EXAMINATION PROCESS:
Public Safety Testing conducts the initial written test and physical exam and forwards those candidates that pass
the physical agility exam and have a passing score of 70% or more on the written test to the City for further
testing. The written test is valid for 15 months. The Police Department invited the top candidates to an interview
based on the written test scores that the City received. Only those candidates who pass with an 70% or higher
oral board score would be placed on the eligibility list. The oral board score has a 70% weight of the final score
with the written score has a 30% weight.
MINIMUM QUALIFICATIONS REQUIRED:
Must be 21 years of age by the date of the written examination; must be a lawful permanent resident or U.S.
citizen; must be able to read and write the English language; must be a high school graduate or equivalent; must
be able to meet minimum medical standards; must be able to pass a background investigation, psychological
evaluation, drug screen, and polygraph examination prior to hire; must possess a valid Washington State driver’s
license without record of suspension or revocation of driving privileges in this or any other state.
EXAMINATION CONTENT:
The oral board interview consists of a set of 14 structured questions, and the rating of five dimensions, developed
for an entry level police officer. A passing score of 70% or greater on the oral board examination is required to be
placed on the eligibility list.

This is an internal, promotional opportunity,

Police Commanders direct and control operations of a division within the Police Department, ensuring efficiency
and effectiveness in strategic and program planning, policy development and implementation. Performance
management of staff (promote, coach, mentor, and discipline; terminate with the concurrence of the Police
Chief). Develop relationships with internal and external stakeholders. Implement and contribute to the City’s
vision, mission, and goals in the performance of all job duties.
ESSENTIAL FUNCTIONS:
• Ensure the Police Department operations are administered in a manner that achieves the City’s business
plan and goals and delivers outcomes important to the community.
• Manage and oversee a major division of the department; providing leadership and guidance.
• Direct the training, assignment, and discipline of subordinates; investigate and resolve complaints and
disagreements; respond to citizen complaints.
• Plan and direct the activities of personnel under command and delegate work for appropriate and efficient
use of resources; coach subordinates and provide career and personal counseling as requested; interview
and select applicants for designated special duties within the Department.

• HR will obtain and submit the performance evaluations that were completed in 2021 and 2022.
ASSESSMENT CENTER – Weighted at 60% of the final score.
• Will be conducted on June 1st and 2nd, 2023 (dependent on # of applicants).

• The candidates will receive the topic of the presentation by email after the Candidate Orientation on May
1st, 2023.
Oral Resume and Interview: 30%

JOB SUMMARY:
Direct and control operations of a division within the Police Department, ensuring
efficiency and effectiveness in strategic and program planning, policy development and
implementation. Performance management of staff (promote, coach, mentor, and
discipline; terminate with the concurrence of the Police Chief). Develop relationships
with internal and external stakeholders. Implement and contribute to the City’s vision,
mission, and goals in the performance of all job duties.
SUPERVISION:

Supervises: Police Sergeants and Officers
ESSENTIAL FUNCTIONS:
• Ensure the Police Department operations are administered in a manner that achieves
the City’s business plan and goals and delivers outcomes important to the community.
• Manage and oversee a major division of the department; providing leadership and
guidance.
• Direct the training, assignment, and discipline of subordinates; investigate and resolve
complaints and disagreements; respond to citizen complaints.
• Plan and direct the activities of personnel under command and delegate work for
appropriate and efficient use of resources; coach subordinates and provide career and
personal counseling as requested; interview and select applicants for designated special
duties within the Department.
• Respond to emergencies during on-and off-duty hours; assume command as necessary;
oversee police response to ensure proper policy and procedures are followed.
• Prepare, present and administer the annual division budget; assist in preparation of
Department budgets.
• Address public groups and organizations, gain citizen support of Police department
through community engagement.
• Evaluate methods, policies and procedures, and personnel training needs; recommend
changes for Department improvement and efficient operations.
• Attend meetings and conferences pertaining to Department operations, the criminal

• Schedule and conduct meetings with subordinate personnel with emphasis on problem

• Conduct special studies and projects for the Department as assigned; attend meetings

• Research and evaluate new equipment to improve the overall performance of the
Department.
• Perform duties of Deputy Chief and or Chief in absence according to established
guidelines.
• Remain current with relevant technological advancements as it relates to Police

• Maintain regular, reliable, and punctual attendance, work evening and/or weekend
hours as assigned, and travel as required. Review periodic reports completed by
subordinate personnel for continuity and content.
• Perform the essential duties and tasks of Police Officer and Sergeant as required.
• Oversee the hiring process within the division, ensuring hiring managers recruit and
retain qualified staff.
• Ensure managers and supervisors consistently utilize performance management
techniques, recognize staff and discipline as needed.
• Support department managers in dealing with a variety of organizational and
programmatic issues (i.e., customer satisfaction, service delivery, community
relations).
• Develop and monitor short and long-range business plans, goals, and performance
measures of the division and department.
• Serve as a liaison to the Mayor’s executive leadership team, reporting on the status of
current projects, identifying issues, and assessing their impact, and proactively
implementing and recommending solutions.
• Provide technical and policy information to the public, city council and other
stakeholders.
• Resolve internal and external complaints, while maintaining positive relations.
• Develop the annual budget and financial reports for the division; make
recommendations for budget adjustments.

EDUCATION, EXPERIENCE, AND LICENSE REQUIREMENTS:
• High school diploma or equivalent.
• Lawful permanent resident or US citizen.
• Currently hold position of Police Sergeant with at least one year of experience in that
rank in the Renton Police Department at the time of examination.
• Valid Washington State driver's license.
• Incumbents must meet requirements set forth by Washington State and the City for law
enforcement officers.
• Must be able to qualify for the Access Certification.
• Successful passing of a required background check.
