To whom it may concern:
I applied to be an Entry-Level Police Officer with the Renton Police Department in 2023. I
recently received a letter stating my name would be removed from the eligibility list due to a
“History of inconclusive and failed polygraphs”. I do understand how my background may be
perceived; however, I do not think that the previous polygraphs reflect my background or who I
am. I am currently a Limited Authority Peace Officer with the Washington Department of
Corrections as a Community Corrections Officer. I have served in this position for nearly two
years. In that time, I have arrested numerous individuals, written and successfully ran warrant
operations, worked collaboratively with the Kent Police Department under a Memorandum of
Understanding, seized several firearms, assisted in levying federal charges on those firearms, and
seized several pounds of narcotics over the years. I have served in my position with integrity and
believe that through my actions I have shown I would make a reasonable and prudent Police
Officer with the Renton Police Department. In my previous position with Inter-Con Security, I
operated on a Department of State contract that required I successfully complete a federal
background check and retain a Secret Clearance. If given the opportunity I believe I could be an
asset to the Renton Police Department and serve the community with integrity and honor. I
respectfully request that the Civil Service Commission reassess my employment packet and
consider giving me the opportunity to go through the full background process.

SUBJECT: Entry Level Applicant- Eric Branham
I have reviewed the application submitted by entry level applicant Eric Branham. Per
Washington Administrative Code (WAC) 139-07-020, a hiring agency’s background check
must include a psychological examination (section i) and a polygraph assessment
(section j). This WAC also allows the sharing of background information between
agencies the applicant has applied with.
In the course of the background investigation, it was discovered that applicant Branham
had taken 4 previous polygraph examinations. One in 2019 with the Seattle Police
Department, the result of which was “inconclusive”; another one with the Seattle Police
Department in 2020 had the same result. An exam with the Auburn Police Department
in 2021 also had an “inconclusive” result. In 2021 he failed a polygraph administered
during the hiring process with Snohomish County Sheriff’s Office.
An “inconclusive” result falls between the classifications of “truthful” and “deceptive”.
Essentially, it means that the polygraph has not been able to determine with sufficient
accuracy whether someone is telling the truth or not.
In 2021, Branham also failed a psychological examination as an applicant with the
Anacortes Police Department.
Due to these prior disqualifying acts, which are mandated by law as part of the pre-
employment screening process, I request that Branham be removed for cause from the
Police Commissioned Entry Level hiring list.

EXAMINATION PROCESS:
Public Safety Testing conducts the initial written test and physical exam and forwards those candidates that pass
the physical agility exam and have a passing score of 70% or more on the written test to the City for further
testing. The written test is valid for 15 months. The Police Department invited the top candidates to an interview
based on the written test scores that the City received. Only those candidates who pass with an 70% or higher
oral board score would be placed on the eligibility list. The oral board score has a 70% weight of the final score
with the written score has a 30% weight.
MINIMUM QUALIFICATIONS REQUIRED:
Must be 21 years of age by the date of the written examination; must be a lawful permanent resident or U.S.
citizen; must be able to read and write the English language; must be a high school graduate or equivalent; must
be able to meet minimum medical standards; must be able to pass a background investigation, psychological
evaluation, drug screen, and polygraph examination prior to hire; must possess a valid Washington State driver’s
license without record of suspension or revocation of driving privileges in this or any other state.
Effective October 2023, drug use is not an automatic disqualifier. This change will now align with the Renton
Police Policy Manual section 900.3.8.

EXAMINATION CONTENT:
The oral board interview consists of a set of 14 structured questions, and the rating of five dimensions, developed
for an entry level police officer. A passing score of 70% or greater on the oral board examination is required to be
placed on the eligibility list.

SALARY INFORMATION/PREMIUMS:
• All entry level officers are hired at $7,203/monthly.
• Entry level officers are eligible for a $1,000 sign-on bonus.
• Education Premium of 4% for an Associate Degree or 6% for a Bachelor's or

JOB SUMMARY:
Perform general duty police work involving the protection of life and property; the

Those individuals who have passed both the written and physical agility tests will have their

information forwarded to the City of Renton by Public Safety Testing. A 70% on the written
exam is required to move forward in the process. An oral board interview may be scheduled
for the top candidates. Candidates must obtain an 70% passing score in the oral board to be
placed on the Eligibility List. (Candidates that do not pass the oral board are eligible to re-test
six months from the previous oral board date.) A combined (interview weighted at 70% and
the written test weighted at 30%) minimum score of 70% is required for placement on the
eligibility list. Veterans Points are awarded to eligible candidates who make the request and
include the proper documentation after successfully passing an interview.

verifiable financial hardship. Once they receive your completed testing fee waiver form, they

Job Description
SALARY INFORMATION/PREMIUMS:
All entry level officers are hired at $7,203/monthly.
Entry level officers are eligible for a $1,000 sign-on bonus.
Education Premium of 4% for an Associate Degree or 6% for a Bachelor's or Master's.
City contributes 2% of base wage towards deferred compensation plan. An additional 3% is available for passing the
annual Physical Fitness Test.
City contributes 1% into a Health Reimbursement Arrangement (HRA) VEBA Plan.
A 3% interpreter premium is available post academy.
Take Home Car Program: Officers are issued a take home vehicle after completion of FTO.

JOB SUMMARY:
Perform general duty police work involving the protection of life and property; the enforcement of laws and ordinances;
prevention and investigation of crimes and maintenance of order, and positively engage with community members on

Patrol the City on an assigned shift in a police vehicle, on a motorcycle, bicycle, or on foot; patrol business and

Answers 911 calls and complaints involving criminal and noncriminal activities.
Administers emergency first aid to injured or incapacitated persons as required.
Stop traffic violators, identify suspicious individuals, and take appropriate lawful action; apprehend violators or
offenders of the law, sometimes involving a substantial element of personal danger and lawful, reasonable use of
physical force.
Use de-escalation techniques to increase likelihood of compliance.
Utilize and maintain a variety of specialized equipment such as firearms, police vehicles, radios, batons, handcuffs,
pepper spray, Conducted Energy Weapon (CEW) breath testing equipment and others according to established
procedures; maintain skill and proficiency in driving, the use of firearms, and other issued weapons

TESTING PROCESS:
Those individuals who have passed both the written and physical agility tests will have their information forwarded to the
City of Renton by Public Safety Testing. A 70% on the written exam is required to move forward in the process. An oral
board interview may be scheduled for the top candidates. Candidates must obtain an 70% passing score in the oral board
to be placed on the Eligibility List. (Candidates that do not pass the oral board are eligible to re-test six months from the
previous oral board date.) A combined (interview weighted at 70% and the written test weighted at 30%) minimum score of
70% is required for placement on the eligibility list. Veterans Points are awarded to eligible candidates who make the
request and include the proper documentation after successfully passing an interview.
