HomeMy WebLinkAboutPN_ CUP PROJECT NARRATIVE_241112_v2 1 6211 Roosevelt Way Northeast | Seattle, WA 98115 | 206 522 3830 | www.tca-inc.com RMC 4-9-030-5 PROJECT NARRATIVE Project Introduction: The proposed $22,700,000 project consists of two new structures, Renton Regional Fire Authority New Fire Station 16 and Maintenance Building located on a multi-parcel lot which will be combined, along with existing alley – to be vacated – into a single parcel. Total lot area, after dedication of 1’-0” ROW (per Pre-Application Memorandum – dated 4/12/22) and Lot Combination is 151,721 SF. Parcels subject to development are as follows: · Parcel 3664500008 - 15815 SE 128th St., Renton, WA. · Parcel 3664500330 - 15817 SE 128th St, Renton, WA · Parcel 3664500007 – No Address · Parcel 3664500009 – 12924 158th Ave SE, Renton, WA New Fire Station 16 consists of three drive-thru apparatus bays, living/ administrative and apparatus bay support spaces. Station will initially be staffed by three crew members operating in 24-hour shifts. The fire station has been designed to allow for up to six crew members. Proposed occupancies of the fire station are B, R-3, S-1 and S-2. The station will have a footprint of 13,024 SF and total area of 14,314 SF (including storage mezzanine). The new Maintenance Building consists of five back-in maintenance bays with maintenance staff area and support spaces required to service apparatus. Plans also include future expansion to increase the number of bays to five. The Maintenance Building will be staffed by three to four maintenance crew members. Proposed occupancies for the maintenance building are B, S-1, S-2 and H-3. The maintenance building has a footprint of 9,886 SF with an allowance of 1,362 SF for future expansion of 1,362 SF. Total building area is13,282 SF (including storage mezzanine and future expansion). Zoning: Subject parcels and adjacent parcels to the east and west are zoned R-4 – Residential. Adjacent parcel to the south is within the King County Jurisdiction and is also zoned R-4 – Residential. Subject parcels abut 158th Ave SE to the east and BE 128th Steet to the north. Existing Use: Subject parcels were utilized as single-family residential housing prior to purchase by Renton Regional Fire Authority. Existing structures have since been vacated and demolished leaving only foundations and slabs. Parcels are currently vacant. Existing septic tanks have also been removed and existing utility lines removed and capped at the street. Site Features: Wetland Assessment Findings (by Soundview Consultants LLC, - dated 9/1/22 – and included in this submission) indicated that no wetlands are present. The geotechnical report also indicates that there are no other sensitives sites or protected slopes present. Soil Types and Drainage: Geotechnical Report (performed by GeoEngineers – dated 8/5/22 – and included in this submission) indicates that soils are consistent with published geological information and USGS geological mapping for this area. Soils consist of crushed gravel, soft/loose to medium dense sandy/silt with 2 6211 Roosevelt Way Northeast | Seattle, WA 98115 | 206 522 3830 | www.tca-inc.com variable organic and gravel fill, weathered glacial till and unweathered glacial till. The Geotechnical report noted that soils are moisture sensitive and recommends wet weather common practices during wet weather construction. Soil bearing pressure is 3,000 psf. Report also recommends a Class C site design with shallow footings on 24” of structural fill and 6” capillary break below any slabs on grade. Roof and footing drains will be tied to storm system. Report also indicates that shallow infiltration may be considered at the NE area of the site. Land Use Data: Parking and Other Features General site improvements consist of 22 parking spaces (including two accessible parking spaces and associated access aisles), fire station response and return aprons, maintenance building approach apron, portable above ground water tank for draft testing, secure automated gate, covered trash/ recycle enclosures and generator with belly tank. Building Height: RMC 4-2-110A allows a maximum wall plat height of 32’-0” above average grade in an R4 Zone. RMC 4-2-110A-18-b allows roofs, with a pitch of less than 4:12, to have a maximum surface projection equal to one foot per each 1’-6” additional setback distance from the building setback line. Maximum additional surface projection is six feet above the allowable plate height. Fire Station: The proposed top of steel (equivalent of top plate for a steel framed structure) is 22’- 11 ½” with a projection of 2’-11” for a total building height of 25’-10 ½” above average grade. Maintenance Building: The Maintenance Building is situated 8’-11 ½” from the building setback which will permit an allowable roof projection of 5’-7 ¾” above the allowable top plate for an allowable building height of 37’-11 ¾” above average grade. The proposed top of bent (equivalent of top plate for a pre-manufactured metal building) is 33’-4” with a projection of 4’-3 ½” for a total building height of 37’-7 ½”. The proposed top of bent is higher than that allowed, however the overall building height is lower than that allowed. Refer to the Conditional Use Permit Justification letter for additional information regarding request for a raised top plate. Allowable Coverage: Allowable building area is 35% of the total site area. The actual building area is 26,174 SF or 17.3%. Allowable impervious area is 50% or total site area. The actual impervious area is 74,765 SF or 49.3%. Site Access: Site will be accessed from both SE 128th Steet and 156th Ave SE. Emergency response will occur directly onto SE 128th Street. Apparatus return, crew and maintenance building access will occur from 156th Ave SE. Visitors will access the site from a separate drive access. Off- Site Improvements: Right-of-Way improvements include the addition of sidewalks, curb and gutter, and landscape planters along SE 128th Street and 158th Ave SE. Currently, SE 128th Street has only a paved shoulder and 158th Ave SE has only a gravel shoulder. The addition of sidewalks and landscape at street frontage planters will improve pedestrian safety. 3 6211 Roosevelt Way Northeast | Seattle, WA 98115 | 206 522 3830 | www.tca-inc.com Off-site improvements (beyond required Right-of-Way improvements) consists of the addition of a new emergency beacon is proposed at the intersection of SE 128th Street and 158th Ave SE to slow traffic and allow for safe response and the extension of the existing City of Renton 8” gravity wastewater main approximately 800 feet north to the subject parcels. Trees: 33% of existing significant trees will be retained. Excavation and Fill: Project will consist of 21,200 cut and 9,500 CY fill.
