During the application process Shafer misrepresented the number of times law enforcement had contacted him during the lawful course of their duties. He reported that he had been contacted twice by the Brier Police Department. A search of a law enforcement data base showed 20 contacts. Shafer also failed to disclose an incident he was involved with that had been investigated by Everett PD. In this instance Shafer caused a disturbance at a bank when he attempted to do business while violating COVID protocols. During this incident, according to witnesses, he threatened the security officer and advised that he was an officer, as an intimidation tactic during the incident. Pursuant to RPD Policy 900.32 Integrity Any material misstatement of fact or significant admission during the application or background process shall be disqualifying, including inconsistent statements made during the initial background interview or polygraph examination or discrepancies between this background investigation and other investigations conducted by other law enforcement agencies. Due to these acts and omissions on Shafer’s part, I believe he lacks the moral integrity to perform the duties of a Renton Police Officer. I request that Shafer be removed for cause from the Police Commissioned Eligibility Entry Level hiring list. The written test is valid for 15 months. The Police Department invited the top candidates to an interview based on the written test scores that the City received. Only those candidates who pass with an 70% or higher oral board score would be placed on the eligibility list. The oral board score has a 70% weight of the final score with the written score has a 30% weight. MINIMUM QUALIFICATIONS REQUIRED: Must be 21 years of age by the date of the written examination; must be a lawful permanent resident or U.S. citizen; must be able to read and write the English language; must be a high school graduate or equivalent; must be able to meet minimum medical standards; must be able to pass a background investigation, psychological evaluation, drug screen, and polygraph examination prior to hire; must possess a valid Washington State driver’s license without record of suspension or revocation of driving privileges in this or any other state. EXAMINATION CONTENT: The oral board interview consists of a set of 14 structured questions, and the rating of five dimensions, developed for an entry level police officer. A passing score of 70% or greater on the oral board examination is required to be placed on the eligibility list.
