTHER HABITAT PROVIDING PLANT MATERIAL.
LIVELY TRANSLUCENT MARKET-ORIENTED GRAPHICS WILL BE INSTALLED ONTO EXISTING STOREFRONT SYSTEMS TO
STRENGTHEN THE MARKET'S PRESENCE (LESS THAN 10% OF THE GROUND-LEVEL GLAZING WILL BE IMPACTED; SEE
ELEVATIONS). NEW, HEROIC MARKET SIGNAGE WILL TOP THE SOUTH ENTRY CANOPY TO PROVIDE A DISTINCT IDENTITY TO
THE MARKET. NEW WOOD DOORS AND VERTICAL SCREENS AT BOTH EAST AND WEST ENTRIES DISTINGUISH THOSE ENTRIES
FROM THE EXISTING REPEATED STOREFRONT ALONG THE BUILDING. A NEW VESTIBULE UNDER THE CANOPY AT THE SOUTH
ENTRY FURTHER CONNECTS THE OUTSIDE OF THE BUILDING TO THE INSIDE, WITH INTERIOR DESIGN ELEMENTS REFLECTED
IN THE DESIGN OF THE VESTIBULE WALLS AND DOORS. A SECURE MARKET "BULLETIN BOARD" IS SITUATED ADJECENT TO THE
SOUTH ENTRY DOORS OF THE VESTIBULE TO ANNOUNCE EVENTS HAPPENING WITHIN AND AROUND THE BUILDING TO AND
WILL BE VISIBLE FROM THE PIAZZA.
THE BUILDING WILL BE REPAINTED A DARK CHARCOAL COLOR TO GIVE IT A FRESHER LOOK AND TO PROVIDE A MORE
DISTINCT BACKGROUND FOR MARKET-RELATED PROGRAMMING MATERIALS PROVIDED BY THE MARKET OPERATOR MARKET-
RELATED GRAPHIC, WHICH WILL BE APPLIED TO THE EXISTING STOREFRONTS TO ENLIVEN THE E/W FACADES. AND THE BLANK
NORTH WALL. THE NEW CANOPY AND VESTIBULE WILL COMBINE PAINTED STEEL, WOOD, FLUTED GLASS AND CLEAR GLAZING
MATERIALS. THE VERTICAL WOOD SCREENS AND NEW WOOD DOORS AT EAST & WEST ENTRIES PROVIDE A VISUAL BREAK
FROM THE EXISTING REPEATED GLASS/ALUMINUM STOREFRONT SYSTEM.
LIGHTING
1. PEDESTRIAN-SCALE LIGHTING SHALL BE PROVIDED AT PRIMARY AND SECONDARY BUILDING ENTRANCES. EXAMPLES
INCLUDE SCONCES ON BUILDING FACADES, AWNINGS WITH DOWN-LIGHTING AND DECORATIVE STREET LIGHTING
2. ACCENT LIGHTING SHALL ALSO BE PROVIDED ON BUILDING FACADES (SUCH AS SCONCES) AND/OR TO ILLUMINATE OTHER
KEY ELEMENTS OF THE SITE SUCH AS GATEWAYS, SPECIMEN TREES, OTHER SIGNIFICANT LANDSCAPING, WATER FEATURES,
AND/OR ARTWORK.
3. DOWNLIGHTING SHALL BE USED IN ALL CASES TO ASSURE SAFE PEDESTRIAN AND VEHICULAR MOVEMENT, UNLESS
ALTERNATIVE PEDESTRIAN-SCALE LIGHTING HAS BEEN APPROVED ADMINISTRATIVELY
EXISTING SOFFIT LIGHTING AT EAST AND WEST BUILDING FACADES TO BE UPDATED. SOUTH BUILDING ENTRY CANOPY WILL
BE SIMILARLY LIT WITH DOWN LIGHTS FROM THE CANOPY, BUT WILL ALSO HAVE UP-LIGHTS AT THE CANOPY COLUMNS FOR
DRAMATIC EFFECT AND TO INCREASE VISIBILITY/SAFETY. PEDESTRIAN SCALE LIGHT FIXTURES ARE PRESERVED DIRECTLY
ADJACENT TO THE SOUTH BUILDING FRONTAGE, STREET LIGHTING IS ALSO PRESERVED AROUND THE PERIMETER IN THE
RIGHT OF WAY. IN THE HEART OF THE PIAZZA, (5) NEW 24' HEIGHT POLES WITH MULTIPLE CUTOFF LUMINAIRES PER POLE WILL
BE INSTALLED AND AIMED AT THE GROUND PLANE THROUGHOUT TO PROVIDE CONSISTENT, SAFE COVERAGE, WHILE ADDING
DRAMA TO THE COMPOSITION.
LANDSCAPING (RMC 4-4-070):
LOCATED IN THE CD ZONE, THIS SITE MEETS THE REQUIREMENTS OF SUBSECTIONS F2 IN ADDING STREET TREES TO AN
AVAILABLE LOCATION ON LOGAN. NO OTHER REQUIREMENTS APPLY.
LIGHTING, EXTERIOR ON-SITE (RMC 4-4-075):
ALL LIGHTING PLANNED FOR THE PIAZZA WILL MEET THE REQUIREMENTS FOR LIGHTING IN PARKS IN THIS SECTION BY
BEING LOW INTENSITY AND DOWNLIGHTING.
PARKING STANDARDS (RMC 4-4-80):
DOES NOT APPLY TO EXISTING BUILDINGS WITH NO CHANGE TO THE FOOTPRINT IN THE CENTER DOWNTOWN ZONE.
REFUSE AND RECYCLING (RMC 4-4-090):
ALL NEW COMMERCIAL DEVELOPMENTS SHALL PROVIDE ON-SITE REFUSE AND RECYCLABLES DEPOSIT AREAS AND
COLLECTION POINTS FOR COLLECTION OF REFUSE AND RECYCLABLES.ALTHOUGH THESE REGULATIONS APPLY ONLY TO
NEW DEVELOPMENT, IT IS WORTH NOTING THE REQURIEMENTS PARTICULARLY WITH RESPECT TO SITING AND
SCREENING AS THIS MAY INFORM HOW AND WHERE WASTE DISPOSAL AND REMOVAL HAPPENS ON SITE.
C. GENERAL REQUIREMENTS APPLICABLE TO ALL USES:
1. DIMENSIONS:DIMENSIONS OF THE REFUSE AND RECYCLABLES DEPOSIT AREAS SHALL BE OF
SUFFICIENT WIDTH AND DEPTH TO ENCLOSE CONTAINERS FOR REFUSE AND RECYCLABLES, AND TO
ALLOW EASY ACCESS.
2. LOCATION IN SETBACK OR LANDSCAPE AREAS PROHIBITED:OUTDOOR REFUSE AND RECYCLABLES
DEPOSIT AREAS AND COLLECTION POINTS SHALL NOT BE LOCATED IN ANY REQUIRED SETBACK OR
LANDSCAPE AREAS.
4. OBSTRUCTION PROHIBITED:COLLECTION POINTS SHALL BE LOCATED IN A MANNER SO THAT HAULING
TRUCKS DO NOT OBSTRUCT PEDESTRIAN OR VEHICLE TRAFFIC ON-SITE, OR PROJECT INTO ANY PUBLIC
RIGHT-OF-WAY.
5. COLLOCATION ENCOURAGED:WHEN POSSIBLE, THE RECYCLABLES DEPOSIT AREAS AND COLLECTION
POINTS SHALL BE LOCATED NEAR GARBAGE COLLECTION AREAS TO ENCOURAGE THEIR USE.
6. SIGNAGE REQUIRED:REFUSE OR RECYCLABLES DEPOSIT AREAS SHALL BE IDENTIFIED BY SIGNS NOT
EXCEEDING TWO (2) SQUARE FEET.
8. ARCHITECTURAL DESIGN CONSISTENT WITH PRIMARY STRUCTURE:ARCHITECTURAL DESIGN OF ANY
STRUCTURE ENCLOSING AN OUTDOOR REFUSE OR RECYCLABLES DEPOSIT AREA OR ANY BUILDING
PRIMARILY USED TO CONTAIN A REFUSE OR RECYCLABLES DEPOSIT AREA SHALL BE CONSISTENT WITH
THE DESIGN OF THE PRIMARY STRUCTURE(S) ON THE SITE AS DETERMINED BY THE ADMINISTRATOR.

9. SCREENING OF DEPOSIT AREAS:GARBAGE DUMPSTERS, REFUSE COMPACTOR AREAS, AND
RECYCLING COLLECTION AREAS MUST BE FENCED OR SCREENED. A SIX FOOT (6') WALL OR FENCE SHALL
ENCLOSE ANY OUTDOOR REFUSE OR RECYCLABLES DEPOSIT AREA. IN CASES WHERE ZONING CODE
FENCING PROVISIONS CONFLICT WITH THE SIX FOOT (6') WALL OR FENCE REQUIREMENT, THE ZONING
CODE PROVISIONS SHALL RULE.
10. MINIMUM GATE OPENING AND MINIMUM VERTICAL CLEARANCE:ENCLOSURES FOR OUTDOOR
REFUSE OR RECYCLABLES DEPOSIT AREAS/COLLECTION POINTS AND SEPARATE BUILDINGS USED
PRIMARILY TO CONTAIN A REFUSE OR RECYCLABLES DEPOSIT AREA/COLLECTION POINT SHALL HAVE
GATE OPENINGS AT LEAST TWELVE FEET (12') WIDE FOR HAULERS. IN ADDITION, THE GATE OPENING FOR
ANY SEPARATE BUILDING OR OTHER ROOFED STRUCTURE USED PRIMARILY AS A REFUSE OR
RECYCLABLES DEPOSIT AREA/COLLECTION POINT SHALL HAVE A VERTICAL CLEARANCE OF AT LEAST

SHALL BE APPORTIONED, LOCATED AND DESIGNED AS FOLLOWS:
1. LOCATION:REFUSE AND RECYCLABLES DEPOSIT AREAS AND COLLECTION POINTS MAY BE ALLOCATED
TO A CENTRALIZED AREA, OR DISPERSED THROUGHOUT THE SITE, IN EASILY ACCESSIBLE AREAS FOR
BOTH USERS AND HAULING TRUCKS.
2. ACCESSIBILITY MAY BE LIMITED:ACCESS TO REFUSE AND RECYCLABLES DEPOSIT AREAS AND

5. RETAIL DEVELOPMENTS – MINIMUM SIZE:IN RETAIL DEVELOPMENTS, A MINIMUM OF FIVE (5) SQUARE
FEET PER EVERY ONE THOUSAND (1,000) SQUARE FEET OF BUILDING GROSS FLOOR AREA SHALL BE
PROVIDED FOR RECYCLABLES DEPOSIT AREAS AND A MINIMUM OF TEN (10) SQUARE FEET PER ONE

AS DISCUSSED WITH THE CITY, THIS PROJECT HAS A TEMPORARY TRASH ENCLOSURE WITH
LANDSCAPING PLANTERS TO SCREEN THE ENCLOSURE, AT THE REAR/NORTH PARKING LOT ADJACENT

EQUIPMENT AND OUTDOOR SERVICE AND STORAGE AREAS TO REDUCE VISIBILITY, NOISE, AND RELATED IMPACTS
WHILE ALLOWING ACCESSIBILITY FOR PROVIDERS AND USERS.
B. APPLICABILITY: THE STANDARDS CONTAINED IN THIS SECTION SHALL APPLY TO:
1. NEW OR REPLACEMENT EQUIPMENT/ACTIVITY:ALL PROPOSALS FOR NEW OR REPLACEMENT SURFACE
MOUNTED EQUIPMENT, ROOFTOP EQUIPMENT, OUTDOOR STORAGE, LOADING, REPAIR, MAINTENANCE,
WORK AND/OR RETAIL AREAS.
2. ENLARGEMENT OR EXTERIOR MODIFICATIONS OF EXISTING STRUCTURES:SITES WITH EXISTING
SURFACE MOUNTED EQUIPMENT, ROOFTOP EQUIPMENT, OUTDOOR STORAGE, LOADING, REPAIR,
MAINTENANCE, WORK AND/OR RETAIL AREAS, THAT ARE NOT SCREENED IN CONFORMANCE WITH THIS
SECTION SHALL BE REQUIRED TO CONFORM TO THE SCREENING REQUIREMENTS OF THIS SECTION IF
ENLARGED OR ALTERED WHEN THE COST OF ADDITIONS, EXPANSIONS, OR ALTERATIONS EXCEEDS
FIFTY PERCENT (50%) OF THE ASSESSED VALUE OF THE EXISTING STRUCTURE OR USE SHALL RESULT IN
THE APPLICATION OF THIS SECTION; PROVIDED, THAT INTERIOR ALTERATIONS OR IMPROVEMENTS
WHICH DO NOT RESULT IN THE EXTERIOR MODIFICATION OF AN EXISTING BUILDING, STRUCTURE, OR
USE SHALL BE EXEMPT FROM THESE PROVISIONS.
C. AUTHORITY: THE COMMUNITY AND ECONOMIC DEVELOPMENT ADMINISTRATOR SHALL DETERMINE COMPLIANCE

D. SURFACE MOUNTED EQUIPMENT:
1. GENERAL SCREENING:ALL ON-SITE SURFACE MOUNTED UTILITY EQUIPMENT SHALL BE SCREENED FROM
PUBLIC VIEW. SCREENING SHALL CONSIST OF EQUIPMENT CABINETS ENCLOSING THE UTILITY EQUIPMENT,
SOLID FENCING OR A WALL OF A HEIGHT AT LEAST AS HIGH AS THE EQUIPMENT IT SCREENS, OR A

THIS RECONFIGURATION ALLOWS FOR BETTER SIGHTLINES BOTH TO THE NEW MARKET AWNING AND THROUGH THE PARK. IT
ALSO OPENS UP NEW OPPORTUNITIES FOR THE WEEKEND MARKET AND MAKES THE SPACE AVAILABLE TO BE PROGRAMMED

CITY OF RENTON CCTV INSPECTION STANDARD NOTES:
1.ALL NEWLY- INSTALLED AND NEWLY- REHABILITATED ( PUBLIC AND PRIVATE) SANITARY SEWER AND STORM DRAIN MAIN
LINES SHALL BE INSPECTED BY MEANS OF REMOTE CCTV. CCTV INSPECTIONS AND REPORTS SHALL BE SUBMITTED TO
THE CITY OF RENTON INSPECTOR ASSIGNED TO THE PROJECT PRIOR TO RECEIVING APPROVAL TO INSTALL PROJECT
CURBS, GUTTERS, AND/ OR PAVEMENT.
2.THE CONTRACTOR SHALL PERFORM ALL CCTV INSPECTIONS IN ACCORDANCE WITH THE NATIONAL ASSOCIATION OF
SEWER SERVICE COMPANIES ( NASSCO) PIPELINE ASSESSMENT CERTIFICATION PROGRAM ( PACP).
3.ALL CCTV OPERATORS SHALL HAVE CURRENT NASSCO PACP CERTIFICATION.
4.CCTV INSPECTIONS SHALL BE RECORDED IN A GRANITENET COMPATIBLE FORMAT DATABASE USING THE LATEST
SOFTWARE VERSION AND SUBMITTED WITH ELECTRONIC LINKS BETWEEN THE DATA AND THE VIDEO ON AN EXTERNAL
HDD, DVD, OR FLASH DRIVE.
5.ALL CCTV INSPECTION REPORTS SHALL BE WITHIN +/- TWO ( 2) FEET OF THE MEASURED LINEAR FOOTAGE BETWEEN
MANHOLES ALONG THE EXISTING PIPELINE CENTERLINE FROM THE START OF PIPE TO END OF PIPE.
6.ALL OWNER AND PACP REQUIRED HEADER INFORMATION MUST BE FULLY AND ACCURATELY ENTERED ON ALL CCTV
REPORTS. WORK NOT FOLLOWING THESE SPECIFICATIONS WILL BE REJECTED AND THE CONTRACTOR SHALL BE
REQUIRED TO RE- CCTV THE WORK.
7.THE DOCUMENTATION OF THE WORK SHALL CONSIST OF PACP CCTV REPORTS, PACP DATABASE, LOGS, ELECTRONIC
REPORTS, ETC. NOTING IMPORTANT FEATURES ENCOUNTERED DURING THE INSPECTION. THE SPEED OF TRAVEL SHALL
BE SLOW ENOUGH TO INSPECT EACH PIPE JOINT, TEE CONNECTION, STRUCTURAL DETERIORATION, INFILTRATION AND
INFLOW SOURCES, AND DEPOSITS, BUT SHOULD NOT, AT ANY TIME, BE FASTER THAN 30 FEET PER MINUTE, EXCEPT AS
NOTED OTHERWISE IN THIS DOCUMENT.
8.THE CAMERA MUST BE CENTERED IN THE PIPE TO PROVIDE ACCURATE DISTANCE MEASUREMENTS TO PROVIDE
LOCATIONS OF FEATURES IN THE SEWER AND THESE FOOTAGE MEASUREMENTS SHALL BE DISPLAYED AND
DOCUMENTED ON THE VIDEO. ALL PACP OBSERVATIONS SHALL BE IDENTIFIED BY AUDIO AND ON A PACP LOG. ALL VIDEO
MUST BE CONTINUOUSLY METERED FROM MANHOLE TO MANHOLE. ALL VIDEO RECORDING SHALL BE CONTINUOUS FROM
STRUCTURE TO STRUCTURE WITH NO " PAUSING" OF THE VIDEO RECORDING DURING EACH PIPELINE INSPECTION. THE
PIPE SHALL BE CLEANED PRIOR TO THE CCTV INSPECTION TO ENSURE ALL DEFECTS, FEATURE, AND OBSERVATIONS ARE
SEEN AND LOGGED.
9.JUST PRIOR TO BEGINNING THE CCTV INSPECTION, WHILE THE CCTV CAMERA IS IN PLACE AND RECORDING, WATER (
CONTAINING DYE) SHALL BE INTRODUCED INTO THE UPSTREAM MANHOLE OF EACH PIPE SEGMENT UNTIL IT IS
OBSERVED AND RECORDED FLOWING PAST THE CAMERA' S FIELD OF VISION IN ITS ENTIRETY.
10.THE CCTV CAMERA SHALL HAVE A WATER- LEVEL MEASURING DEVICE ( BALL, CYLINDER, ETC.) ATTACHED THAT HAS 1/4"
MARKINGS TO SHOW THE DEPTH OF WATER IN THE PIPE DURING THE CCTV INSPECTION.
11.ALL MANHOLES SHALL BE CHANNELED AND COATED PRIOR TO CCTV INSPECTION.
12.PER CITY OF RENTON SPECIFICATION 7-08. 3(2)B, SEWER AND STORM DRAIN PIPELINE SHALL HAVE NO MORE THAN 1/2"
OF PONDING TO BE CONSIDERED ACCEPTABLE.
CITY OF RENTON SURFACE WATER STANDARD NOTES:
1.BEFORE ANY CONSTRUCTION OR DEVELOPMENT ACTIVITY OCCURS, A PRE- CONSTRUCTION MEETING SHALL BE HELD

9.OPEN CUTTING OF EXISTING ROADWAYS FOR STORM DRAINAGE WORK IS NOT ALLOWED UNLESS SPECIFICALLY
APPROVED BY THE CITY AND NOTED ON THESE APPROVED PLANS. ANY OPEN CUT SHALL BE RESTORED IN ACCORDANCE

3. THE ESC PLAN SET SHALL INCLUDE AN ESC CONSTRUCTION SEQUENCE DETAILING THE ORDERED STEPS THAT SHALL BE
FOLLOWED FROM CONSTRUCTION COMMENCEMENT TO POST- PROJECT CLEANUP IN ORDER TO FULFILL PROJECT ESC
REQUIREMENTS.
4. THE BOUNDARIES OF THE CLEARING LIMITS, SENSITIVE AREAS AND THEIR BUFFERS, AND AREAS OF VEGETATION
PRESERVATION AND TREE RETENTION AS PRESCRIBED ON THE PLAN(S) SHALL BE CLEARLY DELINEATED BY FENCING AND
PROTECTED IN THE FIELD IN ACCORDANCE WITH APPENDIX D OF THE CITY OF RENTON SURFACE WATER DESIGN MANUAL
(RENTON SWDM) PRIOR TO THE START OF CONSTRUCTION. DURING THE CONSTRUCTION PERIOD, NO DISTURBANCE BEYOND
THE CLEARING LIMITS SHALL BE PERMITTED. THE CLEARING LIMITS SHALL BE MAINTAINED BY THE APPLICANT/ ESC SUPERVISOR
FOR THE DURATION OF CONSTRUCTION.
5. STABILIZED CONSTRUCTION ENTRANCES SHALL BE INSTALLED AT THE BEGINNING OF CONSTRUCTION AND MAINTAINED FOR
THE DURATION OF THE PROJECT. ADDITIONAL MEASURES, SUCH AS CONSTRUCTED WHEEL WASH SYSTEMS OR WASH PADS,
MAY BE REQUIRED TO ENSURE THAT ALL PAVED AREAS ARE KEPT CLEAN AND TRACK- OUT TO ROAD RIGHT OF WAY DOES NOT
OCCUR FOR THE DURATION OF THE PROJECT. IF SEDIMENT IS TRACKED OFFSITE, PUBLIC ROADS SHALL BE CLEANED
THOROUGHLY AT THE END OF EACH DAY, OR MORE FREQUENTLY DURING WET WEATHER, AS NECESSARY TO PREVENT
SEDIMENT FROM ENTERING WATERS OF THE STATE.
6. WASHOUT FROM CONCRETE TRUCKS SHALL BE PERFORMED OFF- SITE OR IN DESIGNATED CONCRETE WASHOUT AREAS ONLY.
DO NOT WASH OUT CONCRETE TRUCKS ONTO THE GROUND, OR TO STORM DRAINS OR OPEN DITCHES. ON- SITE DUMPING OF
EXCESS CONCRETE SHALL ONLY OCCUR IN DESIGNATED CONCRETE WASHOUT AREAS.
7. ALL REQUIRED ESC BMPS SHALL BE CONSTRUCTED AND IN OPERATION PRIOR TO LAND CLEARING AND/ OR CONSTRUCTION TO
PREVENT TRANSPORTATION OF SEDIMENT TO SURFACE WATER, DRAINAGE SYSTEMS AND ADJACENT PROPERTIES. ALL ESC
BMPS SHALL BE MAINTAINED IN A SATISFACTORY CONDITION UNTIL SUCH TIME THAT CLEARING AND/ OR CONSTRUCTION IS
COMPLETE AND POTENTIAL FOR ON- SITE EROSION HAS PASSED. ALL ESC BMPS SHALL BE REMOVED AFTER CONSTRUCTION IS
COMPLETED AND THE SITE HAS BEEN STABILIZED TO ENSURE POTENTIAL FOR ON- SITE EROSION DOES NOT EXIST. THE
IMPLEMENTATION, MAINTENANCE, REPLACEMENT, ENHANCEMENT, AND REMOVAL OF ESC BMPS SHALL BE THE RESPONSIBILITY
OF THE APPLICANT.
8. ANY HAZARDOUS MATERIALS OR LIQUID PRODUCTS THAT HAVE THE POTENTIAL TO POLLUTE RUNOFF SHALL BE DISPOSED OF
PROPERLY.
9. THE ESC BMPS DEPICTED ON THIS DRAWING ARE INTENDED TO BE MINIMUM REQUIREMENTS TO MEET ANTICIPATED SITE
CONDITIONS. AS CONSTRUCTION PROGRESSES AND UNEXPECTED OR SEASONAL CONDITIONS DICTATE, THE APPLICANT SHALL
ANTICIPATE THAT MORE ESC BMPS WILL BE NECESSARY TO ENSURE COMPLETE SILTATION CONTROL ON THE PROPOSED SITE.
DURING THE COURSE OF CONSTRUCTION, IT SHALL BE THE OBLIGATION AND RESPONSIBILITY OF THE APPLICANT TO ADDRESS
ANY NEW CONDITIONS THAT MAY BE CREATED BY THE ACTIVITIES AND TO PROVIDE ADDITIONAL ESC BMPS, OVER AND ABOVE
MINIMUM REQUIREMENTS, AS MAY BE NEEDED, TO PROTECT ADJACENT PROPERTIES AND WATER QUALITY OF THE RECEIVING
DRAINAGE SYSTEM.
10. APPROVAL OF THIS PLAN IS FOR ESC ONLY. IT DOES NOT CONSTITUTE AN APPROVAL OF STORM DRAINAGE DESIGN, SIZE NOR
LOCATION OF PIPES, RESTRICTORS, CHANNELS, OR STORMWATER FACILITIES.
11. ANY DEWATERING SYSTEM NECESSARY FOR THE CONSTRUCTION OF STORMWATER FACILITIES SHALL BE SUBMITTED TO THE
CITY FOR REVIEW AND APPROVAL.
12. ANY AREAS OF EXPOSED SOILS, INCLUDING ROADWAY EMBANKMENTS, THAT WILL NOT BE DISTURBED FOR TWO DAYS DURING
THE WET SEASON (OCTOBER 1ST THROUGH APRIL 30TH) OR SEVEN DAYS DURING THE DRY SEASON (MAY 1ST THROUGH
SEPTEMBER 30TH) SHALL BE IMMEDIATELY STABILIZED WITH THE APPROVED ESC COVER METHODS (E.G., SEEDING, MULCHING,
PLASTIC COVERING, ETC.) IN CONFORMANCE WITH APPENDIX D OF THE RENTON SWDM.
13. WET SEASON ESC REQUIREMENTS APPLY TO ALL CONSTRUCTION SITES BETWEEN OCTOBER 1ST AND APRIL 30TH, UNLESS
OTHERWISE APPROVED BY THE CITY.
14. ANY AREA NEEDING ADDITIONAL ESC MEASURES, NOT REQUIRING IMMEDIATE ATTENTION, SHALL BE ADDRESSED WITHIN SEVEN
(7) DAYS.
15. THE ESC BMPS ON INACTIVE SITES SHALL BE INSPECTED AND MAINTAINED AT A MINIMUM OF ONCE A MONTH OR WITHIN 24
HOURS FOLLOWING A STORM EVENT. INSPECTION AND MAINTENANCE SHALL OCCUR MORE FREQUENTLY AS REQUIRED BY THE
CITY.
16. BEFORE COMMENCEMENT OF ANY CONSTRUCTION ACTIVITY, CATCH BASIN INSERTS PER THE CITY STANDARD PLAN 216. 30
SHALL BE PROVIDED FOR ALL STORM DRAIN INLETS DOWNSLOPE AND WITHIN 500 FEET OF A DISTURBED OR CONSTRUCTION
AREA, UNLESS THE RUNOFF THAT ENTERS THE INLET WILL BE CONVEYED TO A SEDIMENT POND OR TRAP. ALL CATCH BASIN
INSERTS SHALL BE PERIODICALLY INSPECTED AND REPLACED AS NECESSARY TO ENSURE FULLY FUNCTIONING CONDITION.
17. AT NO TIME SHALL SEDIMENT ACCUMULATION EXCEED 2/3 OF THE CAPACITY OF THE CATCH BASIN SUMP. ALL CATCH BASINS
AND CONVEYANCE LINES SHALL BE CLEANED PRIOR TO PAVING. THE CLEANING OPERATION SHALL NOT FLUSH SEDIMENT-
LADEN WATER INTO THE DOWNSTREAM SYSTEM.
18. ANY PERMANENT STORMWATER FACILITY LOCATION USED AS A TEMPORARY SETTLING BASIN SHALL BE MODIFIED WITH THE
NECESSARY ESC BMPS AND SHALL PROVIDE ADEQUATE STORAGE CAPACITY. IF THE TEMPORARY FACILITY IS TO ULTIMATELY
FUNCTION AS AN INFILTRATION SYSTEM IN ITS PERMANENT STATE, THE TEMPORARY FACILITY SHALL BE ROUGH GRADED SO
THAT THE BOTTOM AND SIDES ARE AT LEAST THREE FEET ABOVE THE FINAL GRADE OF THE PERMANENT FACILITY.
19.AREAS DESIGNATED ON THE PLAN(S) CONTAINING EXISTING STORMWATER FACILITIES OR ON- SITE BMPS (AMENDED SOILS,
BIORETENTION, PERMEABLE PAVEMENT, ETC.) SHALL BE CLEARLY FENCED AND PROTECTED USING ESC BMPS TO AVOID
SEDIMENTATION AND COMPACTION DURING CONSTRUCTION.
20. PRIOR TO THE BEGINNING OF THE WET SEASON (OCTOBER 1ST), ALL DISTURBED AREAS SHALL BE INSPECTED TO IDENTIFY
WHICH ONES SHALL BE SODDED OR SEEDED IN PREPARATION FOR THE WINTER RAINS. DISTURBED AREAS SHALL BE SODDED
OR SEEDED WITHIN ONE WEEK OF THE BEGINNING OF THE WET SEASON.AN EXHIBIT OF THOSE AREAS TO BE SODDED OR
SEEDED AND THOSE AREAS TO REMAIN UNCOVERED SHALL BE SUBMITTED TO THE CITY FOR REVIEW.
21. PRIOR TO FINAL CONSTRUCTION ACCEPTANCE, THE PROJECT SITE SHALL BE STABILIZED TO PREVENT SEDIMENT- LADEN WATER
FROM LEAVING THE PROJECT SITE, ALL ESC BMPS SHALL BE REMOVED, AND STORMWATER CONVEYANCE SYSTEMS, FACILITIES,
AND ON- SITE BMPS SHALL BE RESTORED TO THEIR FULLY FUNCTIONING CONDITION. ALL DISTURBED AREAS OF THE PROJECT
SITE SHALL BE VEGETATED OR OTHERWISE PERMANENTLY STABILIZED. AT A MINIMUM, DISTURBED AREAS SHALL BE SODDED OR
SEEDED AND MULCHED TO ENSURE THAT SUFFICIENT COVER WILL DEVELOP SHORTLY AFTER FINAL APPROVAL. MULCH
WITHOUT SEEDING IS ADEQUATE FOR AREAS TO BE LANDSCAPED BEFORE OCTOBER 1ST.
22. ROCKERIES ARE CONSIDERED TO BE A METHOD OF BANK STABILIZATION AND EROSION CONTROL. ROCKERIES SHALL NOT BE
CONSTRUCTED TO SERVE AS RETAINING WALLS. ALL ROCKERIES IN CITY ROAD RIGHTS- OF- WAY SHALL BE CONSTRUCTED IN
ACCORDANCE WITH CITY STANDARDS. ROCKERIES OUTSIDE OF ROAD RIGHTS- OF- WAY SHALL BE CONSTRUCTED IN
ACCORDANCE WITH THE INTERNATIONAL BUILDING CODE.

1.ALL WORK AND MATERIAL SHALL BE IN CONFORMANCE WITH THE STANDARDS AND SPECIFICATION OF THE CITY OF RENTON
PUBLIC WORKS DEPARTMENT AND THE LATEST EDITION OF THE WSDOT/ APWA STANDARDS AND SPECIFICATIONS, AS
APPROVED AND MODIFIED BY THE CITY OF RENTON STANDARD PLANS& SPECIFICATIONS.A SET OF APPROVED PLANS SHALL BE
KEPT ON SITE AT ALL TIMES DURING CONSTRUCTION.
2.DATUM FOR VERTICAL CONTROL SHALL BE NORTH AMERICAN VERTICAL DATUM 1988. HORIZONTAL CONTROL SHALL BE NORTH
AMERICAN DATUM 1983/ 1991 UNLESS OTHERWISE APPROVED BY THE CITY. BENCHMARKS AND MONUMENTS SHALL BE

3.A PRE- CONSTRUCTION CONFERENCE AND A 24- HOUR NOTICE SHALL BE REQUIRED PRIOR TO STARTING NEW CONSTRUCTION.
IT SHALL BE THE CONTRACTOR' S RESPONSIBILITY TO SECURE ALL NECESSARY PERMITS, INCLUDING STREET USE PERMITS,

4.THE HOURS OF WORK IN THE STREET RIGHT- OF- WAY SHALL BE PER CITY SPECIFICATIONS ON WEEKDAYS UNLESS OTHERWISE

MAXIMUM DEPTH 18- INCHES, THOROUGHLY COMPACTING EACH LAYER TO 95 PERCENT OF MAXIMUM DENSITY. THESE
COMPACTED LAYERS MUST EXTEND FOR ONE PIPE DIAMETER ON EACH SIDE OF THE PIPE OR TO THE SIDE OF THE TRENCH.

LIGHTING CONTROL INTENT
ALL ASPECTS OF THE LIGHTING CONTROL SYSTEM TO BE VETTED BY
THE ELECTRICAL ENGINEER AND COORDINATED WITH THE BUILDING
MANAGEMENT SYSTEM (WHERE USED).
SEE LIGHT FIXTURE SCHEDULE FOR DIMMING PERFORMANCE
REQUIRED FOR EACH FIXTURE TYPE (E.G. DIMMING TO 1% OUTPUT).
CONTRACTOR TO PROVIDE CONTROLS TO ACHIEVE SPECIFIED
PERFORMANCE.
PROVIDE PROGRAMMABLE, NETWORKED LIGHTING CONTROL SYSTEM
CAPABLE OF SCENES TRIGGERED BY ASTRONOMICAL TIMECLOCK.
SINGLE-GANG AND MULTI-GANG PRESET STATIONS TO BE LOCATED
AS FURTHER DESCRIBED.
PROVIDE CODE-COMPLIANT DAYLIGHT HARVESTING CONTROLS.
PROVIDE CODE-COMPLIANT MOTION SENSING CONTROLS IN SPACES
WITHOUT PROGRAMMABLE SCENE CONTROLS. LOCATION AND
QUANTITY OF PHOTOSENSORS AND MOTION SENSORS TO BE VETTED
WITH SPECIFIC PRODUCTS TO BE PROVIDED. EITHER WALL MOUNTED
OR CEILING MOUNTED SENSORS ARE ALLOWED. SELECTION BY
CONTRACTOR PER ROOM AND EQUIPMENT FUNCTIONALITY.

ANTICIPATED TO BE:
- DAYTIME (TRIGGERED AT 7AM, OR CLIENT-DEFINED START OF

BY THE ELECTRICAL ENGINEER.

All fixtures use a light loss factor of 0.9 for calculation purposes
LIGHT SPILL CALCULATION INTERPRETATION
Calculation points show illuminance at the ground plane in Lux.
Light spill is below fixtures and not escaping property boundary. Measured areas are
below 500 Lux (46 Fc). Interior ceiling uplight fixture Type L9A provides illumination on
interior ceiling, which will be visible from the exterior, but does not contribute to
surrounding light spill.
