Item 2: Fire Apparatus Exit Driveway width.

Item #1 A Modification to vary from the City of Renton Street Standards Title IV, Section 4-6-060-
applicable to arterial roads (NE 4th St).
Decision Criteria: Whenever there are practical difficulties involved in carrying out the provisions of
this Title, the Department Administrator may grant modifications for individual cases provided he/she
shall first find that a specific reason makes the strict letter of this Code impractical, that the intent and
purpose of the governing land use designation of the Comprehensive Plan is met and that the
modification is in conformity with the intent and purpose of this Code, and that such modification:
a. Substantially implements the policy direction of the policies and objectives of the Comprehensive Plan
Land Use Element and the Community Design Element and the proposed modification is the minimum
adjustment necessary to implement these policies and objectives;
Project conditions:
Per City of Renton, PRE22-000062 Pre-Application Letter, March 17, 2022;
1. Per City code 4-6-060 frontage improvements are required for new construction in excess of $150,000.
a. The proposed project fronts NE 4th St along the north property line. NE 4th St is classified as a
Principal Arterial street with an existing right-of-way (ROW) width of approximately 84 feet per the
King County Assessors map. To meet the City’s complete street standards for Principal Arterial
streets with 5 lanes a minimum ROW width of 103 feet is required. Per RMC 4-6-060 half of street
improvements as taken from the ROW centerline shall be required and include a minimum 66 foot
paved road (33 feet from centerline), a 0.5 foot curb, an 8 foot planting strip, an 8 foot sidewalk, a 2
foot clear space at back of walk, street trees and storm drainage improvements. Dedication of
approximately 9.5 feet would be required pending final survey.
i. However, there is a corridor improvement plan for NE 4th St that consists of a 66 foot
paved road, a 10 foot landscaped sidewalk and storm drainage improvements.
Dedication of approximately 1 foot is required for the street frontage.

NE 4th St Rosario to City Limits shows 12’ (6’ half) raised median, two 11’travel lanes, 5’ bike path, 10’
landscaped sidewalk, 86’(43; half) Right of way. Existing ROW approx. 84’.
Proposed Frontage FS #16
Proposed plan is consistent with the Corridor Improvement Plan: 33’ road width to curb, 10’ Landscaped
sidewalk, 43’ Right of way, including 1-foot ROW dedication.
In response to Items a-e, the proposed roadway section meets the criteria and dimensions of the NE 4th
Corridor Improvement Plan, which has been adopted by the City and included in the 2022-2027 Six Yar
Transportation Improvement Program, Adopted October 4, 2021 per Resolution No 4447.
b. Will meet the objectives and safety, function, appearance, environmental protection and
maintainability intended by the Code requirements, based upon sound engineering judgment;
Project conditions: See response in Item a.
c. Will not create substantial adverse impacts to other property(ies) in the vicinity;
Project conditions: No adverse impact to other properties. .
d. Conforms to the intent and purpose of the Code; and
Project conditions: See response in Item a.
e. Can be shown to be justified and required for the use and situation intended;

Item #2 A Modification to the City of Renton Driveway Standards for Maximum Driveway width.
Code requirement:
The Driveway Standards Title IV, Section 4-4-080- I. 3.a.
ii. The width of any driveway shall not exceed fifty feet (50')…
iii. . The Administrator may grant an exception upon proper application in writing and for
good cause shown, which shall include, but not be limited to, the absence of any
reasonable alternative.
Proposed Driveway FS #16
The proposed exit driveway width is 59-feet.

Land Use Element and the Community Design Element and the proposed modification is the minimum
adjustment necessary to implement these policies and objectives;
Project conditions: The Fire Station is a necessary element for increased population growth and is
consistent with the City of Renton 2024 Comprehensive Plan.
b. Will meet the objectives and safety, function, appearance, environmental protection and
maintainability intended by the Code requirements, based upon sound engineering judgment;
Project conditions: Vehicles responding to emergencies require an exit route that is un-hindered to the
extent possible. For safety, vehicles exiting in an emergency will utilize sirens and lights to warn
pedestrians and vehicles. There is no known change to environmental protection and maintainability.
c. Will not create substantial adverse impacts to other property(ies) in the vicinity;
Project conditions: Adjacent parcel properties are not affected and the Right of way improvements are
not adversely affected.
d. Conforms to the intent and purpose of the Code; and
Project conditions: This exception is requested in writing in accordance with Driveway Standards Title
IV, Section 4-4-080- I. 3.a.iii: “The Administrator may grant an exception upon proper application in
writing….”
e. Can be shown to be justified and required for the use and situation intended;
Justification
The driveway width is necessary for the following reasons:

a. The new facility is required to provide adequate space (4’) between doors and door width (14’) to
meet 3'-0" clearance between apparatus when apparatus doors are open.
b. The apparatuses need to respond to emergencies while heading straight from the building:
a. A wider exit driveway allows decreased vehicle turning which reduces strain on the
undercarriage and tires of heavy emergency vehicles. This is of particular concern at FS
#16 due to the turning side slope that is dictated by the longitudinal slope of NE 128th St.
b. The emergency response time is decreased by a shorter turning requirements, due to a
speed and efficient wait time for a traffic opening.
c. The vehicle must proceed completely out of the bay until it turns, and the site is limited to
a 70-foot driveway.
