Meter Install Procedure - Workflow Steps
1. General Guidelines (Justin)
- Location Restrictions:
- New meters should never be installed in sidewalks.
- CIP projects for public works (PW) street upgrades are necessary if there’s no right-of-way (ROW) for curb and gutter.
- Special Cases:
- For projects like the Williams downtown project, meter boxes should be flush but situated in new “mushrooms” rather than sidewalks.
- Equipment:
- Ensure no skid plates; use new ones as required.
2. Site Preparation
- Contractor Coordination:
- SFM (Site Foreman) will coordinate with the contractor to spray location of setters.
- Elevation of the setter and meter to be checked later.
- Permit Verification:
- Confirm all necessary permits are in place (B permit, project plans).
- Mark the location in the field.
3. CIP Projects
- Water Main Replacement:
- New setters will be installed.
- CED (Construction Engineering Division) to sign off on permits.
- Meter Drop Process:
- Meter drop to be coordinated with shops (specifically Holly).
4. Communication and Scheduling
- Initial Contact:
- Sandy to call/email when ready for a new meter.
- Service Install:
- Pat schedules and installs service.
- Callback for the meter crew after installation.
- Service Request (SR) Creation:
- Sandy creates SR and work order (WO) for meter installation in Cityworks.
- Permit and Information:
- After installation, an email is sent with permit number and installation details.
- Sandy finalizes permits and shares them with you and Ana.
5. Meter Box Checks
- Field Check:
- SR and work order to check the meter box (e.g., Renton Ave).
- Use Sensus analytics to match meters with the app on their phones.
- Activation:
- Ensure MXU is activated; if not, it shows as an orphaned meter.
- Report Accuracy:
- Address any mismatches in the reports.
6. Permit Handling
- Setter Installation:
- Two permits are needed for setting and dropping the meter.
- Ensure the setter installation is coordinated and marked.
- Developer Involvement:
- For plat developments, the developer handles the water main installation; shops only install meters based on approved plans from CED.
7. Billing and Account Setup
- Billing Setup:
- Once the meter is in Energov and paid, notify utility billing via email from Sandy to set up the account.
- Cut and Cap Issues:
- If an owner has cut and capped issues, the shops must be contacted to address the meter removal.
8. Final Steps and Communication
- Work Order Finalization:
- Sandy closes the SR to Sean, with WO updates from Pat as needed.
- Coordination for Upcoming Projects:
- Holly to forward information on upcoming projects to Pat.
