Grady Way CALL TO ORDER AND PLEDGE OF ALLEGIANCE Mayor Pavone called the meeting of the Renton City Council to order at 7:00 PM and led the Pledge of Allegiance. Mr. Foster presented information about the upcoming 2025 Legislative Session. ADMINISTRATIVE REPORT CAO Ed VanValey reviewed a written administrative report summarizing the City’s recent progress towards goals and work programs adopted as part of its business plan for 2023 and beyond. Items noted were: It's time to get holly and jolly! Plan to visit downtown Renton Saturday, November 30, for Small Business Saturday and a full day of festivities: Rain or shine, a special Holiday Farmers Market will be open from 12-4 p.m. in Piazza Park. Find local holiday treats, crafts, gifts, and more. The Renton Municipal Arts Commission and other local groups will host several free activities in the Pavilion Events Center from 12-5 p.m. At 4:45 p.m. join us for more celebrating with the Tree Lighting ceremony in Piazza Park and the arrival of Santa! What's a holiday season without a photo with Santa? This action-packed day concludes as Santa moves into the Pavilion where you can share your holiday wish list and snap a photo with him from 5-7 p.m. For more information about Small Business Saturday events visit our website at http://renton.smallbusinesssaturday. Preventative street maintenance will continue to impact traffic and result in occasional street closures. AUDIENCE COMMENTS Nora Schultz, Renton, spoke about the recent power outages affecting the North Renton Neighborhood and asked city officials if they will work with Puget Sound Energy regarding their communication and other issues with residents. Mayor Pavone stated the administration would investigate it and provide a response. Diane Dobson, Renton, spoke about the recent power outages noting that the security fencing around the abandoned building at Park Ave N and N 6th St blew down from the storm and not been set back up. She also noted that there are blighted properties at nearly every entrance/exit point of the North Renton Neighborhood. CONSENT AGENDA The following items are distributed to Councilmembers in advance for study and review, and the recommended actions will be accepted in a single motion. Any item may be removed for further discussion if requested by a Councilmember. November 25, 2024 REGULAR COUNCIL MEETING MINUTES a)Approval of Council Meeting minutes of November 18, 2024.Council Concur. b) AB - 3708 Community & Economic Development Department recommended granting a 20- year latecomer agreement (LA-17-003) to Tuscany Construction, LLC for a sanitary sewer main extension on Hoquiam Ave NE, in the amount of $75,217; authorize staff to finalize the latecomer agreement per City Code; and to provide the final assessment roll to the City Clerk for the issuance of the final assessment.Refer to Utilities Committee. c) AB - 3701 Police Department recommended approving the indirect federal award to reimburse expenses, up to $5,159.82, related to attendance at the IACP Impaired Driving and Traffic Safety Conference. UNFINISHED BUSINESS Topics listed below were discussed in Council committees during the past week. Those topics marked with an asterisk (*) may include legislation. Committee reports on any topics may be held by the Chair if further review is necessary. a) Committee of the Whole: Chair Prince presented a report recommending concurrence in the staff recommendation to adopt the 2025 Legislative Agenda as presented. MOVED BY PRINCE, SECONDED BY ALBERSON, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. b) Finance Committee: Chair O'Halloran presented a report recommending approval of the following payments: 1. Accounts Payable – total payment of $15,504,908.11 for vouchers 10892-10893, 10898- 10913, 420458-420461, 420464-420466, 420476-420671, 420673-420787, 420797, 420799-421096; payroll benefit withholding vouchers 7528-7549, 420467-420475, 420788-420796 and 1 wire transfer. 2. Payroll – total payment of $4,033,574.12 for payroll vouchers that include 1,388 direct deposits and 11 checks. (10/1/24-10/15/24 and 10/16/24-10/31/24 pay periods). MOVED BY O'HALLORAN, SECONDED BY PÉREZ, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. c)Finance Committee:Chair O'Halloran presented a report recommending concurrence in the staff recommendation to authorize the Mayor and City Clerk to execute the 2024 Community Forestry Assistance Grant Agreement with Washington State Department of Natural Resources (DNR) Urban & Community Forestry program for $35,000. MOVED BY O'HALLORAN, SECONDED BY PÉREZ, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. d) Finance Committee:Chair O'Halloran presented a report recommending concurrence in the staff recommendation to make the following reclassification and salary grade adjustments, effective January 1, 2025, and requests staff to prepare an ordinance amending the salary table to reflect these changes. Funds to implement these changes will be done in the first quarter budget adjustment of 2025. Administrative Secretary 1 in Executive Services-IT (1 FTE), to IT Procurement & Contract Coordinator, grade a11 November 25, 2024 REGULAR COUNCIL MEETING MINUTES Principal Engineer in Public Works-Utilities (2.0 FTE), and Airport (1.0 FTE), title unchanged, grade a37 Water Quality-Treatment Plant Operator in Public Works (3.0 FTE), to Water Treatment Plant Operator, grade a19 Water Utility Inspection—SCADA Technician in Public Works (1.0 FTE), to SCADA/Telemetry Technician, grade a21 Water Utility Maintenance Supervisor (1.0 FTE) in Public Works, Water Treatment Operations Supervisor, grade a28 Network Systems Manager in Executive Services-IT (1 FTE), to Infrastructure & Security Manager, grade m38 Court Services Supervisor in the Municipal Court (2 FTE), to Court Services Manager, grade m25 Adjust the salary grade of the existing Enterprise Applications Manager from m37 to m38 MOVED BY O'HALLORAN, SECONDED BY PÉREZ, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. e) Finance Committee: Chair O'Halloran presented a report recommending concurrence in the staff recommendation to approve the 2024-2026 contract with Health Commons Project for the Renton Student Health Hub using HB 1590 funds and authorize the Mayor and City Clerk to execute the agreement subject to approval as to legal form. MOVED BY O'HALLORAN, SECONDED BY PÉREZ, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. f) Finance Committee:Chair O'Halloran presented a report recommending concurrence in the staff recommendation to authorize the Mayor and City Clerk to execute the Professional Service Agreement for Janitorial Services by CCS Facility Services in the amount of $392,458.56. MOVED BY O'HALLORAN, SECONDED BY PÉREZ, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. g) Finance Committee:Chair O'Halloran presented a report recommending concurrence in the staff recommendation to authorize the Mayor and City Clerk to execute Change Order No. 25 with Pivetta Brother’s Construction, Inc. for the Rainier Ave S Corridor Improvements-Phase 4 Project. Change Order No. 25 will provide reimbursement to the city in the amount of $1,233,048.44 from franchise utilities, including Puget Sound Energy (PSE), Lumen, and Comcast. MOVED BY O'HALLORAN, SECONDED BY PÉREZ, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. h) Planning & Development Committee:Chair Pérez presented a report recommending concurrence in the staff recommendation to approve the adoption of the ordinance amending 2021 International Fire Code and Fire Prevention Regulations in order to maintain consistency with the adopted Washington State Fire Code, update terminology, and/or revisions to reflect current practices. The Planning & Development Committee further recommends that ordinance be presented for first reading. MOVED BY PÉREZ, SECONDED BY ALBERSON, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. November 25, 2024 REGULAR COUNCIL MEETING MINUTES LEGISLATION Ordinances for first reading: a) Ordinance No. 6155: An Ordinance of the City of Renton, Washington, adopting the 2021 Edition of the International Fire Code as adopted and amended by the State Building Code Council in Chapter 51-54A WAC, revising the City’s amendments thereto in Section 4-5-070 of the Renton Municipal Code, authorizing corrections, providing for severability, and establishing an effective date. MOVED BY PÉREZ, SECONDED BY ALBERSON, COUNCIL REFER THE ORDINANCE FOR SECOND AND FINAL READING AT THE NEXT COUNCIL MEETING. CARRIED. b) Ordinance No. 6156: An Ordinance of the City of Renton, Washington, amending and replacing the 2025 City of Renton Salary Table previously adopted in Ordinance No. 6147, authorizing corrections, providing for severability, and establishing an effective date. MOVED BY O'HALLORAN, SECONDED BY PÉREZ, COUNCIL REFER THE ORDINANCE FOR SECOND AND FINAL READING AT THE NEXT COUNCIL MEETING. CARRIED. Ordinances for second and final reading: c) Ordinance No. 6150: An Ordinance of the City of Renton, Washington, establishing a planned action for the Rainier/Grady Junction TOD Subarea pursuant to the State Environmental Policy Act; providing for severability; and establishing an effective date. CARRIED. d) Ordinance No. 6151: An Ordinance of the City of Renton, Washington, establishing the Rainier/Grady Junction Zoning Overlay, adding definitions, authorizing corrections, providing for severability, and establishing an effective date. CARRIED. e) Ordinance No. 6152: An Ordinance of the City of Renton, Washington, changing the zoning classification of several parcels within the City of Renton from Commercial Office (CO) to Commercial Arterial (CA), providing for severability, and establishing an effective date.
