Grady Way CALL TO ORDER AND PLEDGE OF ALLEGIANCE Mayor Pavone called the meeting of the Renton City Council to order at 7:00 PM and led the Pledge of Allegiance. City Clerk Jason Seth accepted the proclamation with appreciation. MOVED BY PRINCE, SECONDED BY ALBERSON, COUNCIL CONCUR IN THE PROCLAMATION. CARRIED. PUBLIC HEARING Do Street Vacation Petition (VAC-24-001): This being the date set, and proper notices having been posted and published in accordance with local and State laws, Mayor Pavone opened the public hearing to consider the Do Street Vacation Petition (VAC-24-001). Economic Development Assistant Director Amanda Free reported that the proposed street vacation is located on an unopened portion of Lyons Ave NE south of NE 4th St. She stated that the west portion of the right-of-way was vacated in 2001 as part of a plat development and the southern portion was vacated in 2004 as part of a different plat development. Ms. Free also reported several reasons that this vacation petition should be denied, however, requested that the item be referred to the Transportation (Aviation) Committee for further review because the petitioner had submitted several additional documents as correspondence for tonight's public hearing. City Clerk Seth confirmed that the petitioner, Quang Do, had submitted additional documents supporting his request to vacate the right-of-way. There being no public comments or additional correspondence, it was MOVED BY MCIRVIN, SECONDED BY PÉREZ, COUNCIL CLOSE THE PUBLIC HEARING. CARRIED. MOVED BY MCIRVIN, SECONDED BY PÉREZ, COUNCIL REFER THIS ITEM TO THE NEXT TRANSPORTATION (AVIATION) COMMITTEE FOR ADDITIONAL REVIEW AND TO BRING BACK A RECOMMENDATION TO THE FULL COUNCIL FOR ACTION. CARRIED. ADMINISTRATIVE REPORT CAO Ed VanValey reviewed a written administrative report summarizing the City’s recent progress towards goals and work programs adopted as part of its business plan for 2023 and beyond. Items noted were: Friday, November 22-Saturday, November 23: Looking for that perfect gift? Stop by the 32nd annual Holiday Bazaar at Renton Community Center; 1715 Maple Valley November 18, 2024 REGULAR COUNCIL MEETING MINUTES Hwy.; Renton. This year’s bazaar will feature 100 booths overflowing with gifts for the host/hostess or that special someone. Find hand-crafted jewelry, tableware, food, holiday decorations, and more. Bazaar hours are Friday, 11 a.m. – 7 p.m. and Saturday, 9 a.m. – 5 p.m. For more information visit our website rentonwa.gov/holidaybazaar. Preventative street maintenance will continue to impact traffic and result in occasional street closures. AUDIENCE COMMENTS Matt Hanbey, Renton, submitted a petition with residents' signatures requesting several changes to the proposed Logan 6 development project located in the North Renton Neighborhood. He stated that the main concerns are parking and traffic issues. Michael Patrick, Renton, also expressed concerns about traffic and parking issues related to the proposed Logan 6 development. Sharon Bolstad, Renton, also expressed concerns about parking, traffic, and ingress/egress to the proposed Logan 6 development. Tracy Gaudio, Renton, stated that she lives and works in the North Renton Neighborhood and expressed concerns about traffic and parking issues related to the proposed Logan 6 development. Diane Dobson, Renton, read a letter that had been submitted to Council by Sheryl Friez, a Renton resident, expressing concerns about parking, traffic, and ingress/egress for the proposed Logan 6 development. CONSENT AGENDA The following items are distributed to Councilmembers in advance for study and review, and the recommended actions will be accepted in a single motion. Any item may be removed for further discussion if requested by a Councilmember. a) Approval of Council Meeting minutes of November 4, 2024.Council Concur. b)AB - 3704 Community & Economic Development Department recommended adoption of an ordinance amending 2021 International Fire Code and Fire Prevention Regulations in order to maintain consistency with the adopted Washington State Fire Code, update terminology, and/or revisions to reflect current practices.Refer to Planning & Development Committee. c) AB - 3698 Human Resources / Risk Management Department recommended authorizing the following reclassifications and salary grade adjustments of seven positions effecting twelve current employees: 1) Administrative Secretary 1 in Executive Services-IT (1 FTE) to IT Procurement & Contract Coordinator grade a11; Principal Engineer in Public Works-Utilities (2 FTEs), and Airport (1 FTE), title unchanged, grade a37; Water Quality-Treatment Plant Operator in Public Works (3 FTE), to Water Treatment Plant Operator, grade a19; Water Utility Inspections - SCADA Technician in Public Works (1 FTE), to SCADA/Telemetry Technician, grade a21; Water Utility Maintenance Supervisor in Public Works (1 FTE), to Water Treatment Operations Supervisor, grade a28; Network Systems Manager in Executive Services-IT (1 FTE), to Infrastructure & Security Manager, grade m38; and Court Services Supervisor in Municipal Court (2 FTE), to Court Services Manager, grade m25. Additionally, November 18, 2024 REGULAR COUNCIL MEETING MINUTES authorize the regrade of a vacant Enterprise Applications Manager position from m37 to m38. Refer to Finance Committee. d) AB - 3700 Parks & Recreation Department recommended approval of the 2024-2026 contract with Health Commons Project, in the total amount of $3,129,000 over the term of the agreement, for the Renton Student Health Hub. Funding for the agreement is proposed to be HB 1590 funds which is for behavioral health and/or housing related services. Refer to Finance Committee. e) AB - 3702 Public Works Facilities Division recommended execution of the Professional Services Agreement for Janitorial Services, with CCS Facility Services, in the amount of $392,458.56, for year-round cleaning services for outdoor restrooms. Refer to Finance Committee. f) AB - 3703 Public Works Transportation Systems Division recommended authorizing execution of Change Order No. 25 to CAG-22-163, contract with Pivetta Brother's Construction, Inc., for additional work related to the Rainier Ave S Corridor Improvements - Phase 4 project. Ordinances for first reading: b) Ordinance No. 6150: An Ordinance of the City of Renton, Washington, establishing a planned action for the Rainier/Grady Junction TOD Subarea pursuant to the State Environmental Policy Act; providing for severability; and establishing an effective date. CARRIED. c) Ordinance No. 6151: An Ordinance of the City of Renton, Washington, establishing the Rainier/Grady Junction Zoning Overlay, adding definitions, authorizing corrections, providing for severability, and establishing an effective date. CARRIED. d) Ordinance No. 6152: An Ordinance of the City of Renton, Washington, changing the zoning classification of several parcels within the City of Renton from Commercial Office (CO) to Commercial Arterial (CA), providing for severability, and establishing an effective date.
